RFP Attachment 2 - Grounds PWS 1.2.5 Airfield Sweeping Airfield Sweeping: a) What is the specification of the vacuum required. Can a FOD-RAZOR friction mat be used which is compliant with Federal Aviation Administration Advisory Circular 150/5210-24, Airport Foreign Object Debris (FOD) Management, section 5.2 b. (1) and appendix B.1 a. (b).

FOD removal is only part of the airfield pavement maintenance requirement. The requirement is for a bespoke high speed, vacuum airfield sweeper, the runway pavement has a porous friction course that requires the voids to have fine particles removed to prevent compromising the porosity and increasing the saturation of the surface and the risk of aquaplaning. A conventional road sweeper is not acceptable as they have limited vacuum pick up and would take over 9 hours non-stop to compliantly 'sweep' the pavement. The airfield high speed, vacuum sweeper performance specifications must be a brand name or equivalent to sweepers such as Schmidt AS990, Johnston -Beam High Speed Runway Sweeper.

Can you please confirm if it is anticipated the grounds will be within specification at 1 April 2019, or, will the newly appointed contractor be required to price into their costings an element to bring the grounds up to specification?

The US Air Force cannot guarantee that existing conditions will mirror the specifications required in this PWS upon turnover. Offerors are advised to consider this risk when developing proposed prices. Once awarded the Air Force PWS ensures the contractor will be held accountable to the standards within.

RFP Attachment 2 - Grounds PWS 1.81 to 1.8.9 Special Requirements Where the PWS indicates that item 1.8 “SPECIAL REQUIREMENTS” will be executed by work order, can you please confirm all items in 1.8.1 to 1.8.9 would be completed and priced as additional works?

This work will be issued via a separate work order. CLINS are provided in the pricing structure to capture these works. CONS/CES

RFP Attachment 2 - Grounds PWS 1.1.5 & 1.2.4 Munitions Storage Area Gradients/Munitions Compounds: Please confirm safety fall arrest agreed system for working on RAF Lakenheath ammo bunds where 8 to 10m sheer drops are observed without edge protection and grass is to be cut as improved right up to the edge of the drop off?

The contractor is responsible for developing their own safety methods and procedures in accordance with local and host nation regulations. CES

Grounds Combined Synopsis - Clauses Insurance: Will the client replace these provided equipment items at Fairford when deemed beyond economic repair?

Yes, S&IC end of life replacement will be in the first instance a USAF responsibility. CES

Grounds Combined Synopsis - Clauses Insurance: Are there any other client supplied or owned equipment across the bases?

The only Government Property supplied/owned applicable to this requirement is identified in PWS paragraph RAF Fairford/Welford S&IC equipment.

RFP Attachment 2 - Grounds PWS 3.6 Solid Waste Collection and Disposal Waste: Is all existing green waste in contractors yards to be removed by the existing contractor? Noted recycling bays of chipped / shredded material in significant quantities.

The US Air Force cannot guarantee that existing conditions will mirror the specifications required in this PWS upon turnover. Offerors are advised to consider this risk when developing proposed prices.

RFP Attachment 2 - Grounds PWS 1.2.5 Airfield Sweeping Airfield Sweeping: 1.2.5 RAF Fairford sweeper – please confirm 7 day a week requirement and disposal of waste requirements i.e. at contractors cost or client? Please provide details of ‘bespoke high speed equipment’ as stated ?

Disposal of sweeper waste, given the variability of waste generation and potential contamination, will be via the waste disposal contract. Sweeper waste will be stored at a prescribed CEO yard location on site. Airfield sweeping currently consists of a 'working week' planned maintenance regime. The airfield high speed, vacuum sweeper performance specifications must be a brand name or equivalent to sweepers such as Schmidt AS990, Johnston -Beam High Speed Runway Sweeper.

RFP PWS - Appendix B Area Maps 5 Appendix B Maps: Please identify any areas out of scope or maintained by others?

The 'Restricted' area maps identified as "RFP PWS Appendix B Area Maps", uploaded on to Federal Business Opportunities on 30 August 2018, have been replaced in its entirety with the 'RFP PWS - Appendix B Area Maps' uploaded to FBO on 24 October 2018. These are Unrestricted. Please note, this attachment does not contain RAF Fair ford's Snow and Ice map.

