h. PWS 1.5.1, FMS delivery services, including

1. Number of dormitories -RAFA-1 Dormitory. 121 rooms with fridge freezers and microwaves. 29 Kitchenettes with cookers and microwaves as well as 3 laundry rooms.

7. Inventory requirements schedules -For RAF Croughton it is as follows: April – Warehouse Pilferables, November - Entire Warehouse Stock

8. Locations w/mileage for FMS services -Locations cannot be pre-determined as there is no way to project where customers may choose to live. Mileage will be determined between the FMS Warehouse and the actual customer residence for each run.

i. PWS 1.5.1, FMS Delivery services – RAF Croughton household goods shipments

- Please see SubCLINs X009AA – X009AK in the solicitation for the projected number of deliveries/pick-ups for each distance for each year. Historically, RAF Croughton has approximately 65% of the total annual FMS deliveries/pick-ups Historically, RAF Alconbury supports approximately 1000 residences and has approximately 35% of the total annual FMS deliveries/pick-ups, most within 100 mils

j. PWS 1.8, FMS at RAF Alconbury

- Please see SubCLINs X009AA – X009AK in the solicitation for the projected number of deliveries/pick-ups for each distance for each year.

k. PWS 1.8, All functions at RAF Croughton -No additional workload data is available for standard hours.

l. PWS 1.8, Standby call outs -On average, there are 2-3 after-hours standby calls during after-duty hours per month at RAF Alconbury/Molesworth. On average, there are 0-2 after-hours standby calls at RAF Croughton.

m. PWS 1.8, Outside normal operating hours -On average TMO/Cargo receives fewer than 1 stand-by call per month. There are times in which members are required to return to duty due to military members going on emergency leave and may need a procurement of airline tickets out of hours. This is sporadic and can vary vastly from month to month. Cargo has periodic deliveries before or after regular duty times due to scheduling conflicts with the shipper. Prior coordination with the shipper is coordinated; however, there are times in which the service slips and or is delayed due to outside reason, i.e. traffic, weather, etc.

n. PWS 1.2.1.8, Cargo transportation frequency –

o. PWS 1.2.1.8, Passenger travel to RAF Croughton

- Medical Passenger/Cargo shuttles run between RAF Alconbury and RAF Lakenheath and between RAF Croughton and RAF Lakenheath daily Monday-Friday. Note: One shuttle from each location carries both passengers and cargo.

2. Reference PWS 1.5.2.1. and 1.8. Please clarify the operating hours for breakdown/service call services. If they are 0800-1700 as stated in RAF Croughton hours (PWS 1.8), are the costs for providing services outside the normal operating hours paid by the Government?

- RAF Croughton FMS operates Mon-Fri, 0800-1600hrs only. Any breakdowns are scheduled for swap out (i.e. Delivery and Pickup Orders being raised) and treated as routine.

3. Reference PWS 1.6.1.1. Does this reference apply only to Government Furnished Contractor Vehicles?

-Due to a recent review of the ASC (allowance source code) vehicles will not be coded a 037 nor a 051. USAF owned vehicles assigned to the fleet and maintained via RAF Molesworth/RAF Croughton Vehicle maintenance will be maintain current ASC. PWS paragraph 3.2 and subparagraphs have been updated to clarify this All parts, diagnostics and outside sourced repairs will be procured by the contractor and repaid by the Government as described in PWS paragraph 1.6.

4. Reference PWS 1.7.4.2. Please define the acronym “DIO.”

-DIO stands for Defense Infrastructure Organization

5. Reference PWS 1.8. Please clarify which functions are accomplished at RAF Molesworth.

-Vehicle Maintenance is the only facility located on RAF Molesworth for the contractor. As stated earlier the shuttle runs will take place from RAF Alconbury to RAF Molesworth. Furthermore, there are other Vehicle Operations that may transpire on RAF Molesworth such as DVs, taxi service, PMEL, etc.

6. Reference PWS 3.2.1. It appears the Government Furnished Vehicles list is incomplete. It would be helpful if the building numbers where the vehicles are physically located could be provided in the list.

