SECTION 1: DESCRIPTION OF SERVICES

1.0 Introduction

The Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) is a regional study, conference, and research center whose mission is to enhance cooperation and build relationships through mutual understanding and study of comprehensive security issues among military and civilian representatives of the United States and other Asia-Pacific nations. The Center provides a focal point where national officials, decision-makers, and policymakers can gather to exchange ideas, explore pressing issues and achieve a greater understanding of the challenges that shape the security environment of the Asia-Pacific region. Its focus is on the increasingly complex interrelationships of the military, economic, political, and diplomatic policies relevant to regional security issues.

1.1 Scope

The Contractor shall provide all qualified personnel, management, supervision, and all other items and services necessary to deliver Visual Information Services for the DKI APCSS. Primarily, the work performed by these functions is to produce graphics, digital media, audiovisual, video conferencing, and technical services in preparation for, support during, and after-action evaluations of

Workshops/Seminars, courses, and events offered by DKI APCSS. The Contractor will also deliver technical services and products related to graphic arts and other visual services supporting DKI APCSS operations outside of scheduled activities. The Contractor will provide support and services for events as small as one-to-one meetings (e.g. Distinguished Visitors) up to Short Course support (e.g. Indo-Pacific

Orientation Course (IPOC)) for up to 300 Fellows. See Appendix 1 title for more information.

1.2 Work Order Control

The Information Service Department (ISD) maintains the IT Service Management (ITSM) tool. The ITSM tool is the official work order request form used to generate requests for products or services which the contractor is required to provide in accordance with this PWS. All work shall be based on a valid and correctly completed and approved work order, which will be initiated by the requester prior to the information being entered into a work order database. The product work count shall be the quantity/number of finished products delivered to the customer, not including the waste used to generate the final product.

The Contractor shall provide a working-level Task Lead or equivalent. The contractor team lead shall perform quality control on completed products to ensure they conform to the quality control plan as defined in paragraph 5.0 and meet the customer requirements. If products do not meet customer requirements, the Contractor is required to re-accomplish the work order. The Contractor shall ensure the stability and continuity of the workforce, maintaining an adequate workforce for the uninterrupted performance of all tasks defined within this contract.

SECTION 2: GENERAL INFORMATION

2.0 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the

Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to or prepare work schedules for individual contractor employees. It shall be the responsibility of the

Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.

2.1 Business Relations

The Contractor shall successfully integrate and coordinate all activities needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification and resolution. The Contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The Contractor shall seek to ensure customer satisfaction while enforcing professional and ethical behavior of all contractor personnel.

2.2 Contract Administration and Management

The following subsections specify requirements for the contract, management, and personnel administration.

2.2.1 Contract Administration

The Contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The Contractor shall respond to Government requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and Contractor personnel assigned to support this contract. Daily operations, as detailed in Section 3, will be coordinated between the Contractor and the Chief of Customer Service Division, DKI APCSS, or

Contracting Officer Representative (COR). The Contractor will comply with applicable Defense

Information Systems Agency (DISA) requirements.

2.2.2 Contract Management

The Contractor shall establish clear organizational lines of authority and responsibility to ensure the effective management of the resources assigned to the requirement. The Contractor must maintain continuity between the support operations at DKI APCSS and the Contractor's corporate offices.

2.2.3 Personnel Administration

The Contractor shall provide the following management and support as required. The Contractor shall provide for an alternate work location for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. Any contractor travel costs will not be reimbursed by the Government. The Contractor shall provide necessary infrastructure to support contract tasks.

2.3 Subcontract Management

The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime Contractor will manage work distribution to ensure there is no

Organizational Conflict of Interest (OCI) considerations. The Contractor may add subcontractors to their team after notification to the PCO or COR.

2.4 Personnel

The Contractor shall not provide any persons for work on this contract who are identified to the

Contractor by the CO as a potential threat to the safety, security, or operational mission of the installation and its population.

