About this file
This Memorandum for Record (MFR) from the Department of the Air Force, 36th Wing at Andersen Air Force Base in Guam, provides responses to Request for Information (RFI) items for Solicitation Number FA524025Q0041, which concerns a Solar Powered Compact Automated Weather System (CAWS). The document outlines nine key clarifications, including specifications about telemetry (alternative methods are acceptable), delivery timeline (2026 or 90-day delivery are acceptable), support requirements (no 24/7 Guam-hours support needed, customer support during US mainland business hours is fine), and installation details (customers will handle installation, prefer remote training materials).
Critical technical details include flexibility on communication methods, with notes that cell coverage on Guam is volatile and satellite communication would be ideal. The solicitation requires all instruments listed in the Statement of Work (SOW) to be included, specifically mentioning a visibility sensor as mandatory. The external barometric pressure sensor must meet National Wildfire Coordinating Group sensor and data requirements. The document suggests the SOW has been revised, and vendors should ensure their proposals align with the most current version of the requirements.

MEMORANDUM FOR RECORD
FROM: 36 CONS/PKB
SUBJECT: FA524025Q0041 Attachment 4 - Response to RFIs after SOW Revision
REF: Soliciation Number - FA524025Q0041: 36 CONS - 36 OG/OSS Solar Powered Compact Automated Weather System (CAWS)
I. The purpose of this Memorandum for Record (MFR) is to provide responses to Request for
Information (RFI) received in response to the subject solicitation.
II. Request for Information:
1. Is cell strictly mandatory vs. alternative telemetry?
Answer: Alternative telemetry would be fine as long as connection to the system can be made from a distance without hard wiring.
2.Will they accept 2026 delivery for a cell-enabled unit?
Answer: Yes
3.Do they require 24/7/Guam-hours support?
Answer: No
4.Do they want installation + training included?
Answer: All installation will be done by the customers, training on the system would be easiest if there are training materials that can be sent or online method, as we will not be enabling base access to non-DoD members.
5.Pull a high-level estimate for the external barometric pressure sensor development to include as a separate line item.
Answer: External barometric pressure sensor would work as long as it is within the bounds of the National Wildfire Coordinating Group sensor and data requirements.
6.Would customer support only during US mainland business hours that be acceptable?
7.Is there good cell coverage in the area where the stations will be installed?
Answer: Cell coverage on Guam is volatile, an alternate method of system communication via satellite would be ideal.
8.Would 90 day delivery be acceptable?
9.The new SOW calls for a visibility sensor. Is not including a show-stopper?
Answer: Yes, all instruments listed in the SOW need to be included in the offer, however SOW was revised.