-On the original Solicitation, the government furnished vehicles was incomplete. The listing has been updated. Where the vehicles are located as facilities are subject to change based off the needs of the government, so the Government is unable to list a building number and guarantee that it will still be valid at the start of the contract. The Government will add the base/function to which the vehicles are currently assigned.

7. Reference PWS 1.2.1.1, 1.2.2, 1.2.2.8, 1.2.3, 1.2.3.1, 1.5.2.1, 1.8 and 1.20 and reference PWS 1.7.3.1 and 1.8 (regarding operating hours). In the event contractor support is required outside of normal duty hours, will the government accept/negotiate requests for equitable adjustments?

-The support for work outside of normal duty hours should be accounted for in the pricing submitted as part of the proposal. Any large changes to the contract requiring substantial changes to the duty hours or work outside of it will result in a modification to the contract for which the contractor will be requested to submit updated pricing, not an equitable adjustment.

8. Reference PWS 3.2. Have the Government Furnished Tools and Equipment provided to incumbent on current contract been removed from this solicitation?

-The list for the reacquisition has changed from what the current contractor is provided in that the ITK (individual Tool Kit) have been removed from the solicitation. The CTK (Consolidated Tool Kit) have been left on for the new contract. The tools in the CTK are more specialized tools. You will find that the Tools and equipment are not on the GFP listing as they do not meet the criteria of GFP. We have added a listing of Shared Use Property (SUP) to the solicitation which has incorporated the CTKs, assigned vehicles, & other equipment. The listing is currently accurate but will change due to the purchase of new items for the CTKs to replace old, outdated, or broken tools. Also the government has added new diagnostic tools to the CTK to ensure Vehicle Maintenance is up to date and current with technological advances.

9. Reference PWS 3.4.1.1 and 3.5.3. Please clarify if phones and computers are provided for Bldg 46, Croughton Vehicle Maintenance. There are none noted at this time.

-There will be two computers provided for this location and 3 phones for this location – currently listed on the GFP listing.

10. Reference PWS building drawings. Please provide the drawings/maps of Bldg 561/ 561a for Alconbury Vehicle Operations and TMO.

-The building layouts have been included in the Government Furnished Facilities

11. The size, type, numbers and locations of vehicles to be maintained?

-Please see below for specific currently assigned assets. Vehicles and quantity of vehicles are subject to change due to Air Force needs. The Vehicle Maintenance facilities are also expected to perform maintenace on USAF GOV transient vehicles if any breakdown in the Permissible Operating Distance. There are also maintenance agreements with units for the maintenance of trailers and other government owned assets that do not qualify as a vehicle IAW AFI 24-302 but must be maintained as such. The Vehicle Fleet Manager and Vehicle Maintenance Superintendent are the individuals authorized to approve maintenance agreements between units.

12. The approximate number of passengers required for each leg of the Alconbury to Molesworth shuttle run?

-Passenger numbers are based off an average week/weekend travel. Actual numbers may be higher or lower depending on operational tempo. Large increases are normally coordinated in advance.

13. The approximate number of passengers required for each medical trip?

-The medical shuttle is in support of the medical clinic and Vehicle Operations does not track the number of passengers associated with the shuttle. However on average there are approximately 1-3 passengers a week. The medical shuttles run every day Monday - Friday with or without passengers as there are medical supplies that are transported between the two locations daily.

14. The approximate number of addresses that require FMS support?

-Please see SubCLINs X009AA – X009AK in the solicitation for the projected number of deliveries/pick-ups for each distance.

15. There does not appear to be a CLIN for central Management & Administration. Is the USAF expecting this to be contained within the functional CLINs?

-There is no direct CLIN for central Management & Administration so it is up to the contractor to either break the costs across all the CLINS or to have the costs line up with the CLINS requiring the most work.

16. Is the unit tasked with providing the movement of Dangerous Goods (DG) in tanks on base and the public highway?

-The Contractor is not tasked with the movement of Dangerous Goods in tanks on base and/or the public highway.

17. Is the unit tasked with the movement of DG other than in tanks that fall in scope of full ADR Regulations?

-The Contractor is not tasked with the movement of Dangerous Goods in tanks on base and/or the public highway.

