· In regards to Paragraph 1.4.4 of the PWS: Can the Government confirm if the Contractor will be expected to take fuel samples?

· The contractor is expected to draw fuel samples that will be delivered as part of normal deliveries.

· In regards to Paragraph 1.5.3.1 of the PWS: The reference gives a clear time requirement (24 hrs) for cleaning/testing of appliances for the 422nd FMS Warehouse. Are there any timings for this activity for the RAF Alconbury facility?

· The timings for RAF Alconbury can be found in Paragraph 1.5.2.3.1 of the PWS and they are that within twenty five working days upon return to FMS Warehouse the items need to be returned to operational standard unless the appliance group is below 2% availability.

· In regards to Paragraphs 1.2.1.1 and 1.2.1.2 of the PWS: Can the Government define what are classified as 'Special Non Recurring Missions' and confirm whether these will be funded individually on a case-by-case basis or form part of the offerors core service price?

· Special Non Recurring Mission services should form part of the offerors’ core service prices. To assist offerors in pricing these services along with the “Taxi Support” referenced in paragraph 1.2.1.4.3, historical information on the frequency and duration of services has been added to the workload data, PWS Appendix C.

· In regards to Paragraph 3.4.1.1 of the PWS: The list of computers provided is considerably less than what is being utilized at present. Is the intent that the Contractor will have to fund additional PCs for manpower as their solution dictates? If yes, is there a set specification that must be met and where do costs lie for support to these machines if they require upgrading throughout the life of the Contract (including options) as a result of USAF network changes/upgrades?

· The items provided need to be updated to say: The Government will provide (2) computers for Vehicle Operations OLVIMS system at RAF Alconbury, (3) computers for DPAS at RAF Molesworth, (5) computers for Supply and TMO function at RAF Croughton, (5) computers at RAF Alconbury for the TMO function, (3) computers for Vehicle Operations and Maintenance at RAF Croughton, (1) computer for site lead at RAF Alconbury, (1) computer for site lead at RAF Croughton, (1) computer for FMS Function at RAF Alconbury, and (1) computer for FMS Function at RAF Croughton. The PWS has been updated.

· A point of clarification is needed for Question 42 of the Question and Answer as there was a misunderstanding of the question being raised. The question was: According to Paragraph 1.5.1.1 of the PWS it states that 24 hours prior to the day's scheduled service a pick up schedule shall be provided to include a 4 hour drop-off/pick up window. The next sentence states that the schedule shall provide an estimated time of each delivery/pick up, which appears contradictory. Can the Government confirm please which they require?

· The PWS has been rewritten to alleviate the confusion. The paragraph now reads that: The contractor shall provide the FMS with a complete and accurate delivery and pick-up schedule no less than 24 hours prior to the day’s scheduled service, to include a 4 hour window for each delivery and/or pick-up.

· In the Question and Answer number 17, the question specifically asks about the movement of DG other than in tanks that fall in scope of full ADR Regulations, but the answer focuses on the movement of DG in tanks and states that the Contractor is not tasked with the movement of DG in tanks and/or the public highway. However in the PWS Paragraph 1.2.3.1 indicates that ‘Personnel transporting dangerous goods shall meet all DOT and ADR training and certification requirements.

· Currently there is no requirements that require ADR training however if a requirement arrives that requires the driver to have the training then the Wing’s Hazardous Goods Trainer will provide training for them.

· Question and Answer number 19 is incorrect.

· We do maintain vehicles under full ADR regulations. The Contractor will be providing service and maintaining vehicles that are ADR compliant. All international regulation will be maintained unless otherwise waivered in agreements with the MOD ADR advisors. All requirements will be met and maintained in compliance with the ADR.

· In the Question and Answer number 50. The answer does not contain a response as to whom bears the additional cost of cleaning heavily soiled items that would previously have been left in a property.

· It is the contractor’s responsibility to note the condition of the items at the issuance and return of the items and have the customers sign off on the condition at issuance and return. If the item is heavily soiled then the COR will determine if it is in the best interest of the Government to try to clean the item or have the item replaced. If it has been marked as the customer causing the damage to the item then the COR will have the customer or the customer’s unit to reimburse the cost instead of the contractor paying for the replacement.

· On the Croughton TMO map, is Croughton TMO responsible for the area solely listed under the RAF Croughton heading or that area plus the areas listed under the St Mawgan, London and Fairford headings.

· Croughton TMO is responsible for the entire area circled in blue on the map. The Fairford, London, and St Mawgan headings may be ignored.

· Reference the amended PWS (para 1.5.3.4) there are contradictory statements. One sentence states that “The Contractor shall conduct semi-annual 100% physical inventory of all furniture and appliances…….” The next sentence (which is new) states “The scheduled semi-annual full inventory months are April for Pilferables and November for all items.” One sentence states everything twice a year; the next sentence states everything once a year and Pilferables in April. Please confirm which is correct.

· The contractor will be responsible for conducting a semi-annual inspection of the pilferable items (once in April and once in November.) The contractor will conduct a full inventory of the warehouse in November which will count as the annual inspection of all items as well as the 2nd inspection of the pilferable items. This has been clarified in the PWS.

· Could the Government please confirm if the following equipment will be provided in support of Croughton FMS activity for the new Contract: Sack Trucks, Pallet Trucks, Scissor Lifting Tables, Warehouse Cargo Trolleys, Lockers

· These items will not be provided for FMS at RAF Croughton.
