About this file
This is a Questions and Answers document for RFQ FA527027QB003, issued on 19 October 2026, for HVAC maintenance and repair services at a facility identified as DCDO. The document addresses 28 clarifying questions submitted by potential offerors.
Key technical and operational clarifications include: EPA Section 608 Universal Certification is acceptable for HVAC technicians as equivalent to Class 1 or Class 2 Refrigerant Certification; subcontractor certifications are acceptable; the two-hour response requirement is determined case-by-case, with telephone troubleshooting sometimes sufficient or physical on-site arrival required; and there are no dehumidifiers to maintain despite PWS references. The incumbent contractor is American Engineering Corporation under contract FA527022P0016. Historical usage data shows three service calls in the most recent 12 months, all during normal duty hours, with no reimbursable parts billed. Equipment to be maintained includes 22 VAV units, 6 duct systems, 63 diffusers, 2 fire dampers, 4 air-cooled chillers, multiple pumps, fan coil units, and 34 ventilation equipment units. Airflow balancing is required only for systems with identified deficiencies. The contractor must provide escorts for access to US-side areas using the provided Request for Escorts form.
Pricing clarifications specify that offerors should not submit quotes for CLINs 0002, 1002-4002 (Reimbursable Parts and Materials), which are reserved for government funding. Consumables exceeding ¥10,000 per service, equipment rental costs, and refrigerant costs are all reimbursable. Pricing may be submitted in either U.S. Dollars or Japanese Yen, with JPY offers converted to USD using fiscal year 27 rate of $1 = 153.2542 yen for evaluation. Personnel certifications may be satisfied by subcontractor employees with no limit on rotation numbers. The government will provide existing equipment inventory, manuals, and maintenance records from the previous contract. Several FAR clauses will be removed by amendment, including FAR 52.217-3, FAR 52.228-3, FAR 52.212-4 Alternate I, and FAR 52.232-19.

QUESTIONS AND ANSWERS 19 OCT 2026
FOR
SOLCITATION NUMBER: FA527027QB003
DCDO HVAC
1. We have HVAC Solutions employs HVAC technicians who hold EPA Section 608 Universal Certification in the United States. The PWS references Class 1 or Class 2 Refrigerant Certification, or an "equal commercial standard Certification."
Please confirm whether EPA Section 608 Universal Certification is considered an acceptable equivalent commercial standard certification for U.S.-based contractor personnel performing the HVAC and refrigeration work required under this contract. (PWS page 12, Section 1, Para 1.7.5)
Yes, EPA section 608 meets requirement.
2. For a U.S. prime contractor proposing to use a licensed local Japanese performing subcontractor, may the prime submit copies of the subcontractor’s and/or its technicians’ listed Japanese certifications to satisfy the amendment’s certificate-submission and responsibility requirement? Or must the prime contractor or its own employees independently hold the listed credentials?
(Amend 0001, Section Addenda to FAR 52.212-1, Para Certification / responsibility)
Submission of subcontractor’s certificate/license is acceptable.
3. Does the stated two-hour response require a qualified technician to arrive physically at the DCDO facility within two hours, or does telephone acknowledgement/dispatch satisfy initial response?
This will be determined on a case-by-case basis. Sometimes the technical trouble will be solved via telephone explanation, if this measurement doesn’t work a qualified technician is required to arrive physically at DCDO facility within two hours.
4. Is there an incumbent for this solicitation?
The current contractor for FA527022P0016 is American Engineering Corporation
5. To assist in preparing our quote, could the Government provide the number of service calls (separated into normal duty hours and after-hours) for the most recent 12 months, and the annual amounts billed under the Reimbursable Parts and Materials CLIN, under the previous contract (FA527022P0016)?
Number of service calls was three during the most recent 12 months. They were all during normal duty-hours. Annual amounts billed is non-applicable.
6. For CLIN 0002 (and CLINs 1002 through 4002), "Reimbursable Parts and Materials," will the Government provide a fixed estimated amount to be entered by all offerors, or should each offeror enter its own estimate? If each offeror enters its own estimate, will the amount of these CLINs be included in the total evaluated price?
Please do not include a quote for these CLIN 0002,1002, 2002, 3002, and 4002. It is reserved for the Government to provide funding if parts and materials need to be purchased.
7. For consumables and materials used in scheduled PMIS (e.g., compressor oil, oil filters and filter-driers for the annual chiller PMIS, air filters for air handling units, V-belts, and pump gaskets), will the portion exceeding ¥10,000 per service be reimbursable under PWS paragraph 3.1 (Reimbursable Parts and Materials), or must the full cost be included in the fixed monthly price (CLIN x001)?
It will be reimbursable under PWS paragraph 3.1 (Reimbursable Parts and Materials).
8. Will rental costs for equipment required for major repairs (e.g., a crane or other lifting equipment for chiller compressor replacement, refrigerant recovery units) be considered "parts and materials" and be reimbursable under PWS paragraph 3.1?
Yes. Rental costs are considered "parts and materials" and is reimbursable. All the costs need to be calculated in a contractor’s estimate (HVAC parts and materials OFFER).
9. Is the cost of refrigerant (e.g., R-22) used for recharging considered "parts and materials" reimbursable under PWS paragraph 3.1? Also, is the use of reclaimed R-22 refrigerant acceptable?
Yes.
10. In which currency should prices be quoted: Japanese Yen or U.S. Dollars? (We note that the PWS states the reimbursement threshold in Yen.)
If you submit your quote in USD, you will be paid in USD. If you submit it in JPY, you will be paid in JPY.
Evaluation of Foreign Currency:
For the purpose of evaluation and comparison of offers, the Government will convert all JPY offers to USD using the official fiscal year 27 budget rate ( $1 = 153.2542 yen).
11. FAR 52.217-3, "Evaluation Exclusive of Options," is incorporated by reference, while FAR 52.212-2(b) states that the Government will evaluate offers by adding the total price for all options to the total price for the basic requirement. Please clarify whether the price evaluation will include the option periods (CLINs 1001 through 4002) or the base period only.
We will issue an amendment to remove FAR 52.217-3.
12. Regarding FAR 52.228-3, Workers' Compensation Insurance (Defense Base Act), is DBA insurance coverage required for local Japanese national employees?
If a DBA waiver applicable to Japan exists, please advise.
FAR 52.228-3 will be removed.