18. Is the unit task with the movement of DG not in scope the full ADR regulations, i.e. carriage of medical samples, ammunition (1.4S)?

“2.2.62.1.5.1 Substances which do not contain infectious substances or substances which are unlikely to cause disease in humans or animals are not subject to the provisions of the ADR unless they meet the criteria for inclusion in another class.” Vehicle Operations is not tasked with the movement of ammunitions of any kind.

19. Is the unit tasked with providing and maintaining vehicles compliant under full ADR regulations, both in tanks and containers?

-Currently there are there are no ADR certified vehicles in the fleet at RAF Molesworth or RAF Alconbury. This is not to say that the need will not arise as vehicle maintenance is required to complete transient work orders of vehicles that break down in our POD (Permissive Operating Distance).

20. Does the unit have provision or have the need to acquire vehicles and transport services that fall outside the capability of its own holdings, which could include coaches and large goods vehicles?

-The US government may acquire contractor support outside of this contract for Dangerous Goods Movements, other cargo movements, and large personnel movement in order to meet mission needs. The hiring of outside vendors complies with AFI 24-302 and FAIR compliance. The hiring of an outside vendor is in support of base side operation to ensure garrison requirements are met along with added requirements.

21. Are the Vocational Vehicles (i.e. coaches, minibuses, and large goods vehicles) operated under a Defence exemption to O Licence Regulations in the UK?

-Vehicle Operators at this moment do not require an O License to operate US Government own vehicles. This is in accordance with the current SOFA (Status of Forces Agreement). If the SOFA changes the COR will coordinate with parties involved to ensure compliance with US and UK regulations. At this time there is no indication that the SOFA will change to reflect the requirement of O Licenses.

22. Can the customer please advise if there are any ITAR implications of working on shared premises with a US Authority and if so what the details of the licences are?

-There is no ITAR implications due to working on shared premises with US Authority. Any and all ITAR items stay in the control of the US Government and shipped/handled solely by those authorized to handle it. No licenses are required under this contract.

23. Can the customer please advise if the Contractor may be required to handle and process ITAR controlled products as part of the service delivery and if so what the details of the licences are.

-There is no ITAR implications due to working on shared premises with US Authority. Any and all ITAR items stay in the control of the US Government and shipped/handled solely by those authorized to handle it. No licenses are required under this contract.

24. Can the customer confirm if any of the services being performed by the incumbent contractor were previously provided by employees of either the US Air Force, other US armed forces or the UK Ministry of Defence?

-The services being performed by the contractor were once provided by US military forces however the services have been provided by a contract since the early 2000s.

25. Can the customer please advise whether it would be possible to undertake and provide details of the Government Furnished Property in advance of the bid submission? If not would it be possible to provide us with a copy of the latest inventory?

-The GFP list has been reviewed and some updates have been made as well as some items which don’t meet the threshold to be considered as GFP have been included on the Shared Use Property (SUP) List which has been added to the PWS.

26. There is no reference/requirement for Fork Lift Operations support outside of direct contractor tasks. Can the Government confirm this is the case?

-The Government can confirm that No forklift operations are required from the staff of the contractor outside of direct tasks outlined in the PWS. Units on the installations have their own certified Forklift drivers that accomplish the tasks.

27. Can the Government confirm if the management of shop equipment and tool accountability program IAW AFI 24-302, TO 34-1-3 and AFI 91-203 shall be applied to any Contractor owned tools?

-Government owned tools and equipment will be accounted and maintained for IAW AFI 24-302, T.O.34-1-3, and AFI 91-203. Due to the nature of contractor owned tools the Government will not maintain oversight of contractor owned tools. It is recommended that the contractor establish a lost tool program for contractor owned tools.

28. Can the Government provide copies of the support agreements and plans for AMC operating locations, tenant units, DoD and federal agencies to ensure diagnostic and testing services can be accurately assessed?

