About this file

This document contains questions and answers related to a federal contract opportunity called the Kaiserslautern Installation Support Services (KISS) Multiple Award Contract (MAC). The KISS MAC is an Indefinite Delivery Indefinite Quantity (IDIQ) contract for various support services, including facility, real property, and real property installed equipment maintenance, grounds maintenance, custodial services, and housing maintenance. The contract will support the 86th Civil Engineer Group within the Kaiserslautern Military Community. Key details include:

The government is planning an industry week event on May 13-17, 2024 to gather feedback on the Performance Work Statement and understand industry capabilities. One-on-one meetings with the government will also be available. The IDIQ contract award is anticipated in 2025. The contract will likely be a firm-fixed price vehicle, with task orders issued for specific service domains. Small business set-asides do not apply since this is an overseas requirement. The government has not determined the number of awards yet. Incumbent information and a tentative list of existing contracts expected to transition to KISS are provided.

Kauserlatuern Instlallation Support Services Request For Information (RFI) Question and Answers
QuestionAnswer
1Has USAF decided how many awards it may make?Number of awards has not been decided but will be determined based on market research results.
2Has USAF decided if the opportunity will be unrestricted or include some type of small business set-aside?Opportunity will be unrestricted since Small Business does not apply overseas.
3What is the anticipated funding ceiling for this MAC?
4How many contracts does the USG intend to award?See answer to Question #1.
5Will the USG award task orders (TOs) by functional area (for example: an individual TO for Custodial work, an individual TO for Housing Maintenance work, or an individual TO for RPIE maintenance)? The Government intends to award task order(s) by functional area. Task orders could result in one or multiple in each of the functional areas pending market research results.
6Does the USG prefer local German companies possessing Handwerskammer registration?
7Since this appears to be a new MAC consolidating existing, stand-alone contracts, it would be very helpful for industry if you could provide a list of those existing contracts that are anticipated to move to KISS as eventual task orders. For example, we assume that current contract FA5613-19-D-A001 held by Vectrus would become a KISS task order (or multiple task orders) under the Housing Maintenance domain? Even a tentative list of existing contract numbers, incumbents, and periods of performance that are being considered for consolidation under KISS would be very helpful for industry planning and preparation. The following contracts are potential task orders under the KISS effort: FA5613-18-D-0001 (GEG GEBAUDEDIENSTE GMBH), FA5613-21-D-0002 (GaLa-Bau G. Schumacher GmbH), FA5613-19-D-A001 (Vectrus Systems Corporation), W564KV22D0001 (Vectrus Systems Corporation)
8Attachment 1, KISS Draft PWS states on page 5, “...This contract is available for use by 700th Contracting Squadron. The initial locations are primarily RAB, Vogelweh, and Husterhoe. Additional GSUs could be added via task order(s).” It further states on page 17 under paragraph 4.2.3. Custodial Services, “Base hours of operation are Monday through Friday, 07:00A.M. to 17:00P.M., for the KMC, GK, and Spangdahlem AB.” Question: The Geilenkirchen and Spangdahlem AB areas are typically handled by the 52nd Contracting Squadron. Please clarify/confirm if the locations where services will be required may include Geilenkirchen, Spangdahlem and other Geographically Separated Unit (GSU) areas normally serviced by the 52nd CONS.
9The RFI document states on page 2, “Responses should be submitted in Microsoft Word compatible format and are due no later than 23 February 2024, 2:00PM CET.”
Question: Do answers to the Excel spreadsheet (Attachment 2) labeled Market Vendor Research questions also need to be transferred to a Microsoft Word compatible format or should the vendor answer the questions in the Excel spreadsheet and submit as an attachment?Answers to the Excel spreadsheet (Attachment 2) labeled Market Vendor Research questions do not need to be transferred to a Microsoft Word compatible format. Vendors should answer the questions in the Excel spreadsheet and submit as a seperate attachment.
10Question: Is this a rebid/recompete of a previous contract and if so, what is that contract number, which companies was it awarded to, and what subsequent task orders were awarded including award amount?
11Question: Can the government provide historical workload data by domain?
12Question: What is the anticipated solicitation (Master Contract) release date?
13Question: What is the expected Period of Performance dates?
14Question: Will there be site visits authorized for the various areas supported by this contract and when would they most likely occur? The government will authorize site visits pending market research response.
15Paragraph 1.7. Key Positions of the draft PWS states, “Key positions will be identified at the task order level. The contractor is to supply qualified personnel resulting in continuity of personnel and minimizing turnover is critical. The contractor must have all personnel on the job at task order start. The contractor is to advise the COR at least two weeks prior to any vacancies/ turnover. At no time should vacancies impact the mission.”
Question: Please confirm that the two-week notice to the COR for any vacancies/turnover only applies to key personnel identified in the TO.The two-week notice to the COR for any vacancies/turnover only applies to key personnel identified in the Task Order.
16Paragraph 1.12. Contractor Personnel Administration of the draft PWS states, “The Contractor shall provide for the management and support of personnel. This includes, but is not limited to: providing for employees during designated Government non-business days or other periods where Government offices are closed; Training of employees (to include initial and refresher training); making necessary arrangements for employees required to travel in support of the TO; supporting personnel co-located with additional resources, expertise, advice; providing the necessary infrastructure to support tasks to be accomplished off-base; conducting personnel meetings; providing administrative support for employees in a timely manner (time keeping, leave processing, pay, emergency needs); and providing facility and staff security requirements.”

