QUESTIONS AND ANSWERS
Combined Synopsis / Solicitation FA568226Q8026 - Supply, Delivery, Installation of Office Furniture, HQ Building GHEDI AB
02 Sept 2026 Q 1: Is it possible to have pictures of the executive desks so we can see exactly what you are looking for?
A 1: Here is a picture of an executive desk for illustrative purposes only:
Q2: Attachment 1, paragraph 4 requires that items be delivered in sets for maximum efficiency and reduction of time in any single room, and states that completion of each room will be verified with inspection of each room. Clause 252.232-7006 requires payment requests to be submitted through Wide Area Work Flow. May the contractor submit payment requests progressively in respect of rooms delivered, installed, inspected and accepted, or does the Government require a single payment request upon final acceptance of all thirty rooms?
A2: No, the Government requires a single payment request upon final acceptance.
Q3: Are all 30 rooms located in the same building?
A3: Yes, all 30 rooms are in the same building.
Q4: How many floors does the building have?
A4: It is a one story building.
Q5: If there are multiple floors, are the staircases suitable for moving the furniture?
A5: See answer A4.
Q6: If there are multiple floors, are there elevators suitable for transporting the furniture?
A6: See answer A4.
Q7: If there are multiple floors, are there external windows suitable for accessing the rooms using the specialized lifts we provide?
A7: See answer A4.
Q8: Is there an outdoor space near the building suitable for placing at least two industrial skips to store furniture packaging waste, thereby optimizing transport to the authorized disposal facility?
A8: yes.
Q9: Item 16 - Measurement for H in inches is missing (please verify) A9: See Attachment 1 – Technical Specification_704MUNSS Ghedi Rev02.
Q10: Item 18 - 120 cm L and 470 cm H? It appears the values are swapped (please verify) A10: Yes, they should read 70 cm (W) x 470 cm (L) x 120 cm (H).
Q11: Items 12 - 13 - 14: Dark walnut or black color, but all other furniture items are dark walnut (please verify) A11: Only item 12 and 14 present the double color finish option. Dark walnut is the preferred solution.
Q12: HPL Alternative to Melamine:
The revised casegoods specifications call for 25 mm plywood with a dark walnut melamine/LPL (TFL) surface.
Would the Government accept High-Pressure Laminate (HPL) over the same plywood substrate as an alternative to the specified melamine surface?
Aesthetically, there would be no difference in the finished furniture. Additionally, AFI 32-6000 identifies a minimum 10–12 year intended furniture life cycle and emphasizes furniture construction capable of meeting that lifecycle. Our preference for HPL over plywood is based on durability and our ability to support the finished casegoods with a 25-year warranty.
A12: Yes, HPL is acceptable.
Q13: Section 1 contains two construction requirements which cannot both be satisfied. The first prohibits fiberboard, particleboard, medium density fiberboard and hardboard "in any part of the furniture or in any plywood component", and requires exterior and exposed interior surfaces to be solid hard wood or hard wood veneer. The second requires fabrication in sturdy plywood of 25 mm thickness with a melamine coat in a dark walnut wooden finish. The line item descriptions in both Attachment 1 and Attachment 3 have been amended to read "Solid Hard Wood Melamine". A melamine coat is neither solid hard wood nor hard wood veneer.
Following market research with manufacturers in Italy and Germany, we would advise the Government that melamine-faced plywood is not a standard product in the European contract furniture supply chain. Melamine facing is applied industrially to medium density fiberboard and particleboard substrates. Melamine-faced plywood is produced principally outside Europe, which introduces lead time and supply chain considerations under DFARS 252.225-7059 and 252.225-7060.
Can the Government confirm whether either of the following constructions is acceptable:
(a) Melamine-faced panel on a medium density fiberboard or particleboard substrate. 25 mm panel, faced on both sides with anti-reflective, scratch-resistant and washable melamine in a dark walnut wooden decor, edged on all four sides with 2 mm impact-resistant ABS in matching colour. Panels offered to us are of 670 to 730 kg/m³ density with formaldehyde emissions compliant with EU Regulation 2023/1464 and EPA TSCA Title VI. This is the standard construction of melamine-finished contract office furniture in Europe and is available within the required delivery period.
