About this file
This is a Salient Characteristics/Purchase Description document for a federal procurement by the 48th Civil Engineering Squadron Fire & Emergency Services (48 CES/CEF) at RAF Lakenheath.
The requirement calls for procurement of five (5) commercial-off-the-shelf handheld multi-gas detectors with integrated Photoionization Detectors (PID), three (3) compatible automated calibration docking stations, and associated charging and gas hardware for HAZMAT response, toxic gas detection, and confined space rescue operations. The baseline equipment specified is the MSA Altair 5X PID or equal systems. Handheld units must detect five target hazards simultaneously: Volatile Organic Compounds (0-2000 PPM with 10.6 eV lamp), Combustible Gases/LEL (0-100% LEL using pentane calibration), Oxygen (0-30% Vol.), Carbon Monoxide (0-1,999 PPM), and Hydrogen Sulfide (0-200 PPM). Units must feature high-resolution, full-color graphic displays readable in direct sunlight and dark environments, with rapid sensor response times resolving readings in seconds. Equipment must be certified Class I, Division 1, Groups A, B, C, and D for hazardous locations by an OSHA-approved Nationally Recognized Testing Laboratory (UL or FM), comply with OSHA 29 CFR 1910.146 and NFPA safety standards, and maintain a minimum IP65 ingress protection rating. The automated calibration infrastructure must include a 4-valve Galaxy GX2 docking station or equal capable of automated bump testing and calibration without manual pressure adjustment, a smart electronic cylinder holder with Integrated Demand Flow Regulator reading RFID-chipped calibration gas cylinders, nitrogen-balanced calibration gas compatibility, and multi-unit charging cradles configured with standard UK Type G plug configurations for station-house mounting.

SALIENT CHARACTERISTICS / PURCHASE
DESCRIPTION
1.0 SCOPE OF REQUIREMENT
The 48th Civil Engineering Squadron Fire & Emergency Services (48 CES/CEF) requires the procurement of five (5) commercial-off-the-shelf (COTS) handheld multi-gas detectors with integrated Photoionization Detectors (PID), alongside three (3) compatible automated calibration docking stations and associated charging/gas hardware. This equipment is critical for immediate HAZMAT response, toxic gas detection, and confined space rescue operations at RAF Lakenheath.
2.0 TECHNICAL SPECIFICATIONS (MSA ALTAIR 5X PID OR EQUAL)
To be considered technically acceptable, any proposed "or equal" system must meet or exceed all physical, environmental, and chemical detection capabilities of the MSA Altair 5X PID system listed below:
2.1 Gas Detection and Sensor Capabilities
The handheld unit must feature a multi-gas sensor array capable of detecting five (5) target hazards simultaneously:
1. Volatile Organic Compounds (VOCs): Range of 0-2000 PPM with a 10.6 eV lamp.
2. Combustible Gases (LEL): Range of 0 – 100% LEL (Pentane calibration baseline).
3. Oxygen (O2): Range of 0 – 30% Vol.
4. Carbon Monoxide (CO): Range of 0 – 1,999 PPM.
5. Hydrogen Sulfide (H2S): Range of 0 – 200 PPM.
• Display: High-resolution, full-color graphic display readable in direct sunlight and dark environments.
• Sensor Response Times: Rapid-response capability where LEL, and sensors resolve readings in seconds.
2.2 Durability, Ingress, and Safety Ratings
• Must be certified Class I, Division 1, Groups A, B, C, and D for hazardous locations by an OSHA-approved Nationally Recognized Testing Laboratory (NRTL) such as Underwriters Laboratories (UL) or Factory Mutual (FM). Equipment must comply
SALIENT CHARACTERISTICS / PURCHASE
DESCRIPTION
fully with OSHA 29 CFR 1910.146 (Permit-Required Confined Spaces) and NFPA safety standards. Ingress Protection:
• Minimum IP65 rating (dust-tight and water resistant).
2.3 Automated Calibration and Test Infrastructure
The procurement includes an automated test, calibration, and record-keeping system that must match the following characteristics:
• Automated Docking Station (Galaxy GX2 or Equal): Must be a 4-valve system capable of automated bump testing, calibration, and gas regulation without manual pressure adjustment.
• Smart Cylinder Holder: Must include an electronic cylinder holder with an Integrated Demand Flow Regulator (DFR) capable of reading RFID-chipped calibration gas cylinders to automatically track gas type, concentration, and expiration dates.
• Calibration Gas Compatibility: Must utilize Nitrogen balance).
• Power / Charger Cradles: Must include multi-unit charging cradles configured with standard UK plug configurations (Type G) for station-house mounting.
