1. DESCRIPTION OF SERVICES

1.1 REQUIREMENTS:

1.1.1 Equipment:

Three (3) integrated Automated Solar Powered Weather System suites designed for robust and reliable meteorological data collection. Each suite must incorporate the following sensors and capabilities:

Capabilities:

- Ceilometer: Accurate measurement of cloud heights.

- Barometer: Atmospheric pressure measurement.

- Temperature/Dew Point Sensor: Measurement of ambient temperature and dew point.

- Wind Sensor: Measurement of wind speed and direction, capable of withstanding winds up to 100 mph.

- Present Weather Detector: Identification and classification of current weather conditions (e.g., rain, snow, fog).

- Rain Gauge: Measurement of precipitation accumulation.

- Visibility Sensor: Measurement of atmospheric visibility.

System Requirements:

- Data Refresh Rate: A minimum data refresh rate of 5 minutes is required.

- Power: Each suite must be powered by a stand-alone solar power system for uninterrupted operation during power outages.

- Data Storage: On-site data storage is required for redundancy and data integrity.

- Connectivity: Secure, encrypted connectivity to an online cloud platform with user authentication is mandatory. This cloud platform must operate on a non-military network.

- Alerting: The system must possess the capability to generate site-specific alerts based on user-defined, editable weather criteria.

- Automated Response: The data from this system must work on an online non-military network, enabling it to react automatically and intelligently to changing weather conditions.

- Warranty: A comprehensive warranty that includes replacement of system components as needed is required to ensure long-term operational reliability.

These features are critical to ensure continuous, real-time weather data collection for accurate forecasting and effective resource protection, particularly during power outages and extreme weather events.

1.1.2 Warranty:

A five-year extended warranty shall be provided with each Automated Solar Powered Weather System with each suite having an individual sensor exchange program thus ensuring that the weather stations are maintained in the best operational condition. The system provider will work with the customer to coordinate scheduling of the sensor exchange, maintain records that identify past sensor exchange activity, and future exchange requirements. Providers will attempt to provide emergency replacement sensors if a sensor breaks down during the five-year extended warranty plan. Providers will provide unlimited telephone support to the customer.

2. GENERAL INFORMATION

2.1 Overview of the Warranty:

The five-year extended warranty plan will cover exchanges of certain weather station sensors with replacement sensors supplied by system provider for each station. Initial and replacement station sensors must meet the current National Wildfire Coordinating Group (NWCG) sensor & data requirements specified in NWCG Publication 426-3 “NWCG Standards for Fire Weather Stations” pages 20-22 at the outset of the planned service. All installation, replacement, and takedown of sensors will be conducted by the customers.

The provider will maintain a record for each station to identify those sensors that require exchange in any given year of the five-year warranty plan.

Weather station sensors pertaining to this warranty plan include:

• Wind Speed

• Wind Direction

• Temperature / Humidity

• Rain Gauge

• Present Weather Detector

• Barometer

2.2 Warranty Coverage

All the station’s sensors will carry the coverage for the five-year warranty period.

2.3 Emergency Replacement Sensors

If a sensor is deemed to be defective during the warranty period, the service provider will attempt to supply an emergency replacement sensor.

2.4 Record Keeping and Reporting

The system provider will maintain a record of past sensor exchanges and future exchange requirements for each station and will also provide a listing of this record to the customer upon shipment of the exchange sensors.

2.5 Customer Support

Customers who experience problems with some, one, or all weather stations will have access to a call center to speak with member of the system providers to troubleshoot or begin the process of replacing the part. System provider will provide direct contact information upon customers request and update customer if contact information changes.