The Contractor shall ensure personnel maintaining equipment identified in this PWS are qualified to the applicable manufacturer or industry standards.

The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest.

Personnel shall present a neat appearance and be easily recognized as employees. This shall be accomplished by the wearing of approved badges that shall contain, at a minimum, the company name and employee name. Badges shall be of sufficient size and shall be worn by employees in such a standardized manner as clearly visible, reference paragraph titled "Passes and Badges" of this PWS.

2.5 Location and Hours of Work

The accomplishment of the tasks contained in this PWS may require work to be performed on-site at the

Government facility, at DKI APCSS located at 2058 Maluhia Road, Honolulu, Hawaii 96815-1949, and at other possible locations may be designated as the place of duty for the day. Work from alternate locations and/or telework may be approved by the COR during an emergency or reduced operations.

Contractor employees under this contract shall observe all Federal Holidays. On occasion, short-term situations may require performance outside of typical duty hour schedules. The Contractor must ensure it can provide for this type of flexibility and obtain coordination from the COR prior to commencement of work.

DKI APCSS follows the Federal Government schedule for holidays provided during each work year. The holidays recognized by the Federal Government are New Year's Day, Dr. Martin Luther King Jr's Birthday, Presidents Day, Memorial Day, Juneteenth, Independence Day, and Labor Day, Columbus Day, Veteran's

Day, Thanksgiving Day, and Christmas Day. If any of the holidays falls on a Saturday, it shall be observed on the preceding Friday. Holidays falling on a Sunday shall be observed on the following Monday.

In general, there are three (3) scenarios for task accomplishment. 1) On-Site Event Support 2) On-Site

Operations/Maintenance 3) Remote Support

2.5.1 On-Site Event Support

Location: Tasks associated with on-site events require the contractor to be physically present at the

Center or specified place of duty. Events include but are not limited to Courses, Workshops, Dialogues, and Visits. The tasks are focused on delivering a positive experience for participants (Fellows, Visitors, Staff, and Faculty). These tasks include camera operation, in-person event support (computer, peripherals, accounts/access), and video teleconferencing to reach a virtual audience.

Work Hours: On-Site Event Support typically occurs during the duty hours of 0730-1630 Hawaii Standard

Time (HST) for Courses (https://apcss.org/courses/). Events with less than 40 contact hours may shift to accommodate a wider global audience but predominantly occur within the identified typical duty hours.

2.5.2 On-Site Operations/Maintenance

Location: Tasks associated with On-Site operations/maintenance require physical access to systems and services at the Center. Regular maintenance to hardware/software requires touch labor to be performed correctly.

Work Hours: There are no specified work hours for On-Site Operations/Maintenance; however, these types of disruptions to systems/services which are operated, performed, or maintained by the contractor under this contract should be scheduled in coordination with the COR, for performance at times outside of typical duty hours, or during a scheduled maintenance window.

2.5.3 Remote Support

Location: The pandemic challenged many of our business models. Some of the systems and services used to accomplish tasks are accessible remotely and do not require the contractor to be physically present at the Center. An example of this is graphic design for a course. The systems used for the design can be accessed remotely; however, some tasks will often require physical access to systems (e.g., printers) at the Center. It is acceptable for the contractor to remotely support Virtual Events if the contractor ensures no degradation or lapse occurs in the support required by the contract.

Work Hours: There are no specified work hours for Remote Support. Remote Support for Events will occur during the scheduled event times.

2.5.4 On-call Point of Contact During Outside of Typical Duty Hours The Contractor shall establish an on-call point of contact to provide emergency support outside of typical duty hours. A Center provided cellular phone for use outside typical duty hours shall be optional at the discretion of the DKI APCSS COR.

2.6 Service Contract Reporting

The Contractor shall report ALL contractor labor hours (including subcontractor labor hours), if applicable, for the performance of services provided under this contract for the DKI APCSS via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: https://www.sam.gov/content/entity-reporting. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs

October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at https://www.sam.gov.