(b) Plywood faced with high pressure laminate. 25 mm plywood substrate faced with high pressure laminate (HPL) in a dark walnut decor, edged on all four sides with 2 mm ABS. This construction satisfies the 25 mm plywood requirement of section 1, and the laminate surface offers higher scratch and impact resistance than melamine facing. It is not a standard catalogue product and carries a cost and lead time premium relative to option (a).
A13: (b) The HPL solution is acceptable, due to the specification that fiberboard & particle board are prohibited.
Q14: Paragraph 1 requires "removal and disposal of current furniture and packing waste, IAW local law and regulations", and the statements in the previous revision that the rooms would be found empty have been deleted.
At the site visit the building was observed to be empty of furniture. Can the Government confirm that no removal or disposal of existing furniture is required under this contract, and that the contractor's disposal obligation is limited to the packaging materials of the newly supplied furniture?
A14: “Removal and disposal of current furniture and packing waste, IAW local law and regulations” reports a clerical error in it.
To read: Removal and disposal of the furniture packing waste, IAW local law and regulations.
Q15: Amendment 0001 added a requirement for electric motorised height adjustment to item 3, which comprises 90 executive desks. Item 15 separately provides 90 electric standing desk converters.
Can the Government confirm whether both are required, given that a desktop converter provides sit-stand functionality already delivered by the height-adjustable desk beneath it?
A15: Electric operation is the preferred option. If not available manual/crank is acceptable. If desks do not have the electric operation feature built in, please provide an electric standing desk converter that can hold/fit up to 2-3 monitors (30-40lbs). Anti-collision sensing is preferred.
Contractor can submit quotes for either electric standing desks ( Item 3 ) or if not available manual/crank standing desks with electric standing desk converters ( Items 26 and 15) or both. Standing desk converters shall hold/fit up to 2-3 monitors (30-40lbs) with anti-collision sensing.
Q16: Item 15 is described in Attachment 1 and Attachment 3 as an "Electric Standing Desk Converter". The requirement text states that the item "must have electric motorized height adjustment with manual or electric crank options as alternatives, with retraction-friendly legs and robust anti collision sensors" — wording which appears identically at items 3, 5 and 6. A desktop converter has no legs, and anti-collision sensing is not a standard feature of this product category.
Our market research indicates that CE-marked electric desktop converters available in the European Union are supplied in widths up to approximately 102 cm. Converters at the specified 121 × 60 cm are supplied with manually operated pneumatic gas-spring lift. We have not identified a CE-marked electric converter at 121 cm.
Can the Government confirm:
(a) whether a manually operated converter — pneumatic gas-spring or crank — is acceptable, noting that the requirement text itself refers to "manual or electric crank options as alternatives";
(b) if electric operation is mandatory, whether an electric converter of approximately 102 cm width is acceptable in place of the specified 121 cm;
(c) whether anti-collision sensing is required for this item; and
(d) the minimum required weight capacity of the worktop.
A16: Electric operation is the preferred option.
Q17: All three executive chair line items are dimensioned 23.6" W x 11.8" D x 11.4" H / 60 W x 30 D x 29 H cm. These dimensions describe a seat pad rather than a complete chair, and were not corrected by Amendment 0001.
Can the Government provide the intended overall dimensions, seat height range and back height for each of the three lines, and the minimum weight capacity required for the bariatric chair at item 21? These three lines total 195 chairs and the dimensional basis materially affects pricing.
A17: requesting standard executive chair size recommended by the vendor.
Q18: The reception desk is dimensioned at 185.04" / 470 cm in height, which was not corrected by Amendment 0001. Can the Government confirm the intended height and configuration of this item?
A18: Yes, they should read 70 cm (W) x 470 cm (L) x 120 cm (H).