-At this given time the Government cannot provide copies of support agreements. This is due to the nature of some of the support agreements as they are FOUO (For Official Use Only) and cannot be release to the public. The government can confirm we have 14 GSU (Geographically Separated Units) in which the 501st CSW supports. There are also small detachments in which the 501st CSW supports as well. The historical workloads for the GSUs, operating locations, and tenant units have been captured in the Workload Estimates. Any future changes to the 501st CSW’s operations cannot be foreseen at this time and will be addressed with a contract modification for scope increase or decrease if and when they occur.

29. The trailer assigned to RAF Croughton for vehicle recovery has limited capability. Does the Government intend to provision a trailer that can be used for a wider variety of recoveries?

-Due to the nature of vehicle acquisition, to include trailers, the USAF does not intend to replace the trailer with a more versatile trailer nor a recovery vehicle. In the past RAF Croughton did have a recovery vehicle but due to underutilization it was repurposed and sent to a different location with a need. Currently the Recovery vehicles are assigned to RAF Molesworth. RAF Molesworth covers the asset recovery if it is beyond the abilities of RAF Croughton.

30. The Government will pay the contractor for VM bench stock and working stock. Does the government intend to pay (through reimbursable mechanisms) for spares purchased that do not fall under the definition of bench/working stock?

-If by spares the question references parts for vehicles that have a bona fide need due to non-functional parts then yes. All parts for US Government vehicles will be procured by the contractor and repaid by the Government as described in PWS paragraph 1.6 which has been revised to clarify this.

31. Can any costs associated with shipping vehicles in/out be recovered as reimbursable?

-The cost associated with the shipment of vehicles falls onto the gaining unit in which the vehicle is being received. The cost associated with the shipment is taken via DoDAC (Department of Defence Accounting Code). No cost should be imposed onto the Contractor for the shipment of US Government vehicles. If a cost is associated with the shipment of vehicles the government will repay the contractor for the cost. Associated cost would include items required on vehicles during shipment such as vehicle shoring, RFID (Radio-frequency Identification) tags, one time use items specific for shipment, etc.

32. The PWS states that the Contractor will review shuttle bus services to determine the most economical method of operation, which will then be coordinated with the Functional Commander, Unit Commander and mission partners. Can the Government confirm who has primacy to decide if the most economical method of operation can be implemented?

-IAW AFI 24-301 Para 5.3.6. The authority to approve shuttle bus service rests with the servicing LRS commander. Note: Installation commander concurrence is also required to establish shuttle bus service for enlisted personnel traveling between dormitories. Vehicle operations will coordinate with Unit commanders and mission partners to ensure shuttle bus services are the most economical method of transportation. For SME (subject matter expert) assistance Vehicle Operations dispatch will coordinate with the COR for questions and coordination of approval with the LRS commander.

33. Can the Government define ‘taxi service’, confirm it relates to the Shuttle Bus only and define a time requirement for ‘short-notice’?

-Taxi Service does not relate to the shuttle bus or the Medical Runs, both of which operate daily on a regularly scheduled basis. The design of the shuttle service is a continual daily service between RAF Alconbury and RAF Molesworth, and the Medical Runs are daily services between RAF Alconbury or RAF Croughton and RAF Lakenheath for passengers and cargo. The taxi service is for short notice, unscheduled transportation either on base or between bases in which the individual’s unit’s fleet, UDI support, Shuttle bus, or a NVA (Non-availability Letter), cannot be accomplished to meet the needs of the authorized member. “Short notice” is any request that is within 24 hours of the requirement. Examples: Taxi service to Airport for official government travel. Bi-lateral relations tours, Flight Commanders course, Wing stand-up. It will be disseminated to all sections that more than 48 hours of coordination is recommended for support. The taxi service will not be authorized for members to travel to a location within walking distance (under 0.5 miles) unless medically hindered (i.e. broken leg, medical issues that hinder walking), or carrying large items and the member’s unit does not have vehicles to support. Taxi Support will be for inter-base transportation and reviewed as a case by case for on base support required. Taxi support will be evaluated in conjunction with AFI 24-301 Chapter 3 Official Use of Vehicles. Vehicle operations at RAF Alconbury and RAF Croughton will determine what is the most economical means of transporting personnel between locations. For any questions in regards to official use of vehicles the COR or AFI 24-301 will make the determination. Ultimately the authorization for use of the taxi service rests on the Dispatch office of Vehicle Operations. A policy letter will be generated in regards to the use of the taxi service to outline the who, what, when, where, and why, use of the taxi service. The dispatch office will reference AFI24-301 and the policy letter to make the determination of taxi service rendered to member.