2.7 Copyright

Copyrighted material will not be reproduced in any way, including scanning, without prior written consent from the copyright owner. A copy of the consent must be retained. Questions regarding copyright should be referred to the Chief of Information Service Department, DKI APCSS.

SECTION 3: PERFORMANCE REQUIREMENTS

3.1 Disciplines and Specialties

The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract. Personnel must know, understand and be able to apply the concepts, theories, and tasks associated with information services support and possess the required multimedia skills, knowledge, and ability to operate and maintain all equipment associated with information services to include Audio Visual Services, Visual Information Services, VTC (Video Teleconferencing), System

Administration, and Desktop Support. Presentation and Audio Visual (A/V) services shall be provided in support of all Command official functions in Government buildings and associated grounds along with officially designated off-site locations and includes the operation of cameras, video recording equipment, projectors, audio systems, and other special Visual Information (VI) equipment (video projector, video playback units). Contractors must have onsite technicians to ensure proper coverage of all lanai/plenary/seminar/conference rooms to include simultaneous events identified in the DKI APCSS

Programs and Projected Outputs, as shown in Appendix 1 and Appendix 2 for workload estimates. The

Contractor shall remain abreast of the latest industry technologies and make recommendations for future upgrades.

3.1.1 Audio and Visual Services

Work performed for this requirement is CLASSIFIED. An active SECRET Security Clearance is required, as indicated in DD Form 254. This is an IT position category IT-III (Limited Privileged) designated position.

Shoots all footage for any video, b-roll, or film end product per the requirements of each media.

Knowledgeable about camera, film, lighting, cinematography, and special effect techniques to shoot all imagery effectively and per creative direction. Works closely with producer, director, and creative director.

Shoots footage and assists in editing. Accomplishes the bulk of the technical tasks related to production and postproduction.

Edits raw footage shot per the creative direction to the specified time/length requirements;

adds soundtrack and music elements to create the master that will be used for duplication.

Editor is familiar with editing software, music and special effects. Editor works closely with producer, director and creative director.

Employ video production switchers, digital audio mixing consoles, and robotic cameras for live broadcasts as a single operator.

Use echo cancellation techniques, audio equalization, audio mixing, audio (i.e., 8 tracks) and video recording, various microphones (table Supercardioid condenser gooseneck lectern microphone, dynamic microphone, push-to-talk switch activated, lapel, and hyper cardioids condenser choir microphones, etc.). Transports, sets up, and operates equipment; and assists with staging, set preparation and dressing. May use computers and related technologies to create and manipulate electronic images. May design and produce web or desktop multimedia products including graphic design, digital video, audio capture, editing digital and conventional still photography, or hand drawn or computer design.

Plans, designs, implements, troubleshoots, and repairs complex audio/visual and video digital networks.

Responsible for providing support and technical installation support for activities.

Assists in the evaluation and selection of equipment.

Operates and administers web-based Video Tele-Conferencing (VTC) solutions to include Adobe Connect, Cisco WebEx, Zoom, Microsoft Teams, and others.

Schedules and hosts virtual or hybrid engagements with VTC technologies

Operate professional sound systems and audio equipment, video projection and display systems, audio and video conferencing technologies, and control systems and IP-based networks.

Design, program, and develop integrated control solutions for complex audiovisual systems.

Test, troubleshoot, encode and debug complex audio, video, switching, and control system problems.

Perform AMX, Crestron, Extron, and Polycom control system programming, implementation, and testing

Ensure operation of audiovisual equipment by completing preventative maintenance requirements.

Responsible for the design, programming, and development of customer integrated control solutions for complex audio-visual systems

Maintain digital video routing/distribution systems.

Responsible for all the organizational aspects of production including scheduling, budgeting, workflow, and meeting deadlines.

Works effectively with all of the production team, pays close attention to detail, and remains knowledgeable of legal requirements.

Handles all the pre-production, production, and post-production activities.

Manages the entire video/film design and production process from pre- through post-production.

