About this file
This is a Questions and Answers document addressing clarifications on a federal pallet racking system solicitation for Joint Base Pearl Harbor Hickam, Oahu, Hawaii.
The Government requires one continuous heavy-duty pallet racking storage system consisting of one starter unit and four add-on units (five total bays) with a total system length of 56 feet (672 inches). The system must accommodate three 144-inch bays and two 120-inch bays with two beam levels. Wire decking with a minimum 3,500 lb per-panel load capacity is required; the Government accepts engineered layouts with different deck sizes and counts if the system meets or exceeds load capacity and safety requirements. The beam capacity requirement is 7,000 lbs per bay. Regarding decking specifications, offerors may propose properly sized installed decks (approximately 26 total) rather than the originally specified 44 uniform 58" W × 48" D panels. Pricing should quote one complete continuous rack run and one installation (CLIN 0001 and CLIN 0002 at 1 EA each). Installation and freight costs must be included as FOB Destination. The facility is a single-story warehouse with 24-foot wide roll-up doors and no loading dock; the racking system must be secured to the floor using standard wedge anchors. No sealed drawings or permit submittals are required. Installation personnel must have sufficient experience with the system but no specific manufacturer certification is mandated. PE-stamped seismic calculations are mandatory for the Hawaii installation location and must be included in the bid. The Government will consider extended delivery lead times beyond the standard 45-day requirement to accommodate seismic calculations and special-order materials.

Questions & Answers
Quantity issues: The correct quantity of heavy duty pallet rack units is 5 instead of 4. The salient characteristics document reflects this correctly as one starter unit and 4 additional units added
on. The total length of the pallet rack system would be 56’ (672”), the layout is listed in Attachment 4 – Warehouse Floor Layout.
1. Attachment 1 (Salient Characteristics) lists 44 wire decks, approximately 58 inches wide by 48 inches deep. Based on the stated configuration—three 144-inch bays and two 120-inch bays with two beam levels—the proposed layout would use:
o 18 decks approximately 46 inches wide by 48 inches deep for the 144-inch bays; and o 8 decks approximately 58 inches wide by 48 inches deep for the 120-inch bays;
o 26 installed decks total.
44 wire decking approximately 58” Width x 48” Depth fits the 10’ load beams
(2 per level) for a total of 8 wire decks in the 10’ bays. However, that size wire decking would only fit 2EA on the 12’ load beams leaving a 28” gap. The correct quantity of heavy duty pallet rack units is 5 instead of 4.
A normal sized wire decking for a 12’ load beam would be 3EA per level at 46” wide x 48” in depth for a total of 18 wire decks for the 12’ load beams.
• Attachment 1 requires 44 each wire decks, approximately 58” W x 48” D, with a minimum 3,500 lb capacity. Industry feedback indicates the requested deck count and uniform deck size may not match the listed combination of 120-inch and 144-inch beam sections. Will the Government accept an engineered wire deck layout with different deck sizes/counts if the rack system still meets or exceeds the required load capacity and safety requirements? YES
• The solicitation specifies wire decking measuring 58" W × 48" D. Could you please confirm that this is the required size? If adjustments are acceptable to match the final pallet rack dimensions, please advise. Additionally, please confirm that the total required quantity is 44 pieces. The correct quantity of heavy duty pallet rack units is 5 instead of 4.
• Attachment 1 describes a continuous interlocking bay run of one (1) Starter Unit and four (4) Add-On Units — five (5) total rack bays — but the Itemized Pricing Table lists
CLIN 0001 (Pallet Storage Rack System) and CLIN 0002 (Installation) at 4 EA each. Please confirm the required configuration and how the 4 EA quantities should be interpreted for pricing purposes. The correct quantity of heavy duty pallet rack units is 5 instead of
4. The CLINS were changed to reflect 1 EA Pallet Racking Storage System and 1 EA installation. Please see the RFQ Combo Pallet Racking System document that reflects this change.
2. Section 7 lists CLIN 0001, Pallet Storage Rack System, as quantity 4 EA, and CLIN
0002, Installation, as quantity 4 EA. However, Attachment 1 describes one continuous interlocking run consisting of one starter unit and four add-on units.
Should offerors quote:
o One complete continuous rack run and one installation; or o Four complete rack runs and four installations? Please quote one continuous rack run and one installation. This change is reflected in the RFQ Combo Pallet Racking System document.
3. Please confirm whether the Government requires: The correct quantity of heavy duty pallet rack units is 5 instead of 4. This answer was repeated as we believe the quantity discrepancy is the main confusion for the wire decking amounts and dimensions.
o 26 properly sized installed decks;
o 44 total decks, with the remaining 18 supplied loose as spares; or o A different decking layout or quantity.
Location:
Please provide a drawing or more details about the facility the racking will be installed.
- Is there a loading dock? NO
- Single story facility? YES. There are 24’ wide doors that roll up from the ground.
The picture shown below references the warehouse floor layout.
- Are any stairs involved? NO
- Does the racking system need to be secured to the walls/floors? YES, to the floor (example: standard wedge anchors)
Warehouse Floor Layout
1. Could you please confirm the project/installation location? Joint Base Pearl Harbor Hickam, Oahu Hawaii.
Certifications:
The solicitation states installation must be completed by "certified operators." Could you clarify what specific certifications or credentials are required for the installers performing the on-site assembly and anchoring? For example, is a specific manufacturer certification required, a general industrial rigging/installation certification, or simply demonstrated experience with this type of system? No specific certification is needed. Just personnel with enough experience in the system to perform work correctly and safely.
Load Capacity:
Please confirm that the 3,500-pound load capacity requirement applies to each individual wire deck panel rather than the combined capacity of the decking on each shelf level. Yes, the wire decking load capacity shall be 3,500 lbs.
Could you please confirm the pallet dimensions and the maximum loaded pallet weight that the racking system will be required to support? H-10515 7000 LBS Two-shelf HD Pallet Rack Starter Unit 144”L X 48”W X 144”H. The Beam Capacity shall be 7,000 lbs
The capacities section mentions 7000# per unit. Please clarify that this wasn't per level? If so, in order to quote the correct beams and uprights, how much weight per level do you anticipate?
The Beam Capacity shall be 7,000 lbs
- The solicitation specifies a 7,000 lb load capacity. Could you please confirm whether this capacity applies to each complete bay/unit or to each individual shelf/beam level? Yes, each bay. The beam capacity shall be 7,000 lbs
Instructions:
- Are sealed drawings, permit documents, or code-compliance submittals required before installation? No.
- Please confirm whether offerors must include installation and freight in the quoted price as FOB Destination. Yes, complete installation and freight to be included. This was listed in the Combo solicitation document under 7. Itemized Pricing Table, CLIN 0002.
- Are there any specific finish or color requirements for the pallet racking system? No
Seismic:
1. Due to the JBPHH/Hawaii installation location, are PE stamped seismic calculations required for the pallet racking system? "Yes, seismic calculations are mandatory, and you must include them in your bid."
2. The RFQ requires delivery within 45 calendar days after award. If seismic-calculated/special-order rack material is required for Hawaii, will the Government consider a longer delivery lead time, or is the 45-day delivery requirement mandatory?
YES a longer lead time delivery can be considered for vendor to get seismic calculations for the PE stamp, or special order rack material.
