5. Evaluation Criteria IAW FAR 52.212-2 and 13.106-1(a)(2)
The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition, in addition to the following Addenda:
Addendum, FAR 52.212-2, Evaluation - Commercial Items, is hereby tailored as follows:
The Government will award a single firm-fixed price (FFP) definitive contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Best Value will be based on a Lowest Price Technically Acceptable (LPTA) approach. For this RFP, best value means a single award shall be made to the responsible contractor whose products are technically acceptable, proposes the lowest total price, and has an acceptable performance schedule. The following two (2) factors shall be used to evaluate proposals:
1. Technical capability of the services proposed to meet the Government’s requirement (Submit one copy).
No additional “credit” can be given for exceeding established standards. Vendors are highly encouraged to submit commercial product literature, which represents the specifications of proposed items.
The Government technical evaluation team shall evaluate the technical proposals on a pass/fail basis, based upon meeting the services required IAW attached PWS, assigning ratings of Acceptable or Unacceptable.
Rating Description
Acceptable The proposal clearly meets the requirements of the solicitation.
Unacceptable The proposal does not clearly meet the requirements of the solicitation.
2. Price (Submit one copy of Attachment 2). All unit prices provided shall be rounded to the nearest dollar. Fill in the Unit Price for each CLIN. On the Basis of Estimate (BOE) tab, enter price element supporting information. Provide a comprehensive BOE that justifies all proposed costs, demonstrating a thorough understanding of the requirements and sound cost estimation.
Only those proposals determined to be technically acceptable will be evaluated on price.
Proposals will be evaluated for technical acceptability in order from lowest proposed price to highest price. When the government has evaluated two proposals as technically acceptable and reaches adequate price competition the government will award to the lowest price technically acceptable proposal evaluated. If the proposal received is determined to be unacceptable, the vendor will be excluded from competition and will not be considered for award. Only those proposals determined to be technically acceptable, either initially or as a result of any clarification exchanges, will be considered for award. However, Offerors are reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without any clarification exchanges.
Award shall be made only to contractors who are registered in the System for Award Management (SAM) website. Contractor also needs to be registered with Online Representations and Certifications electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/port
Proposals shall not exceed the following page limitations.
a. Technical Capability: 5 pages, not to include a cover sheet.
b. Price: Attachment 2, Price Spreadsheet
c. Completed clauses and provisions document (see Attachment 5). This may be completed in SAM.gov.