Works with writers, chooses talent, directs personnel and vendors, and collaborates with the creative director and other creative staff to make the creative vision a tangible reality for any video, b-roll or film end product.

Shoots footage and assists in editing.

Shoots all footage for any video, b-roll, or film end product per the requirements of each media.

Knowledgeable about camera, film, lighting, cinematography, and special effect techniques to shoot all imagery effectively and per creative direction.

Coordinates various aspects of production such as scriptwriting, audio, camera work, music, etc.

Responsibilities also include overseeing the work of support staff and ensuring program scripts meet intentions and requirements expressed by the requestor.

Stays up to date with a variety of the field's concepts, practices, and procedures.

Accomplishes the bulk of the technical tasks related to production and postproduction.

Transports, sets up, and operates equipment; and assists with staging, set preparation and dressing.

May use computers and related technologies to create and manipulate electronic images.

May design and produce web or desktop multimedia products including graphic design, digital video, audio capture, editing digital and conventional still photography, or hand drawn or computer design.

Recommends Business Process improvement.

3.1.2 Visual Information Services

Develops content and multimedia design products in support of strategic marketing and communications programs, including but not limited to speeches, brochures, conference materials, websites, technical reports, advertising copy, magazine articles, op-ed pieces, presentations, research studies, social media content, and program evaluations.

Provides graphic design, illustration, and digital image manipulations and multimedia presentations.

Creates visual concepts by hand or using computer software to communicate ideas that inspire, inform, or captivate.

Shoots all on-site, location and studio photography per project specifications. Includes layout and styling per creative and art director instructions. Formats to include color and B&W film and digital formats. Graphic design, layout execution, typography, photo research, illustration, photography, comp development, mechanical production.

Shoots footage and assists in editing. Accomplishes the bulk of the technical tasks related to production and postproduction.

Transports, sets up, and operates equipment; and assists with staging, set preparation and dressing.

May use computers and related technologies to create and manipulate electronic images.

May design and produce web or desktop multimedia products including graphic design, digital video, and audio capture, editing digital and conventional still photography, or hand drawn or computer design.

Develops and maintains electronic images for the graphic media library, logos, presentations, multimedia programs, and web pages.

Develop graphics for product illustrations, logos, and websites.

Revises and edits technical documents and providing graphics support for deliverables.

Supports layout and preparation of a wide variety of general and technical projects in various forms.

Works with computer-generated graphics and commercial graphic art techniques and software packages such as Corel Draw, PowerPoint, Adobe Illustrator, PhotoShop, and Photo Retouching to produce graphics support for presentations, brochures, etc.

Recommends Business Process improvements.

3.1.3 Computer Systems Administration Services

Performs work requiring certification requirements established in the DoD 8570.01-M for the

IAT Level II category and the appropriate DoD-approved IA baseline certification outlined in

Chapters 3, 4, 10, and 11.

Performs work requiring certification requirement of Microsoft Certified: Azure Fundamentals

(AZ-900), Microsoft 365 Certified: Fundamentals (MS-900), or higher.

Work performed for this requirement is CLASSIFIED. An active SECRET Security Clearance is required, as indicated in DD Form 254. This is an IT position category IT-I (Privileged) designated position requiring a Single Scope Background Investigation (SSBI).

Provide direct support for event (e.g. course, workshop, etc.) execution.

Provide training for staff/faculty in areas of expertise.

Working knowledge of Federal and Department of Defense regulations related to control of information technology resources as identified in paragraph 4.4.

Standard processes, methodologies, personnel, and related resources involved in the planning, system administration, and servicing of Microsoft Active Directory Domain Services (AD DS) and

Azure Active Directory (Azure AD).

Specialized methods, techniques, concepts, and principles of managing and administering SQL

2014, on-premise SharePoint 2013/2016, Microsoft 365 SharePoint.

Virtualization experience with VMware environments, including installation, configuration, upgrading, troubleshooting, and resolving performance issues to include Vmware, Kernel Virtual

Manager, vSAN, Vmware ESXi, VMware Horizon Client, and associated technologies.

