This syllabus provides the guidance for upgrading F-15E operational aircrew to Combat Mission
Ready (CMR) or Basic Mission Capable (BMC) status. AFI 11-2F-15E Vol. 1 provides the source information for this guidance. The F-15E RAP tasking program provides additional guidance.
IAW AFI 11-2F-15E Vol. 1, paragraph 3.1, Squadron Commanders are the approval authority for deviations to this syllabus with the exception of Local Area Orientation (LAO) training and any required Form 8 EPEs and/or Check rides. Squadron Commanders will annotate deviations via signature on AF form 2519, locally developed Upgrade Checklists, or subsequent MFR. See the ―MQT Administration Specifics‖ section of this syllabus for deviation examples.
48 OG Specific Guidance:
Updates to the F-15E RAP tasking message can be located on the 48 OSS/OSO/OSOT website.
Squadron training officers are required to input the current AEF RAP Tasking Message below as
USAFE updates.

REQUIRED DOCUMENTATION FOR PROGRAM ENTRY
SQ/CCs will approve program entry via locally approved Upgrade Checklists. Students will demonstrate progress through the program via locally approved gradesheets and unaccomplished task logs.
48 OG Specific Guidance:
o Upgrade Plan Flow will be IAW 48 OSS/OSOT F-15E MQT Plan Flow o Gradesheets will be accomplished via 48 OG standard gradesheets maintained by
48 OSS/OSOT
o Unaccomplished Task log will be accomplished via USAFE Form 191
REGULATION COMPLIANCE FOR BMC/CMR CERTIFICATION:
AFI 11-2F-15E Vol. 1, Section 3 states the requirements for BMC/CMR certification. This syllabus adheres to the simulator and flight requirements. Squadrons will develop local processes to meet the following AFI requirements not addressed by syllabus completion:
1. MQT will be completed within 90 calendar days of member’s start date, 2 weeks after arriving at RAF Lakenheath.
2. Aircrew must complete LASDT CAT I training prior to BMC/CMR certification. If incomplete from IQT, MQT flow will include LOWAT CAT I training.
3. Aircrew must receive initial QUAL in CMR-required weapons events prior to CMR/BMC status. Students may leave IQT with a weapons qualification waiver for specific QUALs. If so, MQT flow will allot sorties to gain QUAL status.
4. IAW AFI 11-2F-15E Vol. 1, AAR must be accomplished within 90 calendar days of MQT completion (unless accomplished in IQT). AAR accomplished in IQT may fulfill MQT requirements as determined by the SQ/CC.
5. Aircrew Chemical Defense Training (ACDT) must be accomplished within 90 calendar days of MQT completion.
6. Night Training (MQ-8 in this syllabus) must be accomplished within 180 days from MQT completion. IAW AFI 11-2F-15E Vol. 1, Night MQT will satisfy any unaccomplished night training requirement from IQT. If night training was accomplished in IQT, the SQ/CC may certify aircrew to BMC/CMR without night MQT. Completion of the MQT syllabus satisfies the requirements of 48 OG Night Step Down training.
7. Initial Certification or Verification must be accomplished NLT 90 calendar days from MQT completion.
8. MQT WSOs must complete Standardization and Evaluation testing and the Instrument
Refresher Course (IRC) prior to flying their Mission Check.
48 OG F-15E MISSION QUALIFICATION TRAINING SYLLABUS 5
SUPERVISION REQUIREMENTS:
Key to supervision requirements:
I = Instructor U = Upgrading aircrew
P = Pilot W = WSO
MQT Sorties require I supervision. LAO sorties require an IP in the UP’s RCP. Each mission description contains specific crew pairing requirements. MQT sorties will be schedule with a minimum of one I in the element. An upgrading instructor (IPUG/IWUG) may qualify as supervision provided proper supervision for the IPUG/IWUG is present. Boeing contract instructors fulfill the Instructor, Flight Lead, or additional aircrew requirement for all simulators.
Once cleared crew solo, upgrading aircrew may fly with any CMR/BMC aircrew.
SORTIE EFFECTIVENESS AND GRADING CRITERIA:
I will grade sortie effectiveness with the following annotation:
GRADE EXPLANATION OF GRADE
Effective Complete Proceed with next sortie. All sortie events accomplished.
Effective
Incomplete
Proceed with next sortie. One or more sortie events not accomplished;
Unaccomplished items will be annotated on the Unaccomplished Task Log.
NE-SNP
Re-fly the sortie. Given the opportunity, student fails to achieve proficiency in one or more demo-pro items, basic airmanship, or situational awareness.
