About this file
This document is a Request for Information (RFI) and Responses that clarifies technical requirements and specifications for a vehicle rental contract.
The requirement calls for the delivery of two vehicles to 82 Northbourne Ave, Braddon, ACT 2612, Australia within seven calendar days from contract award: one 8-15 passenger van and one cargo van. Vehicles must be current or prior year models with less than 40,000 kilometers to be technically acceptable, replacing the original six-month age requirement. Vehicle dimensions may vary approximately 1% from specifications to accommodate current industry standards. Four-door sedans exceeding the specified 4,375 mm length are considered acceptable if the body style requirement is met. Passenger vans require all seats to have seat belts, though 3-point belts are not strictly mandatory. A space-saver wheel in exceptional condition is acceptable for spare tires, with a full-size tire replacement required within 24 hours. Vans must have a minimum 2,143 cc engine displacement unless current industry standards reflect smaller displacements while meeting the current or prior year model requirement, in which case the model year requirement takes precedence. The cargo van must provide a minimum of 6.0 cubic meters of cargo space.
Regarding insurance and payment terms, comprehensive insurance with a $1,000 excess minimum is required to cover third-party incidents at no fault of the Government; the Government assumes responsibility for damages caused by government fault. Unit prices and total prices must be all-inclusive of any credit card fees, surcharges, or processing fees, with Government-Wide Purchase Card (GPC) as the primary payment method and Electronic Funds Transfer (EFT) via Web-based Automated Vendor Interface (WAWF) as a secondary option. Bidders may include subcontractors and local partners to meet requirements, provided all Statement of Work specifications are satisfied.

RFI and Reponses
• Could you please confirm whether the requirement for vehicles to be less than six
(6) months old is mandatory for technical acceptability, or if newer model vehicles in-excellent condition (but exceeding six months in age) may be considered acceptable?
To adjust for the market, current or prior year models with less than 40,000 km are acceptable. Attachment 01 – SOW has been revised to reflect this change.
• There appears to be a requirement inconsistency. The SOW says you need 1 8–15 passenger van and 1 cargo van. But the CLIN schedule in the RFQ appears to list two cargo vans instead of one passenger van and one cargo van. Can you please confirm the requirement.
Only 1 x 8-15 PAX Van and 1 Cargo van are required. SOW and RFQ has been revised to reflect.
• What date are the vehicles required for delivery to 82 Northbourne Ave, Braddon, ACT 2612, Australia.
Vehicles must be delivered to specified location within 7 calendar days from contract award date. The SOW has been revised to reflect this requirement.
• Can a US Headquartered business with a UAE Global Operations Office and Philippines Logistics Hub managing live Pacific DoD vehicle lease contracts bid with the support of a local fleet operator partner?
Yes, if the requirements specified in the Statement of Work are met. It is up to your discretion on how you meet those requirements.
• Can you clarify if all seats on the passenger van require 3-point seat belts?
All seats must have a seat belt. However, there is no strict requirement on it being specifically a 3-point.
• In order to allow bidders to offer the Government Best Value would it be possible for the dimensions to be approx. 1% different from those specified to account for the latest vehicle models?
Yes, this is authorized and the US Government will allow. Most importantly vehicles must be similar to the dimensions while meeting the requirements of “a. Model” specification.
• Regarding Appendix Item 2b – Sedan Dimensions and Body Style The Appendix lists a minimum overall length for the sedans of 4375 mm or similar. However, most standard Australian-market 4-door sedans (e.g., Toyota Corolla Sedan) measure approximately 4630 mm, whereas the 4375 mm dimension listed aligns more closely with smaller "Hatchback" models. Can the Government confirm that the "Four Door Sedan" body style specified in Section 1.1 and the Appendix (Item 1) is the mandatory primary requirement for Technical Acceptability? Furthermore, will the Government confirm that vehicles exceeding the 4375 mm length to fulfill the "Four Door Sedan" requirement are considered "similar" and technically acceptable?
The US Government confirms this is considered similar and technically acceptable to allow for flexibility in current industry standards. The SOW has been revised to reflect this language.
• Regarding Section 1.5 – Full-Size Spare Tire Requirement SOW Section 1.5 states: "A full-size spare tire must be in all the vehicles and be in exceptional condition". Many modern vehicles are factory-equipped only with temporary "space-saver" wheels or repair kits. Can the Government confirm that any vehicle provided with a space-saver wheel or a repair kit in lieu of a full-size spare will be deemed Technically Unacceptable
A “space-saver” wheel in exceptional condition will be considered technically acceptable. A full-size tire replacement must be issued to the vehicle within a 24-hour period.
• Regarding Appendix – Van Engine Displacement The Appendix specifies a Minimum 2143 cc engine displacement for the Passenger and Cargo Vans. Will the Government confirm that vehicles with smaller engine displacements will be deemed Technically Unacceptable for failing to meet this minimum threshold?
Yes, the US Government will deem a smaller engine displacement Technically Unacceptable unless proof that current industry standards reflect this displacement while meeting the “current or prior year model” requirement is not possible. The “current or prior year model” requirement will take precedence.
• Regarding Amendment 04 – Payment Processing Amendment 04 indicates that payment will be processed via Government-Wide Purchase Card (GPC). Can the Government confirm that the quoted Unit Price must be all-inclusive and that no additional credit card surcharges or processing fees may be added to the monthly invoice?
The US Government confirms that Unit Price and Total price must be all-inclusive to account for any credit card fees, surcharges, or processing fees. GPC will be the primary payment method, with EFT via WAWF being a secondary option.
• Under Registrations (1.1.1), it notes that comprehensive insurance should carry an excess of $1,000. However, clause 3 states that the government is responsible for any loss or damage to the rental vehicles. Could you please clarify whether comprehensive insurance with a $1,000 excess is required in this instance? All vehicles are covered under our Motor Vehicle insurance; however, if an incident occurs due to the government’s fault, will the government be responsible for covering those costs?
The $1,000 comprehensive insurance requirement establishes the minimum coverage maintained on all rental vehicles. Its intent is for third-party incidents at no fault of the Government. Clause 3 applies to Government caused damages in which the Government will accept responsibility.
• Is there a minimum cargo space required for the cargo van?
Cargo space must be minimum of 6.0 cubic meters.