Q10: No height dimension is provided for the folding desk with wheels. Can the Government confirm the intended height? We have assumed 75 cm unless advised otherwise.
A19: requesting standard desk measurements as recommended by vendor.
Q20: Item 25 is specified at 20 W x 20 D x 58 H cm. We have been unable to identify a commercially available tactical gear stand at these dimensions; comparable products are typically 130 to 150 cm in height. As Attachment 1 states that "size indicated is current dimensions", we understand an example may exist at the installation.
Can the Government provide a photograph or drawing of the item required, together with the load rating and the equipment the stand is required to support, and confirm the finish specification and the acceptable shade of coyote tan?
A20: equipment required to support: vest, ammo, helmet & duty belt (overall be able to support 30-40 lbs). Coyote brown/tan or black is acceptable. Below is a picture of a standard gear mount & gear rack. However, the recommended tactical gear mount can also be accepted.
Q21: Attachment 1 Rev 01 requires that items be delivered in sets for maximum efficiency in any single room, and that completion of each room be verified by inspection. Amendment 0001 further requires quoters to submit a Technical Plan demonstrating capability to supply, deliver and install in accordance with the timelines and methods of Attachment 1.
Can the Government provide a floor plan of the 704 MUNSS HQ Building showing room numbers, together with the intended allocation of furniture items by room? This information would help us to plan phased delivery in room sets, to label consignments by destination room, and to prepare the Technical Plan required under Part I.
A21: There is no plan available for publishing.
Considered the maximum 6 weeks for the installation, the contractor shall complete the installation of furniture of each room before moving to the next one by the end of the day.
Q22: Item 16 – Dark Walnut Melamine Storage Cabinet with Wheels The specification identifies dimensions of approximately 38 x 56 x 57 cm and states that the cabinet shall have two storage compartments and metal handles. Could you please clarify the intended configuration of the two compartments (e.g., drawers, compartments with doors, or another configuration)? If available, could you also provide a picture, sketch, or reference image of the intended item?
A22: Here is a picture of a storage cabinet with wheels for illustrative purposes only, to be located under the office desks:
Q23: Item 25 – Coyote Tan or Black Metal Tactical Gear Stand The specification provides dimensions of approximately 20 x 20 x 58 cm, but no further details regarding the configuration or intended arrangement of the stand are provided. Could you please provide a picture, drawing, reference product, or additional functional description so that we can identify and propose the appropriate product?
A23: refer to A20.
Q24: could you please confirm whether there are any specific fire-reaction/fire-retardancy classifications applicable to the furniture and upholstery, or any particular product/material certifications or standards that the Government requires beyond those expressly identified in the Technical Specifications?
A24: none at this time.
Q25: With reference to office chairs 21, 22 and 23, we kindly request confirmation of the dimensions indicated: both the measurements in inches and centimeters are unclear, as they are very small in terms of both depth (D11.8”/30 cm) and height (H11.4”/29 cm).
A25: please use standard sizes as recommended by vendor.
Q26: Item 12 – Storage Cabinet with Glass Display We would like to ask whether it would be acceptable to use metacrylate (acrylic) as an alternative to glass for the cabinet doors.
In contract applications, acrylic is often preferred and more commonly used due to its greater impact resistance, lighter weight, and improved safety characteristics. Unlike glass, it does not create sharp shards if broken, making it a safer and more practical alternative.
Could you please confirm whether metacrylate would be considered an acceptable material for this item?
A26: it is acceptable.
Q27: In general, we consider the permitted tolerance of 1 inch / 2.5 cm to be very restrictive. As a result, it is not possible to propose standard articles from our catalogue, and customized production would be required, which would considerably increase the overall costs.
We therefore kindly ask whether it would be possible to accept dimensions that are as close as reasonably possible to those specified, even where they exceed the permitted 2.5 cm tolerance.
This greater flexibility would allow us to propose standard catalogue items where available and, consequently, offer the Client more competitive pricing.
A27: See Attachment 1 – Technical Specification_704MUNSS Ghedi Rev02.
