1. As per 1.1.2.3.2 Contractor shall provide interior and Exterior Painting for Entire facility, however at site visit, it was mentioned only the exterior bldg requires FULL painting and certain areas visited inside the Gym requires paint and patch work. Please clarify if we will consider to paint the entire building.

ARCH: exterior painting for entire facility required and interior painting for entire facility as required to address patchwork and relocation of surface mounted equipment.

2. Does the building has mezzanine floor? If yes, please provide all related drawings.

ARCH: Please refer to sheet A-1.5 Existing Floor Plan Mezz Level H101. All related drawings are listed in index of drawings. Please refer to sheet G-0.0 Cover Sheet, Index of Drawings, & Key Plan

3. For the aerobics room, with fitness equipment, who is responsible to move and clear the room, and return the equipment? GOV or Contractor?

ARCH: The GOVERNMENT shall remove fitness equipment during construction. The CONTRACTOR shall coordinate with the GOVERNMENT on construction phasing for suitable relocation of fitness equipment.

4. If we will move the fitness equipment, where/how far is the lay down location?

ARCH: The CONTRACTOR shall determine their laydown location for GOVERNMENT approval.

5. Can you send us a better copy of the drawings? Due to some pages are not opening properly.

ARCH: Please confirm sheets not opening properly. All sheets that the GOVERNMENT provided have opened properly.

6. Please confirm, does the Government want to receive new AHU and Chiller Systems OR repair it and back to working condition?

CONTRACTOR to repair as required.

7. For the Fire Protection and Communication requirements, Gov mentioned on site visit to provide a separate CLIN prices apart from the rest of the SOW. Please confirm.

Confirmed.

8. For the Fire Protection and Communication requirements, Please clarify if we will consider all the works mentioned in the SOW.

Confirmed, all works mentioned to be included.

9. Please provide the Schedule and brand specifications for Fire Protection system, to compliment the system used on base.

Monaco D-21 is used on base, proposed equipment must fully communicate with existing system.

10. Please confirm if the existing Fire alarm system has a Transceiver or none, to communicate with the Centralized Fire Alarm system. If there is none, which brand Transceiver is to be provided.

CONTRACTOR to replace existing system and propose a new system that fully communicates with central system.

11. Please provide Existing chilled Water Pipeline drawings showing the connection details from the chiller.

All as-built information has been provided. Any additional information must be obtained during site visit.

12. Please provide the existing AHU Duct Layout connections of the building

13. Please provide the existing Schedule and specification for Plumbing system (Water Heater, Expansion tank, RCP-1&2 etc.,)

14. Please provide the Schedule and specification for Sanitary fixtures

15. In regards to the subject solicitation, the bid document’s page 48, item 5.2.3 calls for the bidders to include the ¨Commercial License with the Qatar Ministry of Economy and Commerce or membership with the Qatar Chamber of Commerce and Industry¨. Being an international general contractor doing business in many different countries simultaneously, we always provide the necessary paperwork as evidence to the solicitation’s POC and US Government that we do the due diligence and learn all of the requirements, obtain clear information on associated costs and include all these in our technical and price proposal for doing business in that specific country.

Q: Having said that, can we still submit a ¨Technically Acceptable¨ bid on the BPC Gym project, if our local presence is to be established later in the case of the award, presuming we provide all documentation with our technical package proving we are ready to do so once the contract is executed?

All CONTRACTORS must have commercial license to bid on projects in Qatar.

16. Proposal Acceptance Period: In the Standard Form SF 1442 item 13d, the shown proposal acceptance period is 30 calendar days. But, Section 2.2 (Acceptance Period) and Section 4.1.1(Solicitation/Contract Form (Section A), both indicates a proposal acceptance period of 120 calendar days. Please advise which duration will govern.

Follow the 120 Acceptance period.

