About this file
This Request for Information (RFI) relates to the Repair Boilers, Bldg. 7000 contract (Solicitation FA660625B0002) for the Department of the Air Force Reserve Command. The RFI contains 12 detailed questions and responses from the government regarding mechanical system specifications for a boiler replacement project. Key clarifications include confirmation that the project involves installing two 100% capacity new base-mounted hot water pumps, demolishing the existing filter system and glycol tank, moving an existing expansion tank to increase access, and that the boilers will supply heating hot water to air handlers in three tower areas. The government provided additional context about the mechanical systems, noting that the new boilers will not provide all building heat, but will support air handlers in specific building zones. The RFI also addressed technical details such as pump configurations, control systems, and mechanical room access, with responses indicating that final design decisions will be made by the designer of record.

FA660625B0002 REPAIR BOILERS, BLDG. 7000
QUESTION 01: Can the government confirm that there is no demolition work other than cutting and capping the supply and return lines from the existing boilers in the mezzanine mechanical room (e.g., abandoning the boiler and primary loop pumps).
WARB RESPONSE 01: That is correct, there is no demolition work other than cutting and capping the supply and return lines from the existing boilers in the mezzanine mechanical room.
QUESTION 02: The SOW paragraph 3.1 directs the contractor to install 2 new base mounted heating hot water pumps to replace existing pumps. During the site visit, only pump P3 was noted. Please confirm that the government is asking for two 100% capacity new base mounted hot water pumps.
WARB RESPONSE 02: Yes, the government is asking for two 100% capacity new base mounted hot water pumps.
QUESTION 03: During the site visit the capacity of the existing hot water pump (Taco Model TA1229B2J1A2L0) on the pump tag was noted as 610 GPM at 90 feet of head. The capacity of this pump is significantly different than the HWP-1 pump schedule on drawing M-12. Can the government confirm the size of the new pumps.
WARB RESPONSE 03: The size of the new pumps will be determined during the design phase of this project.
QUESTION 04: Is it the government's intent that the two new boilers operate in a decoupled configuration (primary loop and secondary loop)?
WARB RESPONSE 04: That decision would be the designer of record's.
QUESTION 05: Does the government require VFD's for the new pumps?
WARB RESPONSE 05: No.

QUESTION 06: During the site visit, a filtration system was noted in the first floor mechanical room. Can the government clarify if the system is to be retained, demolished, or replaced?
WARB RESPONSE 06: The filter system and associated piping is to be demolished under this contract.
QUESTION 07: The existing 792 gallon Taco expansion tank appears to be significantly oversized (based on the system volume outlined on drawing M-12). Can the government confirm that the existing expansion tank is to be retained or replaced with a properly sized unit?
WARB RESPONSE 07: The existing expansion tank is to be moved to increase access through the double doors. The tank is to be reused.
QUESTION 08: The SOW requires the demolition of the existing glycol tank and the installation of a new glycol feed system.
Can the government provide any information on the desired size of the new glycol feed system?
WARB RESPONSE 08: The government has not determined the size of the new system. It should be sized appropriately for the volume of water in the system.
QUESTION 09: Can the government provide basic architectural drawings of hangar 7000 that provides wall/roof construction and the dimensions of the building including height? This information is required to calculate the building heating load (SOW paragraph 3.1). In addition, what is the target ambient temperature of hangar 7000 during heating season (assuming hangar doors are closed and no credit is taken for the IR heaters).
WARB RESPONSE 09: The existing boilers (and the new boilers) do not provide all the heat for the building. The boilers supply heating hot water to the several air handlers on the mezzanines of the three towers inside the building. The air handlers provide heat and ventilation to the spaces inside the towers and ventilation to the fuel cell wing tank system and make-up air for the fuel cell area. All of the unit heaters that originally heated the open area of the hangar were removed when the IR heaters were installed.
QUESTION 10: Can the government provide point of contact for the existing building DDC controls contractor?
WARB RESPONSE 10: Either Kleeberg in Ludlow, MA or SNE Building Systems in East Granby, CT
