Grounds Combined Synopsis - 52.212-1 Addendum
The excerpt below from the document 'Grounds combined synopsis solicitation', in the instruction to offerors section, seems to request submission via two platforms. At earliest convenience, please clarify.
C. Complete the necessary fill-ins and certifications in provisions and in the on-line Representations and Certifications at www.sam.gov. Return the provision FAR 52.212-3, Offeror Representations and Certifications - Commercial Items along with the proposal. For other provisions and clauses in the solicitation, the offeror is required to submit the pages that require an offeror fill-in.
G. Proposal Submission Instructions:
2. Electronic offers shall be submitted to the Army's Safe Access File Exchange (SAFE), located at https://safe.amrdec.army.mil/safe.Offerors must submit a redacted copy along with their proposal. It is the offerors responsibility to confirm receipt of the proposal from the government, prior to the submittal due date and time.
In accordance with 52.212-4 and 'Grounds Combined Synopsis Solicitation FA558718R0007', the contractor must register in SAM. In accordance with 52.212-3, "The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal."

Further to your Informational Pricing Note on Page 6 & 7 of the Combined Synopsis/Solicitation, can you please provide the listing of current, incumbent contractor(s) with associated points of contact.
Q2 - For the requirement as detailed can you please confirm your requirement as follows;
Volume 1 – Technical Capability Proposal
3. Past Experience
a) Minimum annual dollar value of $2m
b) Minimum of 10,000 acres Can you please confirm if this will be deemed a “pass or fail”; many of our contracts may fall just short of either the a or b criteria?
Volume II – Past Performance Information 1.
b) Serviced a minimum of 10,000 acres Minimum annual dollar value of $2 million Again, can you please confirm if this will be deemed a “pass or fail”?
Q1 - This current requirment is not handled by the US Government. The US Government does not have this data and cannot provide data such as contract number or points of contact.
Q2 -
1 - Relevancy is defined in 52.212-2 the Grounds Combined Synopsis Solicitation, and the Government will assign a past performance relevancy rating based on the similarities of the scope and magnitude of effort and complexities for each recent past performance contract referenced.
2 - All past performance contract references that the Government determines to be recent and relevant will be evaluated as either Acceptable or Unacceptable.
