About this file

This is a Questions and Answers (Q&A) document clarifying procurement requirements for handheld multi-gas detection equipment.

The document addresses a discrepancy between technical specifications and the supply list regarding calibration gas for photoionization detector (PID) sensors. Attachment 1 requires handheld multi-gas units to feature a PID with a 10.6 eV lamp capable of detecting volatile organic compounds (VOCs) across a 0–2,000 PPM range. However, the CLIN schedule and quotation sheet specified only Part No. 10053022 (58L Quad-Gas mix), which calibrates electrochemical and catalytic sensors (LEL, O2, CO, H2S) but does not calibrate the PID sensor. To properly calibrate the PID sensor on the MSA Altair 5X via the Galaxy GX2 automated test stand, an Isobutylene calibration gas cylinder (such as MSA Part No. 10169196, 100 ppm Isobutylene) is required. The Government's response clarifies that to ensure the 48 CES Fire Department receives a fully functional, turnkey system, offerors MUST include Isobutylene calibration gas in their quotation.

Question:

1. Calibration Gas for PID Sensor (Attachment 1 vs. Section Supplies / Quote Sheet):

Attachment 1 (Salient Characteristics, Section 2.1) requires the handheld multi-gas units to feature a Photoionization Detector (PID) with a 10.6 eV lamp to detect Volatile Organic Compounds (VOCs) across a 0–2,000 PPM range. However, the CLIN schedule (Page 3) and Attachment 2 Quote Sheet only specify Part No. 10053022 (58L Quad-Gas mix), which calibrates the standard electrochemical and catalytic sensors (LEL, O2, CO, H2S) but does not calibrate the PID sensor.

To calibrate the PID sensor on the MSA Altair 5X via the Galaxy GX2 automated test stand, an Isobutylene calibration gas cylinder is required (e.g., MSA Part No. 10169196, 100 ppm Isobutylene).

Could the Government please clarify whether offerors should include Isobutylene calibration gas within their quotation (e.g., via an added CLIN or included within CLIN 0004), or whether 48 CES will supply Isobutylene calibration gas from existing station inventory?

Answer:

“To ensure the 48 CES Fire Department receives a fully functional, turnkey system, offerors MUST include Isobutylene calibration gas in their quotation.”
