RFP PWS - Appendix B Area Maps 5.0 Appendix B

Would it be possible to have access to the site plans so that I can start pricing the tender up?

The 'Restricted' area maps identified as "RFP PWS Appendix B Area Maps", uploaded on to Federal Business Opportunities on 30 August 2018, have been replaced in its entirety with have 'RFP PWS - Appendix B Area Maps' uploaded to FBO on 26 September 2018. These are Unrestricted. CONS

RFP Attachment 2 - Grounds PWS 1.1.5 & 1.2.4 Munitions Storage Area

Munition Storage Areas, RAF Fairford, Lakenheath and Welford: a) What are the common slope degrees/ angles of the munition bunkers. b) Which point of contact issues the ‘Permit to Work’ and is this required each time a cutting operation is due to start?

a). RAF Fairford Igloos', Fac 910, = 1-1.65, Site 16 open pads =1-1.7, NW storage site = 1-1.6, JFSI =1-1.5. RAF Welford Info not available, Igloo's comparable with Fairford as with open pads, some areas may differ due to site conditions.

b). Permit to work in Fairford/Welford Munitions Storage areas will be the Weapons Safety office at RAF Welford. Note; RAF Fairford ESA locations as a result of operational use need may require the more onerous Permit to Work required at the permanent use ESA site such as at RAF Welford. RAF Lakenheath - The Weapons Safety Office will issues the permits to work. Note: If equipment and personnel will not change, as this will only be needed to be accomplished for the first cut. If personnel or equipment change, the contractor will need to get with Weapons Safety to update the permit. CES

- Contract: a) Will a TUPE system be offered if the contract is awarded to a new contractor?

TUPE may be applicable, however the US Government does not participate in TUPE or the TUPE process. CONS

Current contract: What price was the current contractors awarded bid for the USAF grounds tender?

This current requirement is not handled by the US Government. The US Government does not have this data and cannot provide data, such as contract number or the value associated with it. CONS/CES

Grounds Combined Synopsis 52.212-1 Addendum Due to the ambiguity over TUPE, mapping of sites, and anticipated large number of CQ’s, can the submission deadline please be extended for two weeks?

Please see the Federal Business Opportunities (FBO) website and Grounds RFP posting for this information. CONS

Grounds Combined Synopsis 52.212-1 Addendem We are also still reviewing the terms and conditions, can we please ask for a CQ extension deadline until Friday 21 September?

Contractor Questions were required by 1500 hours 14 September 2018. This deadline has not been extended. CONS

Will the successful contractor be allowed to carry out due diligence and photographic (with clearance) condition surveys across the estate?

Joint COR/ Contractor survey would be acceptable. RAF Mildenhall, Molesworth, Alconbury and Crougton - This will be acceptable with COR coordination CES

RFP Attachment 2 - Grounds PWS 1.1.4 Weed Control

Grass: As significant weed growth was noted in certain areas ie Lakenheath technical areas, specification (restore grounds made barren Pg6 1.1.4) suggests contractor to over seed any bare areas where weed growth has died off?

Does this also include grass loss due to drought?

Contractor to seed areas after weed control IAW PWS paragraph 1.1.4 Weed Control. CLIN 0010 would be utilized to restore any damage caused naturally or by the Government. CES

RFP Attachment 2 - Grounds PWS 1.1.11 Lawn Renovation

Grass: Lawn renovation 1.1.11 – ‘via a separate work order’ please confirm this is paid as additional works, rather than just the CO instructing the contractor to carry out at their expense as part of the contract? Yes, under CLIN 0010 each "JOB" is invoiced separately. CES

RFP Attachment 2 - Grounds PWS 1.1.5 & 1.2.4 Munitions Storage Area Gradients/Munitions Compounds: Do you have a slopes register in place across the estate, detailing gradients of each slope on each site? Can this be shared?

RAF Fairford / Welford to the best of my knowledge does not maintain a 'slopes register'. See question 6 for known information. RAF Lakenheath does not maintain a slopes register. CES

RFP Attachment 2 - Grounds PWS 1.1.5 & 1.2.4 Munitions Storage Area Gradients/Munitions Compounds: Are remote controlled mowers able to be used on the munitions area slopes?

