Pictures cannot be taken as this is a Restricted and Controlled Area. Yes, the electrical box can be viewed. NOTE. The electrical unit is contained within fencing of the Restricted and Controlled Area. SFS

PWS, Attachment 1 Para. 1.2.2.5 Minor Repairs How does the contract work for spare parts?
As stated in the PWS paragraph 1.2.2.5 'Minor Repairs', all labor and work required to perform minor repair shall be included under the firm-fixed-price (FFP) PM CLIN (see CLIN X002). Minor repairs consist of £100 per barrier per visit for parts and materials and shall be included in the FFP. The total cost of minor repair parts per visit shall not exceed the aggregate amount of minor repair parts allowance per visit. If the repair amount exceeds the cost, the Contractor shall submit a SO to the CO for evaluation and approval for the remaining parts and materials cost under the Additional In- Scope Work (CLIN X005). Fire Department Gate. The unit is broken and is not water tight. Does the US Government want vendors to price a new unit into their proposal price, or will this be fixed and brought up to standard before maintenance is required? Does the US Government want vendors to price a new bollards into their proposal price, or will these be fixed and brought up to standard before maintenance is required?
NOTE: The door hinge was broken, so the unit was not water tight. The bollards have debris around them to imply maintenance has not been carried out, and there is rust on the tops of the bollards. **NOTE** THE DOOR

PWS, Attachment 1 Page 38 Appendix, I Estimated Work Load Data Fire Department Gate. Can we view the Fire Department Gate box? Can we see the Pop-up bollards go up and down? Are the Pop-up bollards on the Emergency Fast Operation (EFO) System?
Yes, the box can be viewed. The operation of the bollards was not tested as the EFO control panel was switched to "off". The Fire Department Gate box is located in the hut nearby labeled 'Designated Smoking Area Building'.
Additional Note: The contractors present were authorized to take pictures of the gate control panel located in the hut. CES

Fire Department Hydraulic Gate. The gate is currently non-operational, will this be brought up to specification standards before Preventative Maintenance (PM) is required? The electrical lines have been cut, why have they been cut? Do the two grey boxes located on the wall control the gate?
The hydraulic gate is non-operational. The gate requires upgrading, has no safety features, the electrical lines have been cut, the safety loop line is visible on the ground. Gate 8 - Building 5900 (X-Ray Barn) Exit barriers. How do you know whether someone is standing in the way of the barriers? Do the barriers have safety loops? Can the barriers be operated from inside the building, as well as outside?
There is CCTV inside that has direct view on the barriers at all time to ensure the barrier is clear of hazards for operational functions. The first barrier does not have a safety loop, as it is interchangeable, but it can be operated from inside and outside the building. Note: Barriers can be operated from inside and outside the building. Additional Note: The contractors present were authorized to take pictures of the barriers, units and control unit located in building 5900. **Notes** The control unit was explained to all present. This included the function of buttons, in relation to the barriers and CCTV. CES

Do the second row of barriers work? Yes, the second row of barriers are operational. CES

Yes the roll-up doors are interchangeable. No the maintenance of the roll-up doors is not included in the contract. CES
AVB COMBO and PWS, Attachment 1 Appendix, I Estimated Work Load Data Gate 8 - Building 5900 (X-Ray Barn) Exit barriers. What is the naming convention of the barriers at Gate 8?
When referencing the barriers at Gate 8, then the suggested convention would be entrance and exit barriers. The barriers prior to building 5900 X-Ray barn located at Gate 8, shall be referred to as A1065 entry/exit barrier. This shall be clarified on the Asset List. Note: The A1065 entrance and exit barriers can be controlled by the hut (building 5901) at the entrance of Gate 8.

The emergency button does not control the A1065 entry/exit metal gates.
These are closed at the end of every day, and the barrier is lowered. CES

Gate 1 Drop Arms. A drop arm is missing on the entrance to the base, is that included in the maintenance of the contract? Will a new one be installed prior to the PM being required or is the contractor required to include the supply of a drop arm in their price?
The Government has routed an AF 332 to install new gates before PM is required. CES
PWS, Attachment 1 Page 37 Appendix, I Estimated Work Load Data Gate 2 Elementary School. Is the intercom system linked to the barrier? Are there intercoms at the exit barrier? How long have the intercoms been in place?
Yes the intercoms are linked to the barrier. The barriers will open through inputting the code in the intercom, or there is a push button located inside the Elementary School. There are intercoms at the exit barrier. The exit barrier will open either by driving up to it, or from inputting the code in the telecom.
The intercoms have been in place for numerous years. CES
PWS, Attachment 1 Page 37 Appendix, I Estimated Work Load Data The PWS does not state the maintenance of telecoms, will these be added to the contract?
The telecoms are linked by using a pin number to raise the arms. The telecom/key pads are included within the contract. The telecoms/key pads will be added to the Performance Work Statement via an Amendment. CES
Building 1324 POL Gate. Are there any push buttons located in the POL facility (building 1307)?
Push buttons for the gate operating system are located in building 1307.
However, CCTV is in place so they can monitor the gates/entry points.
**Notes** POL would like a remote opening function to the gate for the refueller trucks. CES
PWS, Attachment 1 Page 37 Appendix, I Estimated Work Load Data Building 1324 POL Entry Gate. How long has the gate been in place? How does it open? Does the green button open the gate, and does this time out?
The gate was installed about 10-12 years ago. The person needs a code to input into the key pad to gain access, then to exit, the driver can drive up the gate and it will open (free exit). Safety loops are installed. The green button is the manual way to open the gate to exit. CES

