Subject: Questions & Answers for RFP FA5270-15-R-0031
Question 1: Past Performance Questionnaires were previously submitted by our customers for the previous bid submission (Solicitation No. FA5270-15-R-0001), which was cancelled and replaced by Solicitation No. FA5270-15-R-0031. Please advise if the PPQs previously received by the Government under Solicitation No. FA5270-15-R-0001 can be considered for Solicitation No. FA5270-15-R-0031. It would seem an unnecessary inconvenience to have previous customers fill out the forms again for effectively the same project.
Answer: Yes the PPQs received by the Government under Solicitation No. FA5270-15-R-0001 can be considered for Solicitation No FA5270-15-R-0031, however the original PPQ received date will be consider for recency determination.
Question 2: Can Past Performance Evaluation form (DD2626, PPIRS, CCASS, ACASS) be submitted in lieu of a Past Performance Questionnaire? (Solicitation Page 10/ 3 PART III)
Answer: Required submitted documents for this RFP shall be IAW FAR 52.212-1 Instructions to offerors, other submitted documents will not be considered.
Question 3: Please confirm that there will be no perfluorooctane sulfonate (PFOS) related containment nor disposal required under this request for proposal.
Answer: Yes, there will be no PFOS related containment nor disposal required, PWS para 1.1.2 is revised in accordingly.
Question 4: (PWS Appendix B, para2-21.1) Appendix B states that many areas are supervised which infers that they are “monitored". Un-monitored systems require monthly periodic inspections. Monitored systems require only annual inspections. Un-monitored systems, therefore, cost significantly more to accomplish the inspection requirements. UFC 3-601-02 para 2-21.1 defines a monitored system as “A monitored system is a system that transmits trouble alarms to a supervisory unit". From an initial inspection, it is clear that at a minimum. Fire alarm systems at Bolo Point, Tori station and Naha port are not compliant monitored systems and thus the information in Appendix B is incorrect and would lead contractors to incorrectly assume a significantly reduced number of inspections than actually required. Will the Government be revising Appendix B to correctly indicate which systems are “monitored", or is the Government's intention that the monthly inspection be waived, Answer: All fire alarm systems need monthly periodic inspections as Un-monitored systems, PWS para
1.1.2 is revised in accordingly.
Question 5: Price Exhibit Item No. A065 is missing for Naha Port
Answer: The incorrect numbering was located in the Price Exhibit. The prices Exhibit are revised.
Question 6: Potentially water or foam tanks may need to be topped up periodically due to usage, testing or leaking etc. Please confirm that the cost of the material and effort for performing this type of task is one that contractor would provide separate estimates for and would be paid for under CLIN 003.
Answer: All material & Parts procured shall be IAW PWS para 1.3 Approval Parts, to be reimburse on CLIN 0003, 1003 or 2003 Approval Parts.
Question 7: (PWS page12, para 4.12 Special Qualification) It says that “The contractor Shall have a U.S.
qualified fire protection engineer, qualification or License for fire protection system from the national Institute for Certification in Engineering Technologies (NICET) (Level III certification in Fire Alarm System, Inspection and Testing of Water-based Systems, and Special Hazard Suppression System) to certify the inspection, testing, maintenance and repair of fire protection systems”. However, at SF1449 page 11, “Performance Confidence C” qualification requirement seems that U.S Qualifiers fire protection engineer and Qualification or license for fire protection system from the National Institute for Certification in Engineering Technologies)Level III or higher certification). Which license is required on this solicitation? Or required both? Would like you to make is clear.
Answer: The U.S qualified fire protection engineer or License for fire protection system from the National Institute for Certification in Engineering Technologies (NICET)(Level III certification in Fire Alarm Systems, Inspection and testing of Water-Based System, and Special Hazard Suppression System) to certify the inspection testing, maintenance and repair of fire protection systems are required.
Question 8: According to UFC 3-600-02, para 1-8.1.1.3 Local qualifications are valid for fire protection system inspection testing, maintenance, Are local qualifications acceptable for this solicitation?
Answer: UFC 3-601, para1-8.1.1.4 local jurisdiction is referring to any States in the United States, it’s not referring to other local countries. Other local country’s qualifications are not acceptable.