34. MES will be implemented during periods of crisis to include adverse weather conditions. Can the Government provide a level of expectancy surrounding the latter? If roads are closed or impassable, it will be difficult to meet the requirement.

-The Contractor will make the utmost effort to provide the MES (Mission Essential Services). This means, unless the roads are physically closed the contractor will proceed into work to ensure MES are renderer. The government understand due to crisis or adverse weather condition there may be a delay is services. The government will coordinate with the contractor to ensure Health and Safety standards of the personnel are being met. If due to inclimate weather crisis the Contractor will coordinate with the COR to ensure the widest dissemination of a delay is service, to the 501st CSW, due to adverse weather delay. The MES clause does allow for the contractor to obtain an equitable price adjustment for essential contractor services during crisis situations if there is an increase or decrease in costs to the contractor.

35. Will GOV and fuel will be provided for those services detailed within PWS 1.2.1.8?

-All fuel for GOV vehicle will be provided via on base fuel service station and in accordance with USAF policy. Any mission requirement deviations will be assessed on a case by case scenario.

36. Can the Government clarify what is meant by ‘other deliveries’?

-Other deliveries are the other deliveries outlined in the PWS where the transportation of military associated or military goods require transport from one place to another. The items carried depend of mission requirement and can vary from delivery to delivery. Examples include mail deliveries, laundry deliveries and items for turn-in.

37. Can the Government give an indication of quantity and, if applicable, timings for the Lodging laundry pick up/delivery between 501st CSW locations and RAF Mildenhall -At this time the Government is unaware of a laundry pick-up/delivery to RAF Mildenhall. We believe this was a slight on our behalf and we thank the Company for bringing this to our attention. Changes will be made to correct the literature to reflect the actual requirement.

38. Can the Government confirm QFMQN 23-122 is still in circulation as e-publishing redirects to AFMAN 23-122?

-Correct ref is AFMAN 23-122; this has been corrected in the PWS.

39. The paragraph 1.4.1 refers to Appendix F with regard to providing Customer Management reports etc., but Appendix F details Appliance Cleaning Standards -Correct Appendix is E; this has been corrected in the PWS.

40. Will USAFE provide a Printer for SBSS activity as referenced in Paragraph 1.4.10/11 of the PWS?

- All printing in bldg 153 (Supply bldg) is accomplished on a shared printer; therefore it will not be provided exclusively to the contractor as GFP

41. Will Fork Lifts be available for contractor’s activity in support of this PWS as either GMV or GFV?

-The forklifts can be found on the Shared Use Property (SUP) list.

42. According to Paragraph 1.5.1.1 of the PWS it states that 24 hours prior to the day’s scheduled service a pick up schedule shall be provided to include a 4 hour drop-off/pick up window. The next sentence states that the schedule shall provide an estimated time of each delivery/pick up, which appears contradictory. Can the Government confirm please which they require?

-It should read “drop-off/pickup” for both sections

43. Notwithstanding the caveats of unscheduled shuttle operations and MES, is there a mechanism to reimburse the contractor if shuttle services become enduring outside of the 0630-2230 daily operating routine as a result of emergent needs from the Functional Commander, Unit Commander or mission partners?

-If the requirement changes for the shuttle operations as a result of emerging needs from the customer then a modification will be performed and a negotiation will occur between the contractor and the Government over a price for the additional work.

44. Can the Government confirm if the operating hours for FMS delivery services are inclusive or exclusive of travelling time (ie for Croughton, if the delivery/pick-up is 2 hrs away from base, the latest it can be scheduled is 1400 hrs)? If the operating hours are inclusive of travelling time, will the Government assume cost liability for delays caused by preventable means such as no-shows?