Question: Is the government directing that these internal contractor employee support requirements be satisfied by company admin/management personnel in country (Germany) or can this be accomplished by company admin/management personnel (except Program Manager/Key Personnel) at the company headquarters outside of the country?

17Paragraph 1.18. Kick-Off Meetings of the draft PWS states, “The Contractor shall attend all kick-off meetings with the customer representative, COR, Contract Specialist, and the CO responsible for award and administration of the Task Order. All kick-off meetings will occur within 5 business days of TO award, or sooner as dictated by the Task Order requirement.”
Question: Are these meetings conducted virtually or in-person?Kick-off meetings can be held either virtually or in-person. This will be determined by the Government and Contractor at the time of award.
18Services Summary #2 (SS 2) on page 12 of the draft PWS states, “The Contractor maintains a stable workforce without disruption of service and eliminates the need for the Government to expend resources to retrain and re-orient new Contractor personnel.” The only training referenced in the draft PWS can be found in paragraph 4.23. Environmental Requirements. The last sentence in this paragraph states, “…Examples of classes are: Building Manager, Hazardous Material Management Program, Hazardous Waste Accumulation Site/Initial Point Management, Environmental Compliance Assessment Management Program, Pollution Prevention Program and Storm Water Seminar.”

Question: Please confirm this is the only training/orientation required and confirm that attendance at these classes is considered work and chargeable hours to the government.

19 Paragraph 4.29. Logistics Support of the draft PWS states, “Many services and facilities are available at the installations serviced by the contractor. The use of these services and facilities by authorized contractor personnel shall be in accordance with the Status of Forces Agreement (SOFA).”

Question: Will logistical support and SOFA authorization be awarded under the Master Contract and/or task orders for the Program Manager and Key Personnel?

20 Who is the current incumbent (if any) related to the sources sought?

This is a first-time effort. Therefore no current incumbent.
21What is the incumbent's current project/job/contract number?
This is a first-time effort. Therefore no current incumbent.
22Is the agency open to placing the prospective requirement into the 8(a) program? No, since Small Business does not apply overseas.
23My question is: What part of the PWS Scope, if any, would require US citizens with security clearances?
PWS Para 4.6. mentions a Contract Security Classification Specification (DD Form 254) which is normally issued at contract award to the contractor(s) outlining security clearance level requirements (Secret, Top Secret, Top Secret – Secure Compartmentalized Information, etc.) for part or all of a workforce. The requirement to provide cleared maintenance services would be of interest to M.C. Dean and would likely lead to our responding to the RFI. We work very well to maintain the EUCOM and USAREUR-AF Mission Command Centers and could perhaps do the same for USAFE-AFAFRICA on Ramstein as well as for other tenants on Air Force bases in Europe with security requirements.
