5. Evaluation Criteria IAW FAR 52.212-2 and 13.106-1(a)(2)
The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition, in addition to the following Addenda:
Addendum, FAR 52.212-2, Evaluation - Commercial Items, is hereby tailored as follows:
The Government will award a single firm-fixed price (FFP) definitive contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Best Value will be based on a Lowest Price Technically Acceptable (LPTA) approach. For this RFP, best value means a single award shall be made to the responsible contractor whose proposed technical approach is technically acceptable, proposes the lowest total price, and has an acceptable performance schedule. The following two (2) factors shall be used to evaluate proposals:
1. Technical Capability. Provide a draft planting plan that directly addresses each area of the scope outlined in the Performance Work Statement (PWS), accompanied by rationale justifying plant selections and proposed layouts and methodologies. The draft planting plan shall demonstrate the offeror’s understanding of and capability to meet all the performance requirements of the subject PWS.
a. Page Limit: 15 pages, standard 8.5x11 page size, font size no smaller than 10 pt. Cover page and table of contents excepted from page limit/count.
No additional “credit” can be given for exceeding established standards.
The Government technical evaluation team shall evaluate the technical proposals on a pass/fail basis, based upon meeting the services required IAW attached PWS, assigning ratings of Acceptable or Unacceptable.
Rating Description
Acceptable The proposal meets the requirements of the solicitation.
Unacceptable The proposal does not meet the requirements of the solicitation.
1.1 This factor is met when the offeror’s proposed draft planting plan demonstrates an acceptable comprehensive approach to provide all required landscape-related tasks as outlined in PWS Section 2.
2. Price (Submit one copy of Attachment 2). All unit prices provided shall be rounded to the nearest dollar. Fill in the Unit Price for each CLIN. On the Basis of Estimate (BOE) tab, enter price element supporting information. Provide a comprehensive BOE that justifies all proposed prices, demonstrating a thorough understanding of the requirements and sound price estimation. Identify any discounts provided to the Government in the notes section(s) of the attachment.
2.1 The price information submitted in each offeror’s price proposal will be evaluated to determine if proposed prices are fair and reasonable IAW the proposal analysis techniques described at FAR 15.404-1 based on each offeror’s proposed draft planting plan. The price proposed shall correspond to the requirements of the PWS. A contract will not be awarded to an offeror whose price is not determined to be fair and reasonable.
Only those proposals determined to be technically acceptable will be evaluated on price.
Proposals will be evaluated for technical acceptability in order from lowest proposed price to highest price. When the government has evaluated two proposals as technically acceptable and reaches adequate price competition the government will award to the lowest price technically acceptable proposal evaluated. If the proposal received is determined to be unacceptable, the vendor will be excluded from competition and will not be considered for award. Only those proposals determined to be technically acceptable, either initially or as a result of any clarification exchanges, will be considered for award. However, Offerors are reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without any clarification exchanges.
Award shall be made only to contractors who are registered in the System for Award Management (SAM) website. Contractor also needs to be registered with Online Representations and Certifications electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/port
