About this file
This is a Questions and Answers document for solicitation FA527025Q0005 regarding invasive species control services at USAG Okinawa installations. The file addresses contractor questions about scope, pricing, and requirements for a multi-year (FY25-FY29) invasive species control contract.
Key clarifications include: target species are invasive anoles, amphibians (primarily cane toads), ants, and spiders that fall under JEGS' designated invasive alien species; contractor must obtain proper certifications for herbicide application (either DoD Pesticide Applicator certificate or specified Host Nation certificates); herbicide (Round-up) usage is permitted with strict safety protocols away from waterbodies; resumes are required for both supervisorial biologist and biologist positions; and the quote submission deadline was extended to February 28, 2025. The contractor is responsible for determining appropriate control methods and pricing their services accordingly. Maps of work areas are provided in a separate attachment.

| PROJECT TITLE: | FY25 – FY29 Control of Invasive Species at USAG Okinawa | |||
| Question No. | Reference (Sect/Para/Page) | QUESTION | GOVERNMENT RESPONSE | |
| 1 | 2.4 Field Work, Overall | In SOW, the description of Invasive anole, amphibian, spiders, and the others are missing although they are listed on the price sheet. Please verify. | The target animal species include invasive anoles, amphibians, ant, and spiders, all fall under the definition of JEGS' designated invasive alien species. | |
| 2 | Price List, Overall | Please clarify listed invasive species in the SOW, but not listed on the price sheets are outside of the scope of this solicitation such as Hoteiaoi of plant specie, and Mosquito Fish, snakes and Mongoose. | Species not listed on the price sheet are out of the scope of this solicitation. | |
| 3 | Price List Item # 2001 - 2006? | Please split price sheet for Bitter vine removal near by wetlands and non-wetland areas, since the labor costs are different. | The offeror is expected to enter the sufficient amount including labor and other costs as deemed appropriate to perform the work. | |
| 4 | Price List Item # 2013-2018, | Please provide specific plant species requiring removal, since the latest JEGS no longer list the invasive species. | Species defined as "designated invasive alien species" in JEGS are potential target species. | |
| 5 | Price List Item # 3001 - 3006 | There are two types of Anole traps. One is Ministry of Environment (MOE) style (box shaped) traps, and Okinawa Prefectural Government (OPG) style (Taping on circumference of a tree) traps. Which traps are desired for this monitoring? The MOE style requires multiple traps per location, and OPG style requires a single trap per location. | The offeror is expected to determine the best method. | |
| 6 | Price List | |||
| (*except for* Item #` 4001 - 4006) | Please verify the field effort for each price line item is per-installation rather than potentially split between two or more installations--see Bitter vine, Anole, Ant, and Spider. | The offeror is expected to enter the sufficient amount including labor and other costs as deemed appropriate to perform the work. | ||
| 7 | Overall | Please provide the boundary maps of US Army facilities covered under this RFP. | Maps are provided in a separate attachment. | |
| 8 | Overall | Request consideration to extend the due date of proposal. Based on completion of site visit 2/10 and critical RFIs regarding the species' removals that may be required, pricing is expected to require10-14 work days after receipt of RFI answers. | Contracting Officer will issue an amendment to extend the due date for quotes to 28 February 25 | |
| 9 | Instructions, Para 1(o) | This para (and section 3.0 of the SOW specifies submittal with bid of resumes for supervisorial biologist using template. However, Template includes templates for supervisorial biologist and biologist. Are both required at time of bid submittal, or just the supervisorial biologist? | Resumes of both supervisorial biologist and biologist are requested. | |
| Price List | The price list template includes Note 4 (at the bottom) that refers to Items 1008-1027 and appears to require pricing for these lines; however, these line items aren't listed in the template. Request clarification on intent. | Note #4 applies to Items 2001-2024. | ||
| 2.4 Fieldwork | Fieldwork generally discusses the use of chemicals, assumed to include pesticides and herbicides. Will base-approved chemicals be provided by the government? Or, if chemicals are to be contractor-provided, request a list of suitable chemicals available in Japan that are approved for use on base. | Contractor is allowed to use herbicide (Round-up) to remove the vines (application of Round-up on leaves) in the terrestrial areas away from waterbodies, if meeting the following criteria: |
1. The contractor shall comply with the JEGS, installation Integrated Pest Management Plan (to be provided upon request after award), applicable DoD regulations and applicable local regulations.

No herbicides shall be stored in the installations of USAG Okinawa.
The contractor shall fill in a provided pesticide usage sheet (to be provided after award).
| 2.4 Fieldwork | For any of the fauna species to be removed, are specified euthanasia procedures, anaesthetic steps, or disposal documentation required? | MOE's Control Permit may be required depending on the control and disposal methods. |
| What amphibians are the target species under this contract? | Cane toad is the main target species, but other amphibians may be subject to control due to the risk of introduction and establishment. | |
| Will green anole be selected to control? | It will be determined based on the risk of introduction and establishmnt. | |
| Are we required to submit certificates in addition to the Resumes and Project List or the supervisorial biologist and the biologist? | You may want to submit any relevant documents (optional). Resumes and project lists of the supervisorial biologist and biologist are required. | |
| Do we need to submit resumes etc. of our Field Workers? | No. The requirement applies to the supervisorial biologist and biologist. |
