About this file
This is a Request for Information Report (RFI) document for a federal contract opportunity addressing contractor questions regarding the repair and replacement of an HVAC chiller system.
The solicitation (FA6606-26-B-0003) concerns the repair of HVAC Chiller B7087 under project YTPM 24-0012 for 439 CONF/PKB for KTR(s). The RFI, dated 23 July 2026, contains 12 questions and corresponding responses from the government (WARB) addressing scope clarifications and operational requirements. Key clarifications include: (1) new main shut-off ball valves are required at the main supply and return headers to enable isolation during future maintenance; (2) only new and reconfigured piping requires fiberglass insulation with aluminum jacketing; disturbed existing insulation must be replaced; (3) no state or local taxes should be included in proposals per RFO 29.302(a); (4) a MassDEP permit (AQ06) is required; (5) no hazardous materials are anticipated; (6) dual-hatting of the site Superintendent, SSHO, and CQM positions is permitted with Contracting Officer approval; (7) drawings are reference only; scope is defined in the Statement of Work (SOW); (8) all hoisting and rigging logistics are the contractor's responsibility, requiring 14-calendar-day advance coordination with airfield operations; (9) temporary glycol storage tanks must be secondary-containment rated and located on-site; (10) no temporary cooling is required, with work scheduled during the C5 Flight Simulator's offline maintenance window; (11) the contractor is 100% responsible for acquiring all control system pricing from SNE Building Systems and Kleeberg Mechanical Services; and (12) no off-hours work is required.

QUESTION 01: Is new valve work required? (SOW Section 2.0.4, 3.1 specifies the installation of new isolation valves.
However, there are existing isolation valves on each chiller which already allows for individual isolation)
WARB RESPONSE 01: Yes, new valve work is required. The existing isolation valves are located directly at the chiller connections, which only allows for the isolation of the chiller unit itself. To modify the laterals for Chiller #5 and reconfigure the feeds to all three (3) chillers (as required by SOW Section 2.0.3 and Section 3.1), the loop must be isolatable at the main header lines. The new main shut-off ball valves must be installed as close as possible to the main supply and return headers running along the building wall. This reconfiguration ensures that any future chiller maintenance or replacement can occur live while the C5 Flight Simulator chilled-water loop remains fully operational.
QUESTION 02: Does all the existing exterior insulation need to be removed and replaced? (SOW section 3.1 specifies the installation of new insulation with an aluminum jacket. The existing insulation has PVC jacket)
WARB RESPONSE 02:No. Only new and reconfigured piping installed under this contract must receive new fiberglass insulation with aluminum jacketing (per SOW Section 3.1, Bullets 8 and 14). Existing, undisturbed piping may remain in its current PVC jacket provided the insulation is structurally sound, dry, and undamaged. However, any existing insulation that is disturbed, cut, or damaged during the reconfiguration of the piping feeds or the installation of the new isolation valves must be replaced with the specified fiberglass insulation and protective aluminum jacketing to match the new system. Mixed-jacket connections must be sealed to prevent condensation in accordance with the International Energy Conservation Code (IECC).
QUESTION 03: Please confirm if taxes should be carried in proposals?
WARB RESPONSE 03: In accordance with RFO 29.302(a), "Generally, purchases and leases made by the Federal Government are immune from State and local taxation." No taxes should be carried in the proposal. At contractor's request, a form ST-5C will be provided to the prime contractor.
QUESTION 04: Please confirm if any state, local, and/or Federal permits will be required for this project?
WARB RESPONSE 04: As a minimum, see SOW Section 5.0 PERMITS. There are no special DoW or AF permits required. SOW Section 5.2 refers to MassDEP permit.AQ06
QUESTION 05: Please confirm if there are any hazardous materials?
WARB RESPONSE 05: Per SOW Section 14. , there are no indications that hazardous materials will be encountered under this project.

QUESTION 06: Can the site Superintendent also be the SSHO & CQM or do prime contractors need to use two people for the three positions?
WARB RESPONSE 06: Yes, dual-hatting is permitted, subject to written Contracting Officer (CO) approval.
QUESTION 07: SOW states that contractors are bidding only the replacement of one Trane chiller (chiller #5) but the details and notes on the the drawings show more work than the SOW. Can the drawings be corrected to show the correct scope of work?
WARB RESPONSE 07: Drawings provided are purely for reference purposes and are only included to illustrate how the system is currently installed and piped. New work under this contract is outlined in the SOW.
QUESTION 08: Can the AF advise what the requirements are for either a crane or Lull for rigging the old and new chiller into place?
WARB RESPONSE 08: All hoisting, rigging, and equipment placement logistics are the sole responsibility of the Contractor. The determination of rigging equipment (including the sizing and sourcing of a crane or Lull) constitutes Contractor "means and methods" (ref. SOW Section 4.2.1 and General Conditions Article 17). Any crane operations must be coordinated with the PM and Airfield Operations at least fourteen (14) calendar days in advance to ensure no conflict with airfield airspace restrictions.
QUESTION 09: Where do the temporary tanks for storage of the existing chilled water liquid need to be located?
WARB RESPONSE 09: On-site. The temporary staging and storage area for the Contractor’s equipment, including the temporary fluid storage tanks for the drained 45% propylene glycol solution, will be assigned prior to mobilization (ref. SOW Section 4.1.4). The Contractor is solely responsible for ensuring that all temporary glycol storage tanks are secondary-containment rated to prevent any industrial chemical spills onto Base soil, in compliance with SOW Section 4.2.2.

QUESTION 10: Is temporary cooling going to be required for the areas being served by chilled water while the system is down?
WARB RESPONSE 10: Temporary cooling is not required. The C5 Flight Simulator is offline for scheduled maintenance on the Monday and Tuesday immediately following a Unit Training Assembly (UTA) weekend (ref. SOW Section 4.2.1.1). Draining, lateral modifications, and refilling preferred be executed during this scheduled off-line window. The Contractor shall prioritize and complete the valve installation for the other two
(2) existing Trane units (the units not being replaced) first and ASAP. Once these valves are installed, the Contractor shall immediately isolate the Chiller #5 branch at its new valves, refill the system loop with the stored glycol fluid, and return the other two (2) functional chillers to active service to restore cooling to the simulator, and then proceed with replacing, rigging, installation, and wiring of the new chiller #5 while the rest of the chilled-water plant is fully operational.
QUESTION 11: Is the mechanical contractor responsible for acquiring pricing for the replacement of the Jace and chiller controls, or is the AF?
WARB RESPONSE 11: Yes. The Contractor is 100% responsible for acquiring all pricing and subcontracting with the designated controls vendors. As established in SOW Sections 2.0.5 and 2.0.6, the existing controls are serviced by SNE Building Systems and the JACE/EMCS is serviced by Kleeberg Mechanical Services. The Contractor is responsible for obtaining all necessary quotes from these vendors and carrying all integration, programming, graphics updates, software licensing, and commissioning costs in their base proposal.
QUESTION 12: Please confirm if any off hours will be required? If so, what are the off hours?
WARB RESPONSE 12: None