Ensure identified vulnerabilities are properly mitigated within the prescribed time allowed or develop a Plan of Action and Milestones (POA&M) to address concerns.

Formulate logical designs of system problems and devise procedures for solutions to the problems.

Interact with users, evaluate vendor products, and make recommendations to purchase hardware and software, coordinate installation, and provide backup recovery.

Performs configuration maintenance and performance monitoring checks on all servers following established guidelines.

Analyze existing facilities and services and provide recommendations for improvements.

Utilizes strong technical knowledge and confidence in communicating with highly technical audiences.

Recommends Business Process improvements.

3.1.4 Desktop Support Services

Performs work requiring certification requirements established in the DoD 8570.01-M for the

IAT Level II category and the appropriate DoD-approved IA baseline certification outlined in

Chapters 3, 4, 10, and 11.

Work performed for this requirement is CLASSIFIED. An active SECRET Security Clearance is required, as indicated in DD Form 254. This is an IT position category IT-I (Privileged) designated position requiring a Single Scope Background Investigation (SSBI).

Services performed include, but are not limited to, specialized technical tasks supporting business operations and management of the IT infrastructure, including IT administration, hardware and software support, installation, configuration, maintenance, testing, security, electrical, mechanical, facilities, and help desk support.

Use of standard commercial computer equipment, servers, switches, workstations, printers, and peripherals to manage and maintain computer networks.

Administers user accounts and associated permissions.

Supports troubleshooting user incidents to resolution and identifying root cause. Communicates resolution and follow up with users to ensure satisfaction.

Supports user training, PC imaging and configuration, and software and hardware enhancements

Updates and maintains inventory and IT documentation.

Analyzes and recommends workstations that require upgrading and replacing

Provides telephone and in-person support to users in the areas of hardware, operating systems, network connectivity, standard applications (to include e-mail), legacy applications, and applications developed or deployed under this contract or predecessors.

Communicates resolution and follow up with users to ensure satisfaction.

May serve as the initial point of contact for troubleshooting hardware and/or software problems and/or second-tier support for more advanced issues.

Documents, tracks and monitors the problem to ensure a timely resolution.

SECTION 4: SPECIAL REQUIREMENTS

This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.

4.1. Security

4.1.1. Government Property

The Contractor shall be responsible for safeguarding all government property and information under their control. Property in the possession of, or directly acquired by, the government and subsequently furnished to the contractor, including sub-contractors and alternate locations, for performance of a contract. Government Furnished Property in the context of this issuance includes equipment, special tools, and special test equipment. It does not include consumable or material items or items held as inventory.

4.1.2 Security (Personnel)

The Contractor shall provide DKI APCSS security officer and CO with a current listing of employees, including employee names and social security numbers/Government-issued identification numbers, no later than 30 calendar days after the contract start date. The Contractor shall provide updated lists as employee changes occur within five working days. Contractor employees shall have a minimum Secret security clearance, IAW DD Form 254.

4.1.3 Security Requirements

The Contractor shall obtain Secret security clearances for employees for applicable services identified in this PWS. In all cases and at all times, it is the sole responsibility of the Contractor to promptly furnish sufficient employees who currently hold the requisite Secret security clearance necessary for the prosecution of the work under this contract.

The Government retains the right to prohibit the contractor from providing contractor employees to work under this contract who have been found to pose a security risk to the government or DKI APCSS facilities. Failure to provide the required security clearance, as indicated on DD Form 254, for an employee or the revocation of a clearance or DKI APCSS access privileges to any individual employed by the Contractor shall not serve as an excuse for failure to perform and shall not serve as a basis for change in price. The contractor shall adhere to other applicable Government orders, guides, and directives pertaining to classified work and shall comply with the security specifications expressed in the

DD Form 254.