Q28: When is the furniture installation expected to take place? Is there an established installation date or project completion date?
A28: As per Attachment 1 - Technical Specification_704 MUNSS Ghedi Rev01 and Rev02, “ Total delivery and installation completed between 90-120 calendar days from receipt of order. Installation to be completed in 6 weeks, Coordination required with the designated POC shall be made 1 week prior to start the installation works.”
Q29: Will the customer provide a dumpster or trash container for disposal of furniture packaging and installation debris, or is the contractor expected to provide and pay for the required waste container and disposal?
A29: Expect the vendor to provide all equipment needed to remove the items from Ghedi AB.
Q30: Could you please provide a photograph or other visual reference of the gear stand referenced in the technical documentation?
A30: refer to A21.
Q31: Are architectural floor plans, blueprints, CAD drawings, or other dimensional drawings of the newly constructed building available?
A31: See A 22 . There is no plan or furniture layout available for publishing.
Considered the maximum 6 weeks for the installation, the contractor shall complete the installation of furniture of each room before moving to the next one by the end of the day.
Q32: How many personnel are expected to occupy the new building when fully operational? If possible, could you provide the anticipated number of personnel by room?
A32: As per OPSEC regulation we cannot provide this information.
Q33: Could you also provide the exact quantity of furniture required for the storage facility, separately from the HQ building?
A33: 10 desks ( item 3 ) and 55 chairs ( item 19). The awardee will be informed by the Mission Partner about the exact storage facility location. These 10 tables must be delivered and assembled as well.
Q34: Will pre-installation site survey be available to the contractor post award particularly for verification of floor dimensions?
A34: yes.
Q35: Please confirm whether the customer has selected specific colors and finishes for the furniture?
A35: Colors and finishes as per Attachment 1 - Technical Specification_704 MUNSS Ghedi Rev02
Q36: Please confirm whether specific certifications or standards are required for the furniture materials?
A36: none.
Q37: Would you prefer all tables to be electrically height-adjustable, instead of using the 90 × black plastic and metal electric standing desk converter?
The electric standing desk converter occupies a significant portion of the tabletop, while its cost is comparable to that of an electrically height-adjustable table.
A37: See A16: Electric operation is the preferred option.
A38: Would the Government accept MFC furniture instead of Plywood melamine furniture? The commonly used worldwide industrial standard for office furniture is MFC (Melamine-Faced Chipboard), consisting of a melamine surface applied to a particleboard core. MFC is widely used for office furniture due to its stability, surface quality and cost efficiency.
Melamine-faced plywood is considerably more expensive than MFC and is generally used in applications where furniture is exposed to higher levels of vibration, bending or moisture, such as vehicle interiors, workshops, kitchens and bathrooms.
For office applications, MFC furniture is available with stable steel desk frames and matching MFC cabinets. Our MFC products are quality-certified, including the German GS quality mark.
A38: refer to A 13.
Q39: Items 21, 22, and 23 – Dimensions Please confirm whether the indicated dimensions of 30"D x 29"H are correct.
It has been suggested that both the depth and height should be similar to the plastic chairs shown under Item 19. Please confirm the required dimensions.
A39: we are requesting standard size recommended by the vendor.
Q40: Desks – Front Panel Length Please confirm whether the front panel extending all the way down to the feet is applicable only to Item 1, or whether the same design requirement should be applied to all desk items.
A40: The front panel extending all the way down to the feet is requested only for Item 1 .
Q41: Desks – Leg Material / Design For Items 1 through 6, no specific details regarding the desk legs have been provided.
Please confirm whether the legs should be manufactured in wood or metal.
A41: All the Height adjustable desks shall have metal legs.
Q42: Design Reference / Details Are there any design drawings, detailed sketches, or reference photographs available for the above-mentioned items? If available, kindly provide them to ensure that the quotation is prepared in accordance with the design intent and required specifications.
Q42: no specific design, please use the standard design for office furniture in compliance with Attachment 1- Technical Specification_704 MUNSS Ghedi Rev02.
