About this file
This is a Department of the Air Force Justification and Approval (J&A) document for other than full and open competition, dated July 23, 2026, and signed by Contracting Officer Joshua J. Belliveau and Project Lead Richard B. Colburn, Jr. The acquisition is valued under $10 million and is being processed as a 100% Total Small Business Set-Aside.
The 439th Airlift Wing Contracting Office at Westover Air Reserve Base intends to award a firm-fixed-price contract around August 2026 for replacement of an existing Trane Model CGAFC40 air-cooled chiller with a new Carrier AquaSnap Model 30RC030 chiller to support cooling loads for the C5 Flight Simulator at Building 7087. The period of performance is 210 calendar days including material delivery, with the brand-name chiller component representing approximately two-thirds of total project cost. Competition is restricted under 10 U.S.C. 3204(a)(1) based on the Department of the Air Force's mandatory HVAC chiller standardization policy that limits procurement to single approved manufacturers at each installation to reduce total cost of ownership, improve training efficiency, enhance mission effectiveness, and support small business competition through authorized distributors. The Air Force Civil Engineer Center (AFCEC) designated Carrier Corporation as the approved manufacturer for Westover ARB through an official memorandum dated June 3, 2025, and this restriction is covered under the broader DAF Class J&A for HVAC chiller installations effective October 1, 2024 through September 30, 2029. The Contracting Officer is responsible for documenting that the anticipated contract cost is fair and reasonable in accordance with Federal Acquisition Regulation pricing procedures.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
439th Airlift Wing, 439th Airlift Wing Contracting Flight, 250 Airlift Drive, Westover ARB, Chicopee, MA
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
The 439th Airlift Wing Contracting Office intends to award a firm-fixed-price contract around August 2026. Under this contract, the Government requires the replacement of an existing Trane Model CGAFC40 air cooled chiller at Building 7087 with a new Carrier AquaSnap Model 30RC030 chiller to provide the required cooling load for the C5 Flight Simulator.
"The Department of the Air Force (DAF) has a requirement to limit the HVAC chiller brand manufacturer on its installations (brand-name) to reduce overall total cost of ownership. Based on existing chiller inventory data and ongoing Air Force Civil Engineer Center (AFCEC) standardization policy compliance, each DAF installation has an approved HVAC chiller manufacturer identified. That selected HVAC chiller brand can be procured competitively among authorized distributors that support the installation. The preponderance of these local distributors are small businesses." (Cat Mgmt 4 - 2024 HVAC Chiller JA - AQ signed 10 Sep 24). Carrier Corp has been named the manufacturer for Westover ARB.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The Government will require the awardee to procure and install a brand-name requirement for the Carrier model chiller. The overarching objective of this project is to replace one of the existing air cooled chiller aside Building 7087 with a new Carrier AquaSnap Model 30RC030.
Period of performance is expected to be 210 calendar days to include delivery of materials with a cost of The brand-name component represents approximately two thirds of the cost of the overall project. Contractor shall verify compatibility to ensure all requirements of the Statement of Work and supporting documentation are met.
The DAF has issued a brand-name Class J&A that covers all DAF HVAC chiller installation-level purchases from 01 Oct 2024 through 30 Sept 2029. (Cat Mgmt 4 - 2024 HVAC Chiller JA - AQ signed 10 Sep 24) More specifically, AFCEC confirmed Carrier as the standard Chiller manufacturer for Westover, ARB in an official memorandum dated 03 June 2025.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
"IAW RFO 6.103-1(b), the HVAC chillers are available from only one or a limited number of responsible sources and no other type of supplies will satisfy agency requirements. Specifically, as described in RFO 6.104(b), beyond the contracting officer, the DAF has determined in accordance with its HVAC chiller standardization policy that only the makes of the HVAC chiller identified will satisfy the agency's needs for additional units or replacement items for the installations referenced therein." (Cat Mgmt 4 - 2024 HVAC Chiller JA - AQ signed 10 Sep 24)
AFCEC has mandated the standardization to a single manufacturer at the installation levels. Carrier Corp is the approved manufacturer for Westover ARB. Use of Carrier Corp will save the Government duplicative training costs, improve mission effectiveness and reliability, and provide benefits to small business and competition.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Solicitation will be posted/competed to the Government Point of Entry, SAM.gov, as a 100% Total Small Business Set-Aside.
No statutory mandatory sources or required use contracts were discovered. It is the policy of the Government to provide maximum opportunity for small business to compete for all contracts that can perform the required work.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
In order to increase mission performance and cost savings, reduce cyber threats and innovation in business methods, HVAC chiller standardization supports the National Defense Strategy objective to innovate business decisions for saving taxpayer dollars, such as cost avoidance for training. In order to implement this management strategy, the DAF must continue to pre-plan the brand-name HVAC chillers at each location. (Cat Mgmt 4 - 2024 HVAC Chiller JA - AQ signed 10 Sep 24) As previously stated, Carrier Corp is the named manufacturer for Westover ARB.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
As previously stated, the DAF has a requirement to limit the HVAC chiller brand manufacturer on its installations (brand-name) to reduce overall total cost of ownership. The only barriers to competition under the brand-name Class J&A have been generated by historical purchases. The DAF will continue to perform data driven analysis over time to validate the HVAC standardization strategy continues to achieve intended mission outcomes and cost improvements.