4.1.4 Passes and Badges

All Contractor employees shall obtain employee badges and vehicle passes from the DKI APCSS Facilities

Office prior to the start of the contract, in accordance with the estimated number of personnel projected to support contract execution. Each Contractor employee shall provide a valid driver's license and proof of insurance and registration. Daily parking during typical duty hours for Contractor employees will be provided at the Hale Koa Hotel garage without charge. The use of the Government paid parking shall only be for the performance of this contract; use for other purposes is prohibited. The

Government will issue personnel identification badges. The Contractor personnel shall wear the

Government issued badge over the front of their outer clothing above the waist. The employee's sticker/pass and badge shall be surrendered to the DKI APCSS Facilities Office when the employee leaves the Contractor's employment.

4.1.5 Access Card Control

The Contractor will adhere to the DKI APCSS access card control procedures if provided an access card.

The Contractor must properly safeguard all access cards and not allow any unauthorized person to have access to the cards. All Government-issued access cards will be returned at the end of contract employment or when no longer needed. Lost access cards shall be reported immediately to DKI APCSS.

The Government may replace lost access cards. The total cost of lost access cards shall be deducted from the monthly payment due to the Contractor.

4.1.6 Safety

Use only safe and properly maintained safety equipment when working near electrically live equipment.

Comply with all US safety standards and regulations. All personnel performing the work must be qualified to service the voltage classifications. The leader/supervisor shall ensure all precautionary and safety procedures are executed.

The Contractor shall comply with all current safety instructions and precautions during the performance of work, including implementing controls to ensure the safety and health of all personnel and prevent damage to property, materials, supplies, and equipment.

4.1.6.1 Accident Reporting

The Contractor shall report to the CO or the COR verbally not less than 15 minutes of the occurrence, all accidents resulting in personnel death, traumatic injury, and occupational disease, and a detailed written report within 24 hours of occurrence. The Contractor shall report to the CO or COR verbally on damage to property, materials, and/or supplies that exceed a cumulative total of $500. The Contractor shall also provide within seven (7) days of the accident to the CO or designated DKI APCSS representative a written report of the formal investigation, including an estimate of property damages.

4.1.6.2 Smoking Restrictions

The Contractor and contractor employees shall comply with all smoking restrictions and only smoke in designated smoking areas.

4.2 Transition

The Contractor shall follow the transition plan submitted as part of the proposal and keep the

Government fully informed of the status throughout the transition period. Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The Contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods in no less than three business days.

4.3 Government Furnished Property/Material

Section 4.3 covers all equipment and services provided by the Government. Any contractor provided equipment or services will need prior approval before use.

4.3.1 Government Furnished Facilities

The Government will provide the Contractor use of the facilities listed in the DKI APCSS campus for up to eight persons. Government facilities have been inspected for compliance with Occupational Safety and

Health Act (OSHA). No hazards have been identified. Should a hazard be subsequently identified, the

Government corrects OSHA hazards according to Government developed and approved plans taking into account safety and health priorities. A higher priority for correction will not be assigned to the facilities provided hereunder merely because of this contract initiative. The fact that no such conditions have been identified does not warrant or guarantee that no possible hazard exists. Compliance with OSHA standards for the protection of employees is exclusively the obligation of the Contractor. The

Government will assume no liability or responsibility for the Contractor's compliance or noncompliance with such requirements, with the exception of the aforementioned responsibility to make corrections according to approved plans of abatement subject to DKI APCSS priorities. The Contractor shall return the facilities to the Government in the same condition as received. Fair wear and tear and approved modifications are expected. These facilities shall only be used in the performance of this contract.

4.3.2 Unserviceable Inventory

The Government will retain responsibility for the disposal or storage of unserviceable equipment. The

Government will survey non-serviceable equipment for disposal to DLA Disposition Services, or the

Government may order preservation of the equipment by the Contractor.

4.3.3 Government Furnished Records

The Government will furnish records. All records, files, documents, and work papers provided by the

Government or generated in support of this contract are Government property and shall be returned to the Government at the end of this contract.

