2 Who would be eligible for remote work?

It is the contractor's responsibility to determine the staffing and performance approach necessary to meet the requirements defined in Attachment 1 - Performance Work Statement (PWS).

3 Can contractors submit CPARS in lieu of past performance questionnaires?

10 Would the contractor be required to have or have access to a SCIF? No.

11 Do all employees need to be cleared prior to starting or can an interim suffice?

Not all employees need to be cleared prior to contract start and interim can suffice. Please follow definition of an interim clearance found in DoD MANUAL 5200.02, PROCEDURES FOR THE DOD

PERSONNEL SECURITY PROGRAM (PSP), 7.16. INTERIM ELIGIBILITY.

If the prime has a SECRET facilities clearance and the sub doesn't, does the sub have to have a

SECRET facilities clearance at the time of award?

No. However, subcontractor personnel who have a Secret or Top Secret clearance cannot access classified information until the subcontractor obtains the applicable facilities clearance level.

In regards to the DD254 Requirement. Will the government consider for award a capable contractor that can provide personnel with SECRET clearance at time of proposal submission, and has the ability of obtain a facility clearance post award?

No.

Will the government consider providing Facility Clearance Sponsorship at time of award to a responsible contractor, taking into consideration that the contractor will provide personnel with active clearance at time of proposal submission and maintain through contract award.

No.

15 Is the government providing all equipment and software for the contract?

The Government intends to list all equipment and software in Attachment 1 - PWS, Appendix 4 -

Visual Information Services Equipment and Software through Amendment 0001.

Is there a preferred technology stack for when we find processes that can be streamlined through automation?

No

Please provide a list of software tools and number of licenses owned by the government used to perform the work described in the PWS.

The Government intends to list all equipment and software in Attachment 1 - PWS, Appendix 4 -

Visual Information Services Equipment and Software through Amendment 0001. Licenses will be considered for distribution according to the staffing and performance approach of the contractor.

18 How many simultaneous AV support events might occur requiring dedicated staff?

For 2020 - 2021, the Government estimated about 17 simultaneous A/V supported events. The

Government takes personnel, equipment, and facility limitations into consideration when scheduling events and may make scheduling adjustments to ensure mission success.

Are AV and IT systems all maintained, upgraded, installed as needed by APCSS Visual Services staff?

It is the contractor's responsibility to determine the staffing and performance approach necessary to meeting the requirements defined in Attachment 1 - PWS.
