1. 1. Please confirm that FIPS 140-2 is not required for B160.

A. It is required for B160.

2. Is the current Legacy IDE at B160 operational and if so, shall it remain online during the installation of new IDE?

A. It is operational and it does not need to remain online during the new installation as existing conduit needs to be used.

3. 3. Please confirm that all existing legacy IDE to include all conduits and wiring are to be deinstalled.

A. If yes, please confirm that ceiling and wall restoration work is to be included, as needed.

Existing conduit shall be used, however current wiring is to be deinstalled and replaced.

IF the wiring replacement causes wall damage, restoration work shall be included.

4. The SOW and list identify 3 Honeywell Vindicator panel devices; however, the total sensor count is not all inclusive. Please confirm that we may increase the panel devices as needed to physically land inputs and/or for regulations compliance.

A. The number of devices has been calculated for Vindicator 1500s, and only 3 are required for this project. Any more would need justification.

5. Junction box tamper switches, per current regulations, are to be separate alarmed inputs. Please confirm that this requirement will be waived and that we may series wire junction box tamper switches with the sensor or device tamper. Please note that the scope states no series. wiring.

A. Per AFI 31-101, Chapter 9, section 9.11. (T3) Junction Box tampers are only required if the Junction box is not protected by a sensor. There will not be wiring in series (daisy chaining) of any sensors. Resistor packs will be used for the tamper alarm coming from the device (motion/BMS).

6. Does B160 have a comm room and if so, is separate keypad access required.

A. Yes, no separate keypad access is required.

7. Please confirm that the Post Office personnel can support after hours installation work as needed.

A. No, Post Office personnel (718 FSS personnel) cannot support after hours work.

8. Please confirm that all existing legacy IDE to include all conduits and wiring are to be deinstalled.

A. If yes, please confirm that ceiling and wall restoration work is to be included, as needed.

Same question stated in question #3.

9. Please confirm that all conduit and cable installations may be accomplished by local nationals.

A. Yes

10. Please provide the latest CMD listing.

A. See Attachment 6_CMD list.

11. What version of firmware is the 18SF head end V5 currently running?

A. 4.3 Rel 2 VR14.

12. Please confirm that post installation firmware upgrades will be accomplished by the USG.

A. Yes the USG will upgrade firmware.

13. Please confirm that all head end programming will be accomplished by the USG.

A. No, the USG does will not program the head end server. It must be accomplished by a certified vindicator technician, with a min. of a secret clearance.

14. Do all Honeywell Vindicator panel devices need to by reachable via IP connection?

A. Yes.

15. Please specify the network switch preference if applicable.

A. It must be Cisco 9300, 10G, with SFP’s.

16. Will there be any GFE provided for this installation?

A. No, the contractor must provide power, connectivity and all other necessities to complete

Government Acceptance testing and alarm certifications IAW Electronic Security Equipment (ESE). Master Installation Acceptance Test and Turnover Plan (ESE-TP- 0023).

17. KTR would like to confirm if shipping to Tracy, CA is correct as no tracking information of the equipment will be available if shipped to Tracy.

A. Section 3.7 of the SOW states that a company with auto freight tracking.

Additional Question:

The motion sensors will be in an accessed state during normal business hours. Please confirm that all BMS, wireless receiver and keypad junction boxes will not require tamper switches.

A. Yes, the motion sensors will stay in access as long as 718FSS is working. All BMS, wireless receivers, and keypads are equipped with their own internal tampers. If any junction box is not protected by a motion sensor, it will require a tamper. For clarification purposes, all tampers must be wired independently, and they will be wired with resistor packs. It means that they will not be wired independently (they will not have their own input on the 1500).

19. Can the government consider extending the bid submission deadline to 5 July?

A. The deadline is extended to 5 July 2024 at 11:00 AM Japan Standard Time.

20. Question in response to #6’s answer:

a. Please confirm that the B160 comm. cabinet has the available rack space for a Cisco 9300.

A. Another option is to install a Cisco IE4000 inside the field panel box. Either way, 18FSS will need to open a CIPS ticket with 18CS to patch the device to a switch connected to the 18SFS IDS network.

b. Please confirm that the B160 comm. cabinet has an operational UPS unit.

A. If an IE 4000 is installed, an UPS is not required as the IE4000 will be wired to run off of commercial and back-up power (battery) within the panel.

21. Question in response to #18’s answer:

Junction boxes are not protected by accessed motion sensors and will require independently wired tamper switches. This will substantially increase the alarmed input count and require additional AES-1500s. The alternative is to allow the junction box tamper to be wired to the sensor tamper (each BMS and directional motion sensor will have a junction box).

A. Some BMS’s can be installed to remove the requirement of junction boxes. This can be done with a Magnasphere BMS (HSS-L2S-800) that is connected directly to the conduit.

Motion sensors that are mounted on a junction box would require an adversary to open the motion sensor (causing a tamper alarm) to dismount it from the junction box to then gain access to the junction box.

22. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A. This is a brand-new contract to repair the existing system.
