About this file
This Performance Work Statement (PWS) details an RF Site Survey/Dead Zone Analysis contract for Al Udeid Air Base (AUAB) to address radio frequency communication challenges. The project aims to analyze and resolve radio frequency (RF) dead zones caused by Qatar's reduction of signal power output for land mobile radio frequencies used by security forces and aircraft maintenance personnel. Key objectives include establishing a grid zone map, performing Bit Error Rate (BER) and Delivered Audio Quality (DAQ) testing across all grid zones, and providing a comprehensive test report within 7-10 business days of on-site testing.
The contract requires a team consisting of one lead engineer and one field technician to conduct detailed RF analysis, including driving through each grid zone to perform inbound/outbound BER and DAQ testing. The performance period is estimated at 5 days, with the work to be conducted within AUAB's flightline, Operations Town, and living quarters area. The contractor will provide a grid zone map, test report, and a briefing to 379 ECS, with the ultimate goal of developing technical solutions to eliminate or significantly reduce RF dead zones that currently impede effective communication for base personnel.

PERFORMANCE WORK STATEMENT (PWS)
23 December 2025
RF Site Survey/Dead Zone Analysis
1. GENERAL: This is a non-personnel services contract to provide RF Site Survey/Dead Zone Analysis.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and all other items and non-personal services necessary to perform the RF Site Survey/Dead Zone Analysis as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: Several years ago, the Qataris significantly reduced the signal power output for land mobile radios (LMR) frequencies used on base by security forces and aircraft maintenance personnel. As a result of the power reduction, there are several radio frequency (RF) dead zones around the base. Both AFCENT and CENTCOM have had unsuccessful conversations with host nation partners to get the signal increased.
This project would allow for a detailed RF analysis at Al Udeid Air Base (AUAB) which will enable the development of technical solutions that will eliminate or significantly reduce RF dead zones.
1.3 Objectives: The contractor is expected to meet the following objectives:
- Establish a grid zone map outlining the AUAB zones being tested
- Perform a BER (Bit Error Rate) test on all grid zones
- Perform a DAQ (Delivered Audio Quality) test on all grid zones
- Furnish a grid zone map with the grid zones that were tested 7-10 business days following the on-site test.
- Furnish a test report outlining the test results for each grid zone tested 7-10 business days following the on-site test.
- Provide a briefing to 379 ECS on the results of the test report
1.4 Scope: Contractor will establish grid zones for AUAB and proceed to drive through each grid zone, performing Inbound/Outbound Bit Error Rate (BER) and Delivered Audio Quality (DAQ) testing in each grid.
BER (Bit Error Rate) and DAQ (Delivered Audio Quality) testing are crucial for ensuring reliable radio communication, especially for public safety (e.g., Emergency Responder Radio Coverage Systems [ERRCS] or Emergency Responder Communication Enhancement Systems [ERCES]). BER measures digital signal errors (like noise/distortion) and DAQ rating speech clarity, while DAQ testing itself is a type of data acquisition (DAQ) for audio, but in testing, DAQ usually refers to audio quality
BER and DAQ testing cannot be performed simultaneously and requires two tests of the requested service area. The timeline of the test is determined by the overall area requested for coverage checks.
Inbound and outbound BER testing requires one team in the field and one team at a fixed location.
Objective BER and Signal Strength Indication (SSI) data will be collected for the inbound and outbound directions. The site will be set to continuously transmit an outbound BER pattern. The field team will drive around the test area collecting the outbound BER in each grid and transmitting a BER pattern inbound to the site. A computer will be set up at the site to receive the transmissions from the field radio.
Inbound and outbound DAQ testing evaluates the audio quality of the system subjectively. The test has one team in the field and one team at a fixed end. The field team will drive around the test area, in each grid, they will perform an inbound DAQ call and evaluate the outbound transmission from the fixed and team.
The fixed end team will evaluate the inbound transmissions and perform the outbound transmissions.
1.5 Period of Performance: The government estimates period of performance to be around 5 days to complete the survey and expect results 7-10 days for delivery of results.
1.6 General Information
1.6.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0800-1700 Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