17. Pool Rm H038-Ceiling Finish: In Drawing Sheet A-2.0/Reflected Ceiling Plan, Symbol Legend shows

Pool RM H038 has a Metal Roof Truss ceiling finish. But Sheet A-6.1/Room Finish Schedule, the schedule for H038 shows ceiling finish as ACT (Acoustic Ceiling Finish). Please clarify which finish to consider.

ARCH: Pool RM H038 has a metal roof truss ceiling finish.

18. Electrical-Lighting Fixtures: Tender drawing E-1.0 includes schedule of existing lighting fixtures.

Drawing E-1.1 shows schedule for proposed lighting fixtures, but the schedule is not showing any.

Please clarify whether the existing lighting fixtures listed in drawing E-1.0 will be completely replaced or we will reinstall after ceiling works completed.

The first schedule has the current fixtures and the 2nd(blank) are the LED equivalent installed by the contractor. All fixtures are scheduled for replacement.

19. Electrical Drawings for new Sunshade: In DWG C-1.1 proposed site plan, as per note No.4 the drawings for new sunshade should be provided, whoever it's not included in the tender drawings, please provide.

Contractor shall provide based on the provided Civil and Arch dwgs

20. Electrical Power Feeder for New Sunshade: The electrical power feeder connection for the new sunshade will required modification in the existing main panel ( FCMSS ) to add new circuit breaker, bus bar, ...etc., please confirm or advise otherwise.

21. Fire Alarm Drawings:- There is no drawings for existing fire alarm system has been provided in the tender drawings, please provide us a copy of as built drawings.

22. Telecommunication systems:- There is no drawings for telecommunication systems ( Data, Telephone, CCTV, ACS, IDS, ....etc.) has been provided in the tender drawings, this mean that these systems not existing in the building, please confirm or advise otherwise Systems exist, however repair to only be considered as a CLIN.

23. Communication Requirements: In SOW Package Section 1.1.2.8, para 4, indicated that Contractor to provide giant voice interface by Acoustic Technology (ATI) Mass Alert Software (MAS) or equal.

Please advise if supply, installation and commissioning of ATI/MAS will be by others and not included in Contractor's scope.

Not in Contractors scope.

24. Site Grading - Extent of Scope: In SOW Package Section 1.1.2.1, paragraph 2 and Section 18.5.4 paragraph 1 & 2, please clarify further the extent of Site grading works. We assume that site grading scope will cover the area enclosed by the rock barriers which has an approximate area of 20,000 square meter.

Site grading to extend to project site limits indicated in CIVIL drawings.

25. Mechanical Requirements: Please provide equipment schedules and technical data sheets of below listed units.

a. Chilled Water Pump

b. Booster Pumps

c. Pool System Equipment

d. Saline Chlorination Unit

e. Water Heaters

f. Steam Humidifiers

g. Compress Air System – stated in SOW section 19.2.9.1 (if applicable)

h. Exhaust Fans

i. VAV Schedule

j. Quantity of Fire Hydrants to be tested

26. As Built Drawings: For clarity purpose, please provide complete As Built Drawings of BPC Gym B10550 and the existing Sunshade including surrounding utilities connections to both facilities if available.

ARCH: The GOVERNMENT provided drawings and SOW included in this Solicitation Package are schematic in nature and do not represent a complete project. The Government makes no representation regarding the accuracy or completeness of these documents. It shall be the DESIGN/BUILD CONTRACTOR who completes the required engineering and takes responsibility for the final design of this project.

27. The solicitation document Section L 6.0 Volume III Past Performance & Technical Capability paragraph 8 states that, "The offeror shall exert its best efforts to ensure the points of contact submit complete Past Performance Questionnaires directly to 379 CONS as specified on the Past Performance Questionnaire by the closing date of the solicitation", whereas the PPQ Questionnaire Section F states, "To be sent by the Primary Customer Point of Contact no later than 10 Days Prior to Proposal due date". Please clarify until when our customers can turn in their completed PPQ.