Student may regress on a previously demo-pro’d item once, but subsequent regressions require an SNP.
NE-OTH
Re-fly sortie. Various reasons (such as WX, MX, or lack of adversaries), preclude accomplishment of one or more major mission elements and syllabus will not allow them to be accomplished on a later syllabus sortie.
AFI 11-202, AFI 11-2F-15E, and their supplements no longer define proficiency standards for individual mission elements/events. I will use the following criteria:
GRADE* EXPLANATION OF GRADE
UNKNOWN Performance was not observed or the element was not performed.
DANGEROUS
Performance was unsafe (one element marked ―DANGEROUS‖ will require an overall grade of ―ZERO‖).
GRADE 0 Performance indicates a lack of ability or knowledge.
GRADE 1
Performance is safe, but indicates limited proficiency. Student makes errors of omission or commission.
GRADE 2 Performance is essentially correct. Recognizes and corrects errors.
GRADE 3 Performance is correct, efficient, skillful, and without hesitation.
GRADE 4 Performance reflects an unusually high degree of ability.
*Note: I will never use ―Half Grades,‖ but will always evaluate student performance in individual events with the above nomenclature.
I will annotate grades for individual mission elements on unit-derived gradesheets. Each sortie description contains a list of major mission elements in which the upgrading aircrew must display proficiency (Demo-Pro). Failure to Demo-Pro in specified element(s) may not require re-flying the sortie if the upgrading aircrew can accomplish the element(s) to standards on future missions without sacrificing training.
48 OG F-15E MISSION QUALIFICATION TRAINING SYLLABUS 6
MQ student regressing in an event after Demo-Pro must re-accomplish the event to standards on the next available sortie. One time regression does not necessarily constitute grounds for NE-
SNP. I will annotate subsequent failure to Demo-Pro with NE-SNP.
I can recommend proficiency advancement based on MQT student progression. Place this recommendation on the gradesheet, along with concurrence block write-ins for the FLT/CC, SQ/DO, and SQ/CC. The FLT/CC, SQ/DO, and SQ/CC must approve proficiency advancement.
Overall grade for the sortie will not be the average of individual mission elements or Demo-Pro events. I will assess the overall grade for the sortie with their best evaluation of student performance compared to Demo-Pro items, basic airmanship, situational awareness, and subsequent ability/opportunity to Demo-Pro.
IAW AFI 11-2F-15E Vol. 1 Para 3.4: Non-effective student non-progression ―X‖ sorties are limited to 2 per phase and 4 total for MQT; continued MQT requires SQ/CC written approval in the training records.
I will annotate unaccomplished tasks on unit-derived gradesheets. Students will annotate unaccomplished tasks on the Unaccomplished Task Log and inform the next I of unaccomplished tasks prior to the next MQ sortie.
CONTINUITY:
IAW AFI 11-2F-15E Vol. 1 Paragraph 3.4.2, if more than 14 calendar days elapse between sorties then an additional proficiency sortie (MQ-A) will be flown before continuing in the program.
MQ Students may fly additional sorties or simulators if available/directed by squadron supervision. MQ-A profiles will be limited to profiles planned on previous MQ sorties, but I should strive to clean up any unaccomplished tasks. MQ-A profiles may be flown as Red Air after successful completion of MQ-3 (ACM) and SQ/DO or TOP-3 authorization. MQ Students may accomplish additional simulator training unsupervised. MQ-A sorties require I supervision in the element or in the aircraft for students not cleared to Crew Solo. Proper ORM should be considered for any crew-solo MQ-A sorties.
I may recommend additional training at any time in the form of academics, simulator, or flight training. I will annotate the reason for any MQ-A sortie on a student gradesheet.
Any MQ-A sortie required for continuity or due to I recommended additional training will be annotated via gradesheet. Overall grade for the sortie/simulator will be a No Grade (NG) unless student regresses IAW the prescribed grading criteria. MQ-A sorties or MQS-A simulators of opportunities do not require a gradesheet but will be annotated on the students flying or simulator activity log.
WEATHER CATEGORY:
The MQT pilot’s weather category will be established IAW AFI 11-202 Vol. 3 USAFE Sup. An
MQT pilot from the B-course is normally weather category D upon entering training. When appropriate, accomplish Pilot Weather Category (PWC) upgrades in conjunction with Mission
Qualification Training (MQT) sorties. IP will evaluate student for PWC upgrade and document recommended upgrade on gradesheet. SQ/CC concurrence on gradesheet is sufficient for upgrading MQT student’s PWC. Training will document the upgrade on SQ/CC memorandum in aircrew gradebook and on Letter of X’s.