MUNS building 1644 Gate. Do only certain people have access to this area? What would happen in the situation of a call out? Would coordination have to be made and who would this be with? What is the process? Yes, this is a Controlled and Restricted Area. All contractors require escorts. CES

Yes, and this also has open exit. Safety loops have been installed. The side gate has lasers as a safety feature, the other gate does not. The side gate also has a rubber stop. CES

Yes, outlets are located on the side of the building with just an open/close ability. CES

This is a recently installed gate that was not on the Asset List at the time of the site visit. This will be added to the Asset List in the PWS via an Amendment. CES
PWS, Attachment 1 Page 19 and 20 Paragraph 9.9 Security Clearances Contractor passes. How do contractors get passes? Is there another process in order to get passes faster?
Paragraph 9.9 'Security Clearances' idenfies the security clearance process. The US Government can utilize Approved Contract Lists (ACLs), or Base Access Letters (BALs) to gain temporary access to the site(s) in order for the contractor to commence work. This would be for a limited time or until contractor passes can be gained. CES

PWS, Attachment 1 Page 37 Appendix, I Estimated Work Load Data MUNS building 1549 Gate. Are there local buttons inside the electrical box? Are the gates operational? Does the gate go back and forth? Are the controls for the gate in the building?
The manual controls in the electrical box may work due to temporary connection, but it is known to stop working. The manual open of the gate is still live due to temporary connection. **Note** the panel to the electrical box was off the hinges on the ground. The controls to the gate are located in the building, but the key pad on the gate also controls it (as long as power is restored). The power was cut to the gate, and a temporary feed was installed, however due to rodent issues the power cable was chewed through. NOTE.
The key pad has the ability for entry and exit, however the key pad is not currently functioning due to power issues. CES

MUNS building 1549 Gate. Does it state the manufacture for the gate in the appendix? Is the red button on the outside column the emergency stop? Will this gate be brought up to standards and operational before being put on the contract?
Manufacturer of the gate is located in Appendix I. It is unknown if the button works, due to the power being cut. NOTE This gate requires new infrastructure for the key pad facilities, new safety loops, and a entrapment safety guard installed. CES

The bollards are manual operation only. CES/SFS have a key that opens the floor panel enabling manual push down. The Koffin Bollards are not included in the PWS. CES

Flight Line Access D/P Map # 5 is the closest gate the US Government has that meets the standard. CES
PWS, Attachment 1 Page 35 Appendix, I Estimated Work Load Data Perimeter Fence/Gate Map #7. Does this gate have an oil leak? How long has it been leaking? Is this gate operational? When were the parts removed? How does the US Government get the parts?
This gate has numerous issues and does have an oil leak. It is not operational, as parts were removed from this gate to be used on another gate whilst waiting for parts to come in. There are remaining issues with the hydraulics. In the past parts have been ordered through accredited agents such as Allen's Fencing Limited. Interserve Defence Limited have also purchased parts directly from the manufacturer; Delta Scientific Corporation. In the past when ordering directly from the manufacturer, parts have been known to take up to 6 months to arrive. NOTE: Perimeter Fence/Gate Map #7 and Map #8 are operated from the X-Ray barn, building 653. CES
PWS, Attachment 1 Page 35 Appendix, I Estimated Work Load Data Base Access Gates Map #26. Are the shark teeth included in the contract? Yes, these are included in the contract. CES
PWS, Attachment 1 Page 35 Appendix, I Estimated Work Load Data Main Gate Map #3 and Main Gate Map #5, and Flight Line Access D/P Map #15. Can you operate these gates from the security hut?
Main Gate Map #3, Main Gate Map #5, and Flight line Access D/P Map #15 are operated from the Over watch Hut at the main entrance. The hut operates Flight line Access D/P Map #15 north and south . CES
PWS, Attachment 1 Page 35 Appendix, I Estimated Work Load Data West Row Gate Map #12 (entrance) and West Row Gate Map #13 (exit). Are there tire shredders at this entrance/exit?
Yes, in addition to the drop arms, there is also tire shredders. These will be replaced with shark teeth. NOTE: The drop arms shake as the arm lowers. The bushings on the arms are deteriorating causing the shaking. CES
PWS, Attachment 1 Page 35 Appendix, I Estimated Work Load Data West Row Gate Map #12 (entrance) and West Row Gate Map #13 (exit). Can the Hydraulic Pressure Unit (HPU) be opened? Is there an emergency button in the security hut?
Yes, the HPU can be opened. NOTE: Vipers will be used to replace the hydraulic barriers. Yes there is an emergency button located in the hut. CES

No, at this time these will not be replaced. However, the US Government does reserve the right to upgrade or replace them at a later time. CES