-The operating hours for FMS delivery services at RAF Croughton are from 0800-1600 Mon-Fri so the deliveries to farther distances will need to be considered for how they are scheduled to work with the hours of operation. The deliveries from RAF Alconbury have flexible timeframes as long as the deliveries are being made to the residences during normal business hours. For both bases, the contractor will be paid for deliveries or pick-ups that result in no-shows (provided that the contractor follows the no-show procedures and waiting times in PWS paragraph 1.5.1.4.) as well as the repeated delivery or pick-up following a no-show. The contractor may submit a request for equitable adjustment to the Contracting Officer if required by the COR to wait longer at a customer residence than specified in the PWS.

45. Will the Government reimburse the Contractor for costs incurred when delivery addresses are in a parking restriction zone?

-No, the customer is responsible for suppling parking allocation, the government is not responsible for any parking charges, illegal parking, toll road, ferry, or congestion charges. Language has been added to the PWS in paragraph 1.5.1.5. to clarify the contractor’s responsibilities if the customer has not arranged suitable parking.

46. Can the Government confirm that the FMS maintenance activity is solely an RAF Alconbury function, notwithstanding minor repairs?

-Correct, at RAF Croughton there will only be minor repairs done.

47. Are there any time frames for reacting to ‘self-help’, considering that staff may be involved in other activities?

-With regards to RAF Croughton FMS, the contractor shall assist FMS in all customer “Self-Help” appliance and/or furnishing issue and receipt. Upon request from the FMS, the contractor shall select furniture and have it ready for customer collection within 15 minutes and shall select, test, and clean appliances to have them ready for customer collection within four (4) hours unless a longer time is stated by the COR. The contractor shall load and unload customer vehicles with FMS items, unless otherwise instructed by the customer. The contractor shall clean, test, and repair all appliances and clean and repair all furnishings before returning stock to the appropriate warehouse location within 24 hours of receiving a customer “Self-Help” return.

48. Referring to the following statement: “Once the forms have been stamped and returned to the Contractor who will then provide the form to the appropriate carrier/UK Government agency as required”, can the Government confirm the validity of this statement as AFI24-401 states that ‘Only US Forces Customs Clearance Officers based in the UK are authorised to present to HMRC’?

-There has been a change in that AFI 24-401 is actually referring to USAFEI 24-401. The Customs Officer will always be the responsible authority who stamps and signs off on the form. The contractor is required to prepare C88 documentation with required and relevant information, and submit/provide the completed form to the required agencies (i.e. HMRC) as necessary to complete cargo movement functions. The regulation states that the Customs Officer must "complete" the form, which is accomplished upon stamp and signature.

49. Will the Mattress Bagger be included in GFP (or will the Contractor have access to it)? Additionally, where does the cost lie for the purchase of Mattress Bags?

-For the new contract the Mattress Bagger at RAF Croughton will not be included. It will be on the contractor to provide mattress bags and the capability to bag mattresses. PWS paragraph 1.5.3.2 has been updated to clarify this.

50. The paragraph 1.5.1.3 refers to soiled items being removed from the property, implying that anything can be returned irrespective of condition. Is the Contractor expected to clean items that would previously have been the responsibility of the end user and who bears the additional cleaning cost?

-The contractor will annotate the condition of the items when delivering and picking up the items from the customer. They will notify the customer and the COR if the items are heavily soiled. The COR will make the determination if the contractor will clean the item or if it is beyond repair.

51. Can the Government confirm the requirement for all appliances in the Warehouse to be PAT tested annually? If equipment is not in use, this test is not necessary prior to issue and therefore is an activity which drives cost for the Government with no benefit.

For RAF Croughton the requirement is for all appliances to be PAT tested annually. However for RAF Alconbury the requirement is for items to be tested before they are delivered to the customer.

52. We believe that the paragraph 1.5.2.1 should refer to Appendix G, not Appendix H – can the Government please confirm?

-The correction has been made to the PWS to update the reference to Appendix G.

53. Can the Government confirm the combined cost of parts and labour seeking approval is to be set at £60 as found in paragraph 1.5.2.4 of the PWS as this is considerably lower than the current level and will result in a significant reliance on the FMS COR for approval prior to repair?