RAF Fairford / Welford to be confirmed by Weapons Safety. Lakenheath - Yes, they are allowed but there are strict limitations for the equipment that must be cleared by Hazards of Electromagnect Radiaiton to Ordnance (HERO) analysis, coordinated through the Weapons Safety Office CES

RFP Attachment 2 - Grounds PWS 1.1.5 & 1.2.4 Munitions Storage Area Gradients/Munitions Compounds: Are spark arrestors required on powered equipment working in fuel/munition areas?

RAF Fairford / Welford to be confirmed by Weapons Safety and AP POL.

RAF Lakenheath - Spark arrestors are required. CES

RFP Attachment 2 - Grounds PWS 1.1.5 & 1.2.4 Munitions Storage Area

Gradients/Munitions Compounds: Are fall arrest systems in place on munition bunds? Noted some bunds at Welford could not be cut by side arm flail or pedestrian operated rotary mower due to overhead cables and back to back gradients.

RAF Fairford / Welford: Not aware of fall arrest systems on earth bunds.

RAF Lakenheath - Fall arrest systems are not in place CES

RFP Attachment 2 - Grounds PWS 1.1.5 & 1.2.4 Munitions Storage Area Gradients/Munitions Compounds: Are gas monitors required to be used in fuel or ammo areas when teams are working?

RAF Fairford / Welford to be confirmed by Weapons Safety and AP POL.

RAF Lakenheath - No, gas monitors would only be required for confined spaces CES

RFP Attachment 2 - Grounds PWS 1.1.5 & 1.2.4 Munitions Storage Area Gradients/Munitions Compounds: Ammo range sand bank re grading – please confirm if any contamination is present that required specialist PPE. No contamination present requiring specialist PPE. CES

RFP Attachment 2 - Grounds PWS 1.1.5 & 1.2.4 Munitions Storage Area Gradients/Munitions Compounds: Please confirm any areas that require radiological monitoring?

RAF Fairford; to be confirmed, the NEXION site is signed as a RAD HAZ location withing the fenced perimeter. Visiting maintenance team requested to supply risk assessment for the compound as verbally CEO informed that hazard has been mitigated. Other possible sources not impacting maintenance activities. RAF Lakenheath - Radiological monitoring is not required CES

RFP Attachment 2 - Grounds PWS 1.1.5 & 1.2.4 Munitions Storage Area Gradients/Munitions Compounds: Are there any specific requirements for working on sewage / waste areas?

RAF Fairford and RAF Lakenheath - Further explaination needed, confusion with reference to munitions areas. CES

RFP Attachment 2 - Grounds PWS 1.1.4.6 Weed Control

Fence lines/Trees: General all areas noted significant overgrowth of trees onto fencelines, telephone cables, overgrown hedges into fence lines. Example RAF Fairford, Welford etc. 1.1.4.6 300mm strip each side not being adhered to currently and significant requirement needed to meet this item, please confirm this will be in spec at handover?

The US Air Force cannot guarantee that existing conditions will mirror the specifications required in this PWS upon tunrover. Offerors are advised to consider this risk when developing proposed prices.

RFP Attachment 2 - Grounds PWS 1.1.3 Maintain Improved Grounds Fence lines/Trees: 1.1.3 Perimiter fence line please confirm existing trees, scrub present within the 6 foot boundary each side to be treated as additional works if removal is required?

The US Air Force cannot guarantee that existing conditions will mirror the specifications required in this PWS upon tunrover. Offerors are advised to consider this risk when developing proposed prices. CES

RFP Attachment 2 - Grounds PWS 1.8.1.6 Emergency Tree and Stump Removal Fence lines/Trees: 1.8.1.6 Crown Lifting - Will all low lying branches be treated as additional work for the initial period to bring them up to 2.4m ground clearance?

Works under CLINS 0020 - 0031 will be issued by the CO/COR and invoiced separately. CES

RFP Attachment 2 - Grounds PWS 1.1.4.6 Weed Control Fence lines/Trees: Where it was observed that no spraying is currently completed to fencelines ie Barford St John can you please confirm a like for like approach? Under this contract please conform to all requirements stated in the PWS. CES

RFP Attachment 2 - Grounds PWS - - Fence lines/Trees: Please confirm no routine works to be undertaken in woodland areas- ie no thinning, plantation works etc only by request of CO?

