About this file

This is a Questions and Answers document for a federal CCTV system installation contract. The document clarifies technical specifications, scheduling requirements, and regulatory compliance for offerors responding to the RFQ.

Quotations are due August 14, 2026, at 1:00 PM HST, with site visit attendance on August 5 optional. The contractor must propose the necessary number of cameras and their placement to cover specified areas, with camera resolution ranging between 1080P/2MP and 4K/8MP depending on location. Frame-per-second rates will vary by camera location between 15-30 fps rather than the initially stated 40 fps. The system requires 90 days minimum retention capacity supporting combined continuous and motion-based recording with RAID 1 redundancy. All cameras must be mounted on internal building walls only, not hangar frames. The contractor will be responsible for removing and disposing of the previous CCTV system. The system must be completely air-gapped with no network connectivity, cloud functionality, or remote access permitted. Work is estimated to start immediately upon award with completion required within 21 duty days and invoice submission within 48 hours of project completion. Existing cabling, conduit, power supplies, and mounting hardware may be reused if verified to be working properly after testing. The NVR/server location has been identified in the updated CCTV Area of Coverage attachment, and existing monitors may be utilized if they integrate with the new system. Required cybersecurity certifications include NDAA compliance (Section 889), TAA compliance, and FIPS encryption certification, with no mandatory manufacturer, VMS platform, or ONVIF compatibility requirements. FAR 52.219-14 and DFARS 252.217-7027 are not applicable to this acquisition.