4.3.4 Government Furnished Services

4.3.4.1 Utilities

The Government will furnish electricity, water, and sewage in support of the performance of this contract. The Contractor is expected to take all prudent measures to support the general conservation of energy. The use of Government-furnished utilities is prohibited for any purpose except in support of this contract.

4.3.4.2 Supplies & Postal

General office supplies will be provided by the Government. The Government will provide mail distribution. The service shall be used for Official Government Use only and in support of this contract only.

4.3.4.3 Telephone

The Government will provide an administrative telephone service consisting of government official local and long-distance telephone access. Telephone use is limited to matters related to the performance of this contract.

4.3.4.4 Refuse Collection

The Government will provide dumpsters for refuse. The Government will provide containers and collection of recycling materials. Dumpsters will not be relocated to accommodate the Contractor.

4.3.4.5 Real Property Maintenance

The Government will provide maintenance and repair of real property facilities.

4.3.4.6 Pest Control

The Government will provide pest control per the existing Pest Management schedules.

4.3.4.7 Security

The Government will provide security forces protection in accordance with installation security guidelines.

4.3.4.8 Network Accounts and Systems

The Government will provide network accounts and systems to the Contractor. Systems include desktop/laptops, software, and hardware required to perform the tasks associated with this PWS. The

Contractor shall use these services only in the performance of this contract. The Contractor shall consent to monitoring by government personnel. The Contractor is accountable for ensuring all positions performing information management, specialized, or privileges access cybersecurity functions, whether performed as primary or additional/embedded duties, are appropriately trained and certified, and have the appropriate background investigation and clearance to perform those cybersecurity functions. The Contractor shall not establish any external network connectivity. The Government reserves the right to limit, restrict, or remove these services at any time. Loss of these services shall not serve as an excuse for failure to perform and shall not serve as a basis for change in price.

4.3.4.9 Government Provided Training

The Government will provide the following training. This training is mandatory for persons identified in the "Attended By" column below. Requests for initial training shall be submitted to the COR no later than ten workdays after the contract start date unless mandatory completion dates dictate otherwise.

The Contractor may request additional government training/certification (at Contractor expense) through the COR.

4.4 Freedom of Information Act (FOIA)

All official government records affected by this contract are subject to the provisions of the FOIA (5 USC

552/DoD 5400.7-R/AF Supplement). Any request received by the Contractor for access/release of information from these records to the public (including government/contractor employees acting as private citizens), whether oral or in writing, shall be immediately brought to the attention of the CO.

4.4.1 Release of Information

The Contractor shall not hold any discussions or release any information relating to this contract to anyone not having a direct interest in the performance of this contract without the written consent of the CO or the designated representatives. This restriction applies to all news releases of information to the public, industry, or Government agencies.

4.4.2 Advertised Information

The Contractor shall not advertise information about projects performed under this contract without government review and approval, including promotional brochures, posters, tradeshow handouts, multimedia, magazines, and other similar promotions.

4.5 Privacy Act

SECTION 5: QUALITY

5.1 Quality Control Plan (QCP)

The Contractor shall develop and/ or maintain an effective QCP to ensure services are performed in accordance with the contract and this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractors QCP is the means by which he assures himself that his work complies with the requirement of the contract.

The finalized QCP will be accepted by the Government at the time of the award. The Contracting Officer may notify the Contractor of required modifications to the plan during the period of performance. The

Contractor then shall coordinate suggested modifications and obtain acceptance of the plan by the

Contracting Officer. Any modifications to the program during the period of performance shall be provided to the Contracting Officer for review no later than ten working days prior to the effective date of the change.

The QCP shall be subject to Government review and approval. The Government may find the QCP

"unacceptable" whenever the Contractor's procedures do not accomplish quality control objective(s).

The Contractor shall revise the QCP within ten working days from receipt of notice that QCP is found

"unacceptable."

5.2 Quality Assurance Surveillance Plan (QASP)

The Government shall monitor the Contractor's performance under this contract in accordance with the

Governments QASP.
