CHAPTER 1 -- GENERAL GUIDANCE

REGULATION COMPLIANCE:

1. This syllabus adheres to all guidance published in 11-2F-15E Vol 1 (22 Aug 03). The squadron operations officer may modify this syllabus based on an individual’s previous experience, by adding or deleting sorties or events.

TRAINING CERTIFICATION OBJECTIVES

1. Syllabus completion certifies aircrew performance as a Mission Commander (MC), qualified to lead composite force missions.

2. Squadron commanders will consider ability, judgment, technical expertise, skill, and experience when selecting crewmembers for mission commander upgrade. Minimum qualifications are 4-ship flight lead or Instructor WSO.

SYLLABUS FLOW

1. Accomplish MC academics prior to flight training.

2. As a minimum, the upgrading MC will observe a certified MC during the planning, briefing, flight, and debriefing of at least one composite force mission (MC SEE). Prior to certification, the upgrading

MC will then plan, brief, fly, and debrief a minimum of one mission (MC DO).

SUPERVISION REQUIREMENTS

1. A MC qualified instructor will supervise all MC upgrade training.

2. Successful completion of the Tactical Leadership Programme (TLP) satisfies both ground and flying training requirements for Mission Commander qualification. This course dedicates numerous flying missions to mission commander training and surpasses minimum training outlined in AFI 11-2F-15E volume 1. If selected attendees are not 4-ship (pilots)/IWSO qualified, they require a waiver signed by the 48 OG/CC (or designated representative) for entry into the program. Following satisfactory completion of TLP, the Sq/CC will place a letter of certification into the training folder along with a copy of the course completion certificate, and indicate this qualification on the Letter of X’s.

GRADING CRITERIA:

1. Syllabus objectives identify each event requiring demonstrated proficiency (grade 2) during a given sortie. Use the following grading criteria:

UNKN: Unknown, Performance was not observed or the element was not performed.

DANG: Dangerous. Performance was unsafe.

Grade 0: Performance indicated a lack of ability and/or knowledge.

Grade 1: Performance is safe, but indicates limited proficiency. Makes errors of commission or omission.

Grade 2: Performance is essentially correct. Recognizes and corrects errors.

Grade 3: Performance is correct, efficient, skillful, and without hesitation.

Grade 4: Performance reflects an unusually high degree of ability.

1-1

48th Fighter Wing F-15E Mission Commander Upgrade Syllabus 1 Jun 05

2. Demonstrated proficiency guidance is provided for each sortie. This guidance is provided as a standardized measure of performance for both instructors/supervisors and upgrading pilots. The instructor/supervisor has full latitude to define proficiency as that which he deems appropriate.

3. The instructor will declare a sortie as follows-

Effective Complete - When the pilot accomplishes all required events to the level required by the stated objectives and by previous mission objectives.

Effective/Incomplete - When the pilot does not accomplish all required events to the level required, but can accomplish the remaining events on a subsequent sortie.

Non-effective - When the pilot does not accomplish all required events to the level required, and cannot accomplish the remaining events on a subsequent sortie. Non-effective missions are “Non-effective/Student Non-progression” or “Non-effective/Other”. When the instructor grades one or more mission elements/events “Dangerous”, the overall grade will be a zero (0), and the mission declared “Non-effective/Student Non-progression”. “Non-effective/Other” will have an overall

“NG”, with individual mission elements/events grades as required.