For this information please see the page listing the S&IC priorities for RAF Fairford contained within the attachment. For Litter bin estimates for RAF's Fairford and Welford, please see Appendix A - Workload Estimates. The file does not contain Litter bin maps for RAF's Fairford and Welford.

RFP PWS - Appendix B Area Maps 5 Appendix B

Maps: Areas currently maintained as unimproved that are changing to Improved ie RAF Barford St John, will these be treated as additional work to bring up to standard and paid for by the client? – ie where significant number of old ant hills, concrete lumps & general debris noted in the uneven ground areas.

(Under Ariels etc.)

RFP Attachment 2 - Grounds PWS 1.3 Maintain Bird Area Strike Hazard (BASH) Weedkilling: RAF Barford St John old runway – please confirm no total weed kill to the cracks in the old pavements. Also other areas observed across the estates? Correct. CES

RFP Attachment 2 - Grounds PWS 1.6 Maintain Surface Drainage Ditches Stream/Ditch Maintenance: Will all ditches be brought up to standard – ie RAF Fairford ditches observed full of vegetation and assumed no silt removal completed. – also unseen areas / balancing ponds off site?

RFP Attachment 2 - Grounds PWS 1.2 Maintain Semi-Improved Grounds

There are some tasks which site are specific, where do we price these tasks. See below: 1.2.4

MUNITIONS STORAGE AREAS AT RAF FAIRFORD, RAF LAKENHEATH, AND RAF WELFORD,

1.2.5 Airfield sweeping Fairford, 1.3.1.3 RAF Mildenhall and RAF Fairford BASH Areas, 1.6 MAINTAIN SURFACE DRAINAGE DITCHES, 1.7.2.2 The Contractor will be required to supply HGV certified and or licensed operators with RAF Fairford airfield driving certifications for this equipment and will be required to provide 24/7 operational standby for flight line snow/ ice clearance.

Munitions areas will fall under a category of grass cutting i.e. Improved.

Can you please confirm that ALL works in 1.8 special works are extra to contract.

1.8.1 TREES – arboricultural survey and associated works to meet spec

Works under PWS paragraph 1.8 will be issued by the CO/COR. 1.8.6 Litter Bins/Dog Waste Bins have now been moved to "Improved Grounds", under PWS paragraph 1.1.16.

RFP Attachment 2 - Grounds PWS 1.7 Perform Snow/Ice Removal Snow and ICE CONTROL – These are two different tasks and need pricing separately, Item 19 in the pricing document is asking for both tasks in one rate? Are materials for delivering this item to be provided by the contractor or government furnished?

Yes priced into one rate and contractor to provide materials IAW requirements identified in PWS paragraph 1.7.1. CES

RFP Attachment 2 - Grounds PWS 1.7 Perform Snow/Ice Removal Where this item states “Fuel and equipment service consumable items required to operate the government furnished equipment (GFE) will be available from the government.” Can you please confirm if this includes anti-icing liquid?

PWS Paragraph 1.7 referenced "Government Furnished Equipment", this has been amended to "Government Property". The government will provide deicer for vehicle windows, oil, and antifreeze for the vehicle engines.

Please see amended PWS paragraph 1.7. "Anti-icing/de-icing liquids and solids for the snow and ice control of the airfield at RAF Fairford will be supplied by the government".

- - - Will TUPE information be supplied for effected Interserve and DIO employees? The US Government does not participate in TUPE or the TUPE process.

This would need to be directed at the incumbent contractor. CONS

- - - Who do we send effected Gavin Jones Ltd Employees TUPE information to? The US Government does not participate in TUPE or the TUPE process. All interested parties would need to direct this to the incumbent contractor. CONS

RFP Attachment 3 - Pricing Schedule & RFP Attachment 3 - Pricing Schedule 1.1.10 Pest Control

Pest control appears in the specification listing multiple tasks for moles, rats and rabbits, but is listed on the annual estimate in the pricing schedule as “0009 Improved Ground Pest Control (Herbicide) Noxious Weeds Only” whilst on the other tabs on the pricing document this item is listed as “IG Pest Control (PWS 1.1.10)”. Can you please confirm if noxious weeds are the only element of pest control which should be included in pricing?

