The PWS references the conditions that require a barrier shutdown until the barrier is repaired. This states a minimum safety delay of 4 seconds. This gate (Gate 3 - Det 4 Pop-up barrier) does not currently have that ability, nor does the Gate 3 Main Road Pop-up, what does the contractor do with regards to these barriers as they do not currently perform to the required specification?
The intent is to fix this gate using the Additional In-Scope Work CLIN, Government Purchase Card (GPC), or through Defence Infrastructure Organisation (DIO) to ensure it meets the PWS specification, and complies with applicable laws, and regulations IAW paragraph 1.1 'Description of Services'. CES

PWS, Attachment 1 Page 37 Appendix, I Estimated Work Load Data Building 1324 POL Gate. Does the gate work? How does it work operationally? What does the green button do?
The gate does not work. The concrete flooring was recently installed, however the safety loops were removed. As the safety loops were removed, the gate is permanently left open. The green button is the manual way to open the gate to exit. The intent is to fix this gate using the Additional In-Scope Work CLIN, Government Purchase Card (GPC), or through Defence Infrastructure Organisation (DIO) to ensure it meets the PWS specification, and complies with applicable laws, and regulations IAW paragraph 1.1 'Description of Services'. **Notes** the door cover to the electrical unit was open, and the gate does not have an entrapment/safety guard. PWS, Attachment 1 Page 37 Appendix, I Estimated Work Load Data MUNS building 1549 Gate. Is this gate just used manually at the moment? Will it be operational by the time it requires maintenance?
This gate is used manually. The gates has multiple issues such as the motor does not work, and the electrical feed is limited. The intent is to fix this gate using the Additional In-Scope Work CLIN, Government Purchase Card (GPC), or through Defence Infrastructure Organisation (DIO) to ensure it meets the PWS specification, and complies with applicable laws, and regulations IAW paragraph 1.1 'Description of Services'. Once this work has been completed then Preventive Maintenance (PM) will be required. NOTE: The electrical cables have been chewed by rodents, so the motor does not work. The intent is to fix this gate using the Additional In-Scope Work CLIN. CES

It states in the PWS Section 4.2 about the barriers being de-energised or shut down if their is not a minimum safety delay of 4 seconds. Some of the items on site currently do not achieve this. Will they be addressed prior to the contract being awarded?
All gates will be required to be compliant with the specifications identified in the PWS. If this is not completed prior to the contract being awarded, the intent will be to fix the gate using the Additional In-Scope Work CLIN, Government Purchase Card (GPC), or through Defence Infrastructure Organisation (DIO) to ensure it meets the PWS specification, and complies with applicable laws, and regulations IAW paragraph 1.1 'Description of Services'. Can you confirm the bollards at the Fire Department Gate operate? Will the Control cabinet for the above bollards be replaced prior to the contract being awarded as at present the door does not fit correctly and rain can currently get inside.
The key to the control cabinet has been misplaced. The cabinet will have to be opened and replaced with a new key. After this, the bollards will have to be tested. If the bollards are nonoperational the intent will be to fix the bollards using the Additional In-Scope Work CLIN, Government Purchase Card (GPC), or through Defence Infrastructure Organisation (DIO) to ensure it meets the PWS specification, and complies with applicable laws, and regulations IAW paragraph 1.1 'Description of Services'. PWS, Attachment 1 Page 37 Appendix, I Estimated Work Load Data Gate 1 Lakenheath, please can you confirm how many of the 4no boom barriers will need maintaining. There is currently 4no but only 2no are being used and work.
The Contractor will be required to maintain three barriers at Gate 1 RAF Lakenheath. CES

PWS, Attachment 1 Page 37 Appendix, I Estimated Work Load Data Building 1324 currently has a brown sliding gate at one end which is constantly left open. Can you confirm this is in working order or if this is to be removed from the list?
The safety device was damaged when the area was re-paved. The intent is to fix this gate using the Additional In-Scope Work CLIN, Government Purchase Card (GPC), or through Defence Infrastructure Organisation (DIO) to ensure it meets the PWS specification, and complies with applicable laws, and regulations IAW paragraph 1.1 'Description of Services'. The gate is currently broken and does not work automatically. 48 CES wants this gate to be fixed, and maintained under the contract. The intent is to fix this gate using the Additional In-Scope Work CLIN, Government Purchase Card (GPC), or through Defence Infrastructure Organisation (DIO) to ensure it meets the PWS specification, and complies with applicable laws, and regulations IAW paragraph 1.1 'Description of Services'. PWS, Attachment 1 Page 35 Appendix, I Estimated Work Load Data Off Base Housing Map #31. Is the drop arm leaking? Do you know if it is working or not? If it is not operational, will it remain on the list? Will it be in working order before the contract is awarded?
There is a system failure with this drop arm. It has been leaking oil. 100 CES need to check, as they were not aware it was broken. This is handled by DIO/ Engie. CES

PWS, Attachment 1 Page 35 Appendix, I Estimated Work Load Data Flight Line Access D/P Map #15 and Main Gate Final Denial Barrier Map #5. What happens to the gates that do not have the 4 second delay IAW the PWS specifications?
The US Government will discuss the risk and what action to take. The decision is pending from 100th Air Refueling Wing Leadership. 100 CES are expecting to have the decision by the start of the contract. The majority of the systems here meet the required delay standard. CES
PWS, Attachment 1 Page 35 Appendix, I Estimated Work Load Data CDC Drop Arm barrier currently has no arm. Will this be removed from the list to maintain and service?
This drop arm is identified in the PWS Workload Estimate - RAF Mildenhall as being replaced with a new Viper barrier.
