About this file
This solicitation amendment modifies an existing solicitation for custodial cleaning services at Aviano Air Base in Italy. The amendment updates sections of the solicitation to add details to the instructions and evaluation criteria, and replaces the performance work statement, pricing schedule, and appendix with new versions dated December 21, 2021. Quotes are due by January 21, 2022 for the base year of services plus four option years, with pricing to also include a potential six-month extension. The firm-fixed price contract will be awarded based on evaluation of technical capability, relevant past performance, and price. The solicitation seeks cleaning services in accordance with Air Force standards at geographically separated facilities across the base, excluding medical and defense commissary areas.

Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
ADDENDUM TO FAR 52.212-2 Evaluation-Commercial Items (Oct 2014)
This acquisition evaluation will be accomplished in accordance with FAR Part 12 Commercial Items and FAR13.5 Simplified Acquisition Procedures for Certain Commercial Items.
Comparative evaluations will be utilized whereby the Government will compare all quotes that meet the minimum requirements as defined in Addendum to 52.212-1 and 52.212-2. The Government will select an awardee whose quote is considered the most advantageous to the Government. Therefore, the Government reserves the right to select an awardee that provides benefit to the Government exceeding the minimum standards, but is not required to do so. In accordance with the procedures stated in FAR 13.106-2, the Government will award a firm fixed price contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Before awarding, the Government will make a responsibility determination by analyzing whether the apparent successful offeror complies with the requirements of FAR Subpart 9.1, including:
- Adequate financial resources or the ability to obtain them;
- Ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments;
- Satisfactory record of integrity and business ethics;
- Necessary organization, experience, and skills or the ability to obtain them;
- Necessary equipment and facilities or the ability to obtain them; and
- Be otherwise qualified and eligible to receive an award under applicable laws and regulations.
The following factors shall be used in a comparative evaluation and they are of equal importance:
Technical, Prior Experience, Price.
1) Technical The Government will evaluate if the quoter is able to demonstrate the necessary level of technical capability to manage the project of this solicitation.
In order to do so, the offeror shall provide:
a. A resume in English language for the Contract Manager, Alternate and Quality Control Inspector showing each one at least two (2) years of experience in the same position in managing custodial services performed in military and/or commercial and/or residential and/or community and/or medical areas and their capability in speaking the English language.
b. A Quality Control Plan which shall showcase the offeror's inspection system capability in effectively providing and meeting the quality thresholds defined in the Service Summary (SS) in paragraph 2 of the PWS.
b.1 Description shall include procedures to identify, prevent, and ensure non-performance and continual repeat of defective service do not occur. The description shall include areas to be inspected on both a scheduled and unscheduled basis, frequency of inspections, how inspections will be documented, how feedback will be provided to employees, which corrective actions will be taken to remedy unsatisfactory performance, how corrective actions effectiveness will be analyzed and the title and organizational placement of the inspector/s.
This should include processes for interfacing with the assigned Contracting Officer's Representatives (CORs);
b.2 An organizational chart (to include proposed manning for all locations) that shows: 1) How the company organizational structure shall support the contract performance in case of award; 2) The offeror's strategy to address the availability of Contract Manager, Alternate and Quality Control Inspector, Monday through Friday from 08:00 a.m. to 5:00 p.m. (CET Central European Time) and their availability to be present on site within
FA568222Q00010001
one (1) hour from the call made by a Government representative;
b.3 An equipment management plan that shall showcase the capability of the contractor in ensuring adequate availability of equipment, cleaning products, and consumables to enable its staff to perform all the required tasks to the standard of the PWS in each facility.
2) Prior Experience In evaluation of this factor the Government will determine if the offeror did submit information for at least two
(2) but no more than three (3) similar contracts/projects covering a period of at least one (1) year, completed or ongoing satisfactorily within the last 3 years from the issue date of subject solicitation, demonstrating that the offeror provided services relevant to those required to this acquisition. Relevant performance includes but is not limited to contracts/projects for similar services in term of size, scope and complexity, conducted in military and /or commercial and/or residential and/or community and/or medical areas. At least one (1) out of the abovementioned two (2) minimum projects/contracts has to be performed or must be ongoing on the Italian territory and has to be attributable either to the Prime contractor, or to its identified subcontractor/s or to the pool of entities submitting the quotation. If the offeror is a firm with identified subcontractor/s or a pool of entities, at least one (1) out of the two (2) minimum contracts/projects has to be attributable to the Prime contractor or to the lead member of the pool of entities.
3) Price The contract will be a Firm Fixed Price and the reasonableness of the quotation will be determined on the total price provided for this solicitation.
All prices quoted will be determined by multiplying the quantities by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amount and the total amount. The total evaluated price (TEP) will include all line items (CLINs) plus the 50% of the final option period price, as referenced in clause FAR 52.217-8, to reflect the price of a maximum six month extension. Quoters should give the best available pricing to the Government for each CLIN in arriving at the most competitive price. Additionally, as this requirement is commercial and will result in a "firm-fixed-price" a comparison of quoters' total price will satisfy the requirement for price analysis, in determining the price fair and reasonable. The Government may determine that a quote is unacceptable if the prices are significantly unbalanced or unrealistically low because this is considered a performance risk. Price analysis is the process of examining and evaluating a proposed price to determine if it is fair and reasonable, without evaluating its separate cost elements and proposed profit. The contracting officer may use various price analysis techniques and procedures to ensure a fair and reasonable price.
The option(s) and the Government Evaluation of the options shall not obligate the Government to exercise any of the options.
The Government may exercise the option for extension of services under FAR Clause 52.217-8 at the end of any performance period (Base or Option Periods).
IMPORTANT NOTE: The evaluation factors listed above are of equal importance.