All services for Pest Control are covered under CLIN X009. This will include pest control services for moles, rats and rabbits. CONS/CES

RFP Attachment 3 - Pricing Schedule - -

Please provide the definition of MO when used under unit? EG:

In appendix A item 0017 Maintain vegetative, Inert, Beds, Rock, Beds at Fairford and Welford it is specified as 6 MO whilst all other sites are 1 MO. If a different frequency is required for these sites a separate rate will need to be provided.

In appendix A item 0011 Prune shrubs and hedges at Fairford and Welford it is specified as 6 MO whilst all other sites are 1 MO. If a different frequency is required for these sites a separate rate will need to be provided.

MO is monthly. Maintain beds and hedges = 1 times per month. RAF Fairford and Welford's estimate has been amended to match other locations.

Please see the PWS, Appendix A.

CONS/CES

Measures for Munition storage areas are assumed to be included in the appropriate grass cutting standard, but can you please confirm if the measure applied is taken from plan or actual measures of surface area.

i.e. does it take account of slope.

The measure applied is taken from maps, and does not account for the slope on the MUNS facilities. CES

RFP Attachment 3 - Pricing Schedule & 1.2.5 Airfield Sweeping & CLIN Airfield sweeping at RAF Fairford – where is this to be priced? Airfield sweeping to be priced in CLINS relating to Maintain Semi

Improved Grounds. These are CLINS X012 and/or X013. This is for the contractor to determine.

RFP Attachment 2 - Grounds PWS 5 Appendix A - Ground Description/ Workload Estimates Are the 5 leaf clears guaranteed? Please confirm if this is a per occasion rate. Price is per action/occasion rate. No guarantee. This will be the maximum number of times ordered. CES

RFP Attachment 2 - Grounds PWS 5 Appendix A - Ground Description/ Workload Estimates Improved grounds selective spraying needs to be 95% weed free all year, so will more than 1 application be required, please confirm.

If one application does not work and the threshold cannot be met, then reperformance will be required. CES

RFP Attachment 2 - Grounds PWS 5 Appendix A - Ground Description/ Workload Estimates Mildenhall Bash, selective spraying is normally 1/3 each year but that is not stated in this document, please confirm.

Verbiage has been added to the PWS, paragraph 1.1.4.12 . RAF Fairford comment; selective weed killing, predominately for broad leaf weeds should be included for Fairford airfield

RFP Attachment 2 - Grounds PWS 1.1.5 & 1.2.4 Munitions Storage Area Munitions storage areas currently cut as improved but are now to be cut as semi improved apart from the igloos and 6 meters around each igloo that need to be kept under 2 inches. Is this correct and does it meet your inspection once a year?

Please see PWS paragraph 1.2.4 Munitions Storage areas at RAF Fairford, RAF Lakenheath and RAF Welford. Inspection by CEO & MUNS QA will be more than once a year.

RFP Attachment 3 - Pricing Schedule - - In the pricing document, is the unit price per occasion or per annum? Please see the RFP Attachment 3 - Pricing Schedule. Per unit price, however each tab of the pricing schedule lists the annum estimates. CES

RFP Attachment 2 - Grounds PWS 4.8 Security Cleanrance Please confirm base pass clearance lead times, are there any costs associated with this?

Processing passes is completed by the USAF - Process time up to 3-6 months. This is stringent upon the contractor providing the employee details timely.

RFP Attachment 2 - Grounds PWS 1.1.10 Pest Control Specification Item 1.1.10.1 please confirm whether this is rabbit, moles and rats on grass areas only?

Correct - grass areas only. RAF Fairford comment; Rabbit control will also extend to non-grass areas including areas of non-grass including sub-stations, under buildings and airfield navigation, EWS tanks and the like.

- - - Please confirm if we can store Red diesel fuel bunds at each location to run our machinery. No fuel tanks are allowed at any location. CES