Yes correct. Works within woodland areas will be directed by CO and paid via tree CLINS. CES

RFP Attachment 2 - Grounds PWS 1.1.9.1 Fertilization Fertiliser: 1.1.9.1 please clarify work will be issued as a work order by the CO or COR – means additional cost to contract?

No additional cost. Works under CLIN 0007 will be 1 EA = 1 treatment per each installation. These will be at the request of the CO/COR. CES

RFP Attachment 2 - Grounds PWS 1.5 Maintain Vegetative beds, inert beds, rock beds and related areas

Bedding Plants: Can you please confirm who has responsibility for observed summer flower bedding (supply and maintenance) across the estates? Also If there a list of requirements & Quantities?

IAW PWS paragraph 1.5, it is the contractors responsibility to maintan plant beds. There is no list of quantities or requirements. Please note "When replacing plants, shrubs, and performing repairs, conform to good Xeriscaping practices for the area." CES

RFP Attachment 2 - Grounds PWS 1.5 Maintain Vegetative beds, inert beds, rock beds and related areas

Shrub Beds: Noted losses of hedges, (eg around Lakenheath Twin Towers memorial) existing dead shrubs across the estate, gaps in shrub beds, dead trees noted across the estate – please confirm the client will issue replacement as additional works and it is not contractors responsibility to replace at their cost.

Yes, works under CLIN 0031 will be issued by the CO/COR and invoiced separately. CES

RFP Attachment 2 - Grounds PWS

Playground Equipment: Can you please confirm if the appointed contractor will be required to undertake RoSPA inspections on the children’s play areas across the estates? If so please confirm inspection / maintenance regime and how this should be costed? No RoSPA required. Not within the scope of this PWS. CES

RFP Attachment 2 - Grounds PWS Sports Pitches: Can you please confirm annual sports pitch requirements for line marking?

Estate/game/dimensions/number of over markings and how this needs to be priced.

Ballfields requirement is covered under Improved Grounds in PWS paragraph 1.1.1. No line markings are required. CES

RFP Attachment 2 - Grounds PWS Sports Pitches: Are condition surveys present for rubber crumb athletics tracks and artificial sports pitches. Not within the scope of this PWS. RFP Attachment 2 - Grounds PWS 1.7 Perform Snow/Ice Removal Snow & Ice: Can you please provide an indication of how many tonnes of grit and quantity of liquid deicer (where required) per year is used across each estate?

RAF - Mildenhall - 140 Tons Used/ 180 Tons on hand, Approx 60-70 at Alconbury - 50 at Molesworth, Around 50-60 at RAF Croughton, Blenheim Cescent 1-2, AF Fairford - 75 Tonnes Used / 90 tonnes loose, on-hand, RAF Fairford airfield liquid de-icer - 18,000 lts / 28,000 liters, solid chemical de-icer 2 tonne used, 5 tonne in stock. RAF Welford - 6 Tonne CE supplied bags. RAF Lakenheath - CE uses approx 150 Tonnes annually CES

RFP Attachment 2 - Grounds PWS 1.7 Perform Snow/Ice Removal Snow & Ice: RAF Barford St John noted as no snow & ice clearance requirements – are there any other exclusions? No CES

RAF - Mildenhall - outside storage yard - bldg 763, Both Alconbury & Molesworth have storage facilities, Storage area within Grounds Yard at RAF Croughton, RAF Fairford - inside rock salt/grit storage at Fac. 1190, liquid airfield de-icer in Fac. 1069 (SE Loop), airfield granular de-icer, inside fac 1190 / Hangar 1205/1196.

RAF Welford -inside rock salt/grit store Fac. 8. RAF Lakenheath - Storage locations are bldg 1119 and PAS 81 CES

- - - Fuel: Are contractors own diesel / petrol stores in the contractors compounds not allowed on any sites?

No Contractor owned Fuel Storage at Mildenhall, Alconbury, Molesworth.

Only red diesel at RAF Croughton. RAF Fairford / Welford; Contractor to provide own fuel storage, compliant with all current regulatory requirements to prevent release of hydrocarbons to ground and drainage systems. Current fuel storage in Contractors compounds is property of the incumbent contractors. CONS/CES

- - - Fuel: Are fuels available from the site POL if the contractor pays agreed rates including UK tax? No fuel will be available. CONS/CES
