About this file

This file is a Questions and Answers (Q&A) document for a landscaping and beautification project at Bellows Air Force Station (BAFS) in Hawaii. The solicitation (FA521525R0017) is a new requirement with a rough order of magnitude budget between $500,000 and $1,000,000, seeking a contractor to design and execute comprehensive landscaping work. Key project elements include removing approximately 30 tree stumps, installing a 50-foot rock wall, creating a walking path, planting various trees and shrubs, and potentially implementing an irrigation system.

The project requires a site visit, cultural monitoring, and coordination with base security. The period of performance is less than 365 days from award, with weekend work permitted. Proposals are due by 1:00 PM HST on 10 Sep 2025, and the government has determined some aspects (rock wall and walking path) now constitute construction in addition to services. Base access will be coordinated through the DBIDS investigative system, with a 3-ton weight limit for the main gate bridge. The contracting agency is the Department of the Air Force Pacific Air Forces, and the work will be performed at Bellows Air Force Station in Waimanalo, Hawaii.

N/AN/AWhat is the expected work schedule and period of performance? Is weekend work available? The work schedule and total period of performance will be defined/proposed by the contractor in their planting plan. The total period of performance shall be less than 365 days from date of award. Weekend work is available. After award, the proposed work schedule will be coordinated with the Government Contracting Officer Representative (COR).
N/AN/AWhat are the installation access requirements after award?Base access will be coordinated with the Government COR via the same B180 form that was utilized for the solicitation site visit. The Government COR and Contracting Officer have no control over access approval or disapproval decisions made by Security Forces. Note, BAFS Security Forces recently implemented DBIDS as their investigative system, which is the same system used by Joint Base Pearl Harbor Hickam Security Forces.
N/AN/AWhat is the weight limit for the main gate bridge?3 Tons. If a truck or vehicle exceeds this weight limit, the vehicle will need to be escorted by Security Forces through the side/back gate. Additionally, there may be ongoing construction of the main gate bridge that may reroute vehicles within the weight limit as well. Both isntances will be coordinated with the COR.
PWS3.3Is there an area we can use for staging materials?A section of the flight line will be available for staging materials. Dirt and other materials may either be on the ground or in bins according to contractor preference. Typically this is just cordoned off with cones and rope, so it is the contractor's responsibility if further security or safeguarding of materials is desired.
PWS2.6Is there a current irrigation system to tap into? No, there is no current irrigation system. There are available water lines/sources. Government will provide water and utilities maps with this solicitation notice. Additionally, the Government requests consideration of low maintenance post-service care for plant species proposals in the post-award planting plan.
PWS2.6Does the Government require irrigation timers? The Government does not require them, but they may be proposed in vendors' technical approaches. If included, the Government recommends reviewing the utility/electical map to be provided with this solicitation notice ASAP. If included, the timers may be battery powered.
PWS2.6Is the irrigation system required to service other vegetation and plants? No, the irrigation system is only required for the newly planted areas in accordance with (IAW) the PWS. However, if the contractor identifies nearby areas they can easily irrigate in addition to the required areas, this may be assessed after award during the approval process of the planting plan.
PWS2.1What does the stump removal include? Is it definitely 30 stumps? Does the requirement include cutting down of any additional trees? The Government requires grinding and removal of various stumps remaining from cut down trees. These stumps will be marked prior to performance. There may be less than 30 stumps, but should not be more than 30. There is no requirement for the cutting down of new/additional trees. See added reference photo from the site visit, RFP Attachment 6_Tree Stump Example.
PWS2.4.1.2Is the walking path required to be ADA compliant? The Government would like the vendor to consider ADA compliant slope of the walkway, but will likely not require hand rails. For example, if the absence of hand rails disqualifies the walkway from being ADA compliant, the Government would request consideration of other ADA compliant factors though full compliance might not be met. The idea is that the walking path will lead to a future-effort gazebo to be utilized for weddings.
PWS2.2.1Is there a water source nearby the Large Banyan Tree location?Yes, there is a water valve and/or line that can be accessed. Reference the water map to be provided with this solicitation notice ASAP. The exact location of the Banyan Tree may be revised during the execution of the planting plan as required to adjust to the approved irrigation system. Handwatering may also be an option, but irrigation is preferred. The Government will rely heavily on contractor input for the after care of the Banyan Tree.
PWS2.2.1Does the Banyan Tree require root barriers?Yes.
PWS2.5What is the intent behind the rock wall? The rock wall will be a visual indication of the military installation access point. The rock wall shall not go into the beach. The dune will need to be leveled for the wall to remain at a uniform ~3 feet in height and then slope down towards the beach for Security Forces visibility from the gate post. The required planting shall include plants at a height that does not obstruct view, being shorter in height than the wall.
PWS2.5What is required for the removal of the sand in front of and behind the rock wall?Answer pending further customer review. Note, the rock wall requirement will require further coordination of the planting plan approval with additional stakeholders for final approval after award. Therefore, RFP Amendment 0001 incorporated a breakout of the CLIN structure.

UPDATED ANSWER (28AUG25): Any sand removed can simply be relocated behind the wall. This sand will be relocated as needed by Government personnel. All other materials (stumps, wood, other shrubs, etc) shall be removed by the contractor IAW the PWS.

PWS2.5Is irrigation required for the rock wall vegetation? No, the irrigation will be added using internal resources at a later date for this section.
PWS2.5Does the wall need to have lights and electrical wiring? No, all that is required is about 1 inch electical conduit along the backside of the wall for the Government to line and add a security camera at the end of the wall in the future.
PWS2.5How deep does the rock wall need to be underground for stability? The Government requires contractor expertise and input. This shall be specified and approved in the planting plan.
N/AN/AWill the contractor be held responsible for any damage to planted areas caused by wild pigs on the installation? No, the contractor will not be held liable, BAFS is responsible for protecting the grounds from wildlife.
N/AN/AIs the requirement considered construction or services?Prior to the site visit, the Government considered this requirement services only. However, due to the questions asked and discussion of potential technical approaches, especially concerning the rock wall (PWS 2.5) and walking path (PWS 2.4.1.2), the Government has since determined those two areas of scope to be construction. Therefore, the RFP has been amended to include applicable construction clauses and wage determinations.
N/AN/AOur team is curious if there is a set threshold budget for this project so we can avoid going over that budget?IAW FAR 36.204, the Government can only provide the rough order of magnitude of: Between $500,000 and $1,000,000.
RFP LetterSection 5What is actually required for proposal submission, and how will it be evaluated?See the revised RFP letter issued with amendment 0001. Revised and added language is highlighted yellow. The proposal instructions and evaluation criteria language have been updated to clearly identify submission material and how the Government will evaluate. However, further questions regarding this revised language is welcome prior to the extended questions due date, 29 August 2025.
