About this file
This is a Solicitation Amendment (0001) that incorporates contractor questions and answers, establishes a pre-award site visit, confirms submission deadlines, and corrects dimensional specifications in the underlying solicitation.
The amendment confirms the official quotation submission deadline as June 24, 2026, at 4:00 PM EST. A mandatory pre-award site visit has been scheduled for Monday, June 8, 2026, at 13:00 (1:00 PM) CEST at the Ramstein AB Passenger Terminal in Germany. Contractors requiring base access should notify the Government immediately for escort coordination. For contractors requiring access at least three times per week for 90+ days within a 12-month period, mandatory Installation Access procedures apply, requiring submission of specified documentation including a 17-page questionnaire (AE 604-1B), passport, Police Good Conduct Certificate (not older than one year), work permit, contract copy, and three AE forms (190-16E, 190-16K, 190-16A). All quoted prices must exclude the 19% German VAT in accordance with DFARS 252.229-7001 (Alternate I); the successful contractor will utilize the Abwicklungsschein (Performance Certificate for Tax-Free Deliveries) to claim tax relief upon award. Appendix A has been revised to correct metric dimension discrepancies, with the take-away belt confirmed at 38 inches as the governing US dimension with corrected corresponding metric conversion.