-The Government has changed the wording of this passage to raise the limit back to £100 as found in the current contract.

54. For Government Furnished Training, will the government fund T&S where required?

-The Government will not pay these costs as the courses will be held locally with the exception of the Custom Agent training in Germany which has been marked as contractor funded training.

55. Should the Contractor need to surge to 24 hour ops, is there a cost recovery mechanism that can be implemented?

The PWS states that “The Contractor shall notify the CO within 30 days of any regulation changes that may impact costs and/or performance”.

56. Can the Government confirm that they will reimburse any such costs that the Contractor attracts as a result of regulatory change?

-The answer to questions 55 and 56 is that for any additional costs that arise that could not be reasonably known at the beginning of the contract then the contractor may submit a request for equitable adjustment to the contract.

57. Do Cover Sheets and Contents Table (Index) count towards the 40 page limit for the Part 1 - Technical Proposal submission?

-The cover sheets and the contents table both do count towards the 40 page limit for the Part 1- Technical Proposal submission.

58. Can the Government define what is considered within scope for a review and revision of the 422nd Warehouse Plan as the Contractor only has 30 days to implement change? If the change is significant, is there a mechanism to approach the Government to fund this activity?

-The answer to this question will be similar to the response to questions 55 and 56 in that any additional costs that arise that could not be reasonably known at the beginning of the contract then the contractor may submit a request for equitable adjustment to the contract. Whilst it is known that the 422nd Warehouse Plan may be updated, it is unknown at this time what will be updated when the next revision is issued.

59. The requirement in paragraph 1.2.3.1 of the PWS stated for the Contractor to establish a Reusable Container Program. Can the Government confirm this requirement is extant as there is currently a waiver in place?

- The waiver that was in place is no longer valid. AFI 24-203 (now AFI 24-602, volume II) was update in July 2017 and again in May 2018. Within the first update the waiver was removed and is no longer an option therefore the contractor will be responsible for establishing a reusable container program.

60. Will CMOS training be provided by the Government?

-CMOS training will be provided to the sections requiring CMOS training.

61. The Government state that Syncada will be used as a mandatory application to pay contracted services for cargo moves. The current Syncada account has been closed down. Does the Government intend to re-open and re-establish that mechanism, and if so provide training?

- Yes, the requirement for Syncada is mandatory. However, not all locations within the Wing meet the minimum usage to keep an account open so the Government is working to create one account for the entire wing so all GSUs would be able to utilize the account as needed. Once that is accomplished then training will be provided to the individuals that require the training.

62. How many items are in each FMS delivery or pick-up?

· Between 1 and 40 items can be in each delivery consisting of washers, dryers, fridge-freezers, cookers, transformers, sofas, coffee tables, dining sets, bedframes and mattresses, 4-drawer chests, and nightstands.

63. Does the Government supply vehicles for FMS deliveries and pick-ups

· No, the contractor must supply vehicles for FMS services.

64. Will fuel be provided by the Government?

· All fuel for GOV vehicle will be provided via on base fuel service station and in accordance with USAF policy. Fuel will not be provided for contractor vehicles, and the contractor will be required to reclaim fuel duties and remit them to the Government for services performed under the contract.

65. Please clarify the extent of corrosion control required under the contract.

· The contractor will not be required to re-spay vehicles, but will be required to remove salt and other corrosive residue with regular cleaning, and will be required to touch up vehicles as necessary. The contractor will also need to report any evidence of corrosion to the Government.

66. The facilities at RAF Molesworth show a battery shop, will the contractor be required to rebuild batteries?

· No, the battery shop is solely for charging, storing, and recycling batteries.

67. In PWS paragraph 1.5.1.4, does the government mean to reference USAFE Form 391, Household Furnishings Record - Pickup and Delivery Service, or another altogether? USAFE Form 432, Loss and/or Damage of Government-Owned Furnishings Report, does not appear to be applicable for the intended action.

- No, the FMSs leave a locally developed letter stating the missed appointment at the customer’s residence. USAFE 391 is no longer used and is now obsolete. The PWS has been updated to reflect this change.
