SUBJECT: FA524025Q0041 Attachment 3 - Response to RFIs

REF: Soliciation Number - FA524025Q0041: 36 CONS - 36 OG/OSS Solar Powered Compact Automated Weather System (CAWS)

I. The purpose of this Memorandum for Record (MFR) is to provide responses to Request for

Information (RFI) received in response to the subject solicitation.

II. Request for Information:

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: This is a new requirement.

2. In SOW paragraph 1.1.1 the following equipment is included in the capabilities:

ceilometer, barometer, temperature/dew point, wind sensor, present weather detector, rain gauge, and visibility sensor. In paragraph 2.1 regarding the warranty, only a subset of these capabilities are described as being covered under the warranty: wind sensor, temperature/dew point, rain gauge, present weather detector, and barometer. Is the intent for the warranty to only cover some of the supplied equipment? Or should the warranty cover all delivered equipment?

Answer: The Warranty should cover all equipment.

3. SOW Paragraph 2.3 states “If a sensor is deemed to be defective during the warranty period, the service provider will attempt to supply an emergency replacement sensor.”

a. How quickly is the service provider expected to deliver the replacement sensor?

Answer: With shipping times highly variable to Guam, the parts are expected to be shipped by the service provider within one week of notification, delivery times will vary.

b. Is the service provider responsible for all shipping/freight costs associated with sensor exchanges?

Answer: Yes, service provider will ship the new sensor and appropriate shipping label to use for the exchange.

c. Was it the Government’s intent to write “…the service provider shall supply an emergency replacement sensor.” ? The current language “…will attempt to supply…” appears to leave an opening for a service provider to fail to supply a sensor without a clear penalty.

Answer: Yes, the verbiage should be “service provider shall supply emergency an replacement sensor.”

4. SOW Paragaph 2.5 Customer Support: what hours shall the vendor have phone support available? Do they need to align with business hours in Guam?

Answer: 24/7 customer support is preferred, at the very least they need to align with Guam business hours 0800-1700L Chamorro Standard Time.

5. SOW Paragraph 2.1 states that sensor and data requirements are specified in NWC Publication 426-3 pages 20-22. Can you confirm that pages 20-22 are the only pages of this standard that apply to this solicitation?

Answer: The data requirements will come from pages 20-24 of NWC Publication 426-3 2019 version.

6. SOW Paragraph 1.1.1 System Requirements implies that mains power (110 VAC) will be available and that the solar equipment will server as a backup. Can you confirm that this is the case?

Answer: Each system must be able to function through solely solar power, due to the extended blackout periods experienced on Guam.

7. Is the vendor expected to supply the internet/cloud connectivity for the system (e.g.

satellite, 5G, etc.) or will the Government provide commercial internet service to the equipment?

Answer: The vendor is expected to supply the internet/cloud connectivity for the equipment.

8. Are there any display requirements outside of the commercial cloud platform? For example, should a local workstation be provided? If so, how far away from the sensor site will the display be located?

Answer: No workstation requirement, the weather technicians will access the commercial cloud platform on non-DoD workstations from their workplace.

9. Will these sensor suites be permanently located in fixed locations or does the Government expect to move them?

Answer: These systems are designated for specific areas, though exact placement must be flexible for airfield requirements. The ability to tear down and move the systems is required.

10. Is the vendor expected to provide all required mounting hardware (e.g. poles/masts, etc.)?

If so, can the Government provide information about the surfaces these systems will be installed on? (e.g. grass field, concrete, etc.)

Answer: Mounting hardware is expected from the vendor, grass is the expected surface for installation.
