ADDITIONAL INSTRUCTIONS TO OFFERORS
L-1. PROPOSAL PREPARATION INSTRUCTIONS, CONDITIONS AND NOTICE TO BIDDERS
A. To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein.
Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate volumes; Volume I - Technical Proposal, Volume II - Contract Documentation /Price Proposal, and Volume III - Past Performance Information.
When addressing questions concerning any aspect of the solicitation, state the section, page number, and paragraph number needing clarification. Offerors may use the Question Form at Attachment L-1 (or a similar format) and submit the form to the following addresses or fax number: (no telephone calls will be accepted)

Information concerning this solicitation or request for clarification will not be provided in response to telephone calls from the Offerors. Written inquiries shall be submitted to the above address, sent via facsimile or by email to the Contract Specialist. Written inquiries will be answered in writing and posted at http://www.fedbizopps.gov. All inquiries must be submitted no later than 15 calendar days prior to the date of submission of offers as specified in the solicitation to allow sufficient time for the Government to prepare a response. LATE INQUIRIES/

B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; Offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

C. Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
1. Requirements of the RFP (Contract Line Items Numbers (CLINs) & Performance Work Statement
(PWS)), and Government standards and regulations pertaining to the PWS.
2. Evaluation Factors for Award in Section M of this RFP.
3. Any limitation on the number of proposal pages. Pages exceeding the page limitations set forth in this
Section L will not be read or evaluated, and will be removed from the proposal.
L-2. SOURCE SELECTION PROCEDURES
This source selection is conducted in accordance with FAR Part 15 and Air Force FAR Supplement, Part 15, Mandatory Procedures. The Source Selection Evaluation Team (SSET) will be comprised of a technical team and contracting team (which also includes the Performance Confidence Assessment Group (PCAG)).
L-3. PROPOSAL ORGANIZATION
The Offeror shall prepare the proposal as set forth in the Proposal Organization Table 1-3 below. The titles and contents of the volumes, as well as the page limitations and the number of required copies shall be as specified in the table. In the event that the table conflicts with the detailed instructions in the paragraphs that follow, the detailed instructions shall take precedence.

(A) The “ORIGINAL” copy of Volumes I, II, and III of the proposal shall be provided under separate cover, and shall be clearly marked “ORIGINAL.” The “original” paper copy shall be submitted without staples or punch holes.
The “ORIGINAL” copy is included in the copy count above.
(B) As shown in Table 1-3, additional paper copies of Volumes I – III shall be submitted in separate 3-ring loose-leaf binder. No staples shall be used. Elaborate format and binding are neither necessary nor desirable. All binders will be capable of lying flat when opened. A cover sheet shall be posted at the beginning of each volume, clearly marked as to volume number, title, copy number, RFP identification, and the Offeror’s name. The same identifying data shall be placed on the spine of each binder.
(C) All proposal volumes shall be provided by certified mail, commercial express, ground carrier or hand carried. Present/Past Performance Questionnaires (Attachment L-3) shall be provided via e-mail.
PLEASE NOTE THE REQUIREMENTS FOR SUBMISSION OF PROPOSALS CONTAINED IN FAR 52.215-1.
L-4. PROPOSAL FORMAT
(A) This section of the Instructions to Offerors (ITO) provides general guidance for preparing proposals as well as specified instruction on the format and content of the proposal. The Offeror’s proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions. The proposal must be compliant with the requirements of the Performance Work Statement (PWS). Non-conformance with the ITO may result in an unfavorable proposal evaluation. The proposal must be clear and concise, and must include sufficient detail for effective evaluation.
(B) The Government reserves the right to revise or amend the PWS or the solicitation prior to the proposal closing time. Such revisions or amendments will be communicated by formal amendment (Standard Form 30) to this
Request for Proposal. If such amendments require material changes in quantities or prices, the proposal closing date may be postponed by enough days to enable Offerors to revise their proposals. In such cases, the amendment will include an announcement of the new proposal closing date and time.
(C) Proposals shall comply with the following guidelines:
Be complete and respond directly to the requirements of the solicitation
Address the factors, subfactors, and their related elements as listed in Section M of the solicitation
Be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated assertion
Do not simply rephrase or restate the Government’s requirements, but rather provide convincing rationale to address how the Offeror intends to meet the requirements
Assume that the Government has no prior knowledge of the Offeror’s capabilities and experience, and will base its evaluation only on the information presented in the Offeror’s proposal
(D) Offerors shall ensure that the outside of the proposal package, i.e. box, envelope, is marked with the solicitation number, and the date and time when proposals are due. The Offeror’s response shall consist of three (3) separate volumes. Volume I - Technical Capabilities; Volume II – Contract Documentation/Price; and Volume III – Past
Performance. Each volume shall be complete in itself. Each volume shall be written to the greatest extent possible on a stand-alone basis. Information required for proposal evaluation that is not found in its designated volume will be assumed to have been omitted from the proposal.
(E) Page Size: Page size will be 8.5 x 11 inches, not including foldouts. Pages will be single-spaced and the font size will be no less than Times New Roman 11 point. Use at least one-inch margins on the top, bottom, and each side. Pages shall be numbered sequentially by volume. The page limitations specified above shall be treated as maximum limits to assist in the evaluation of each proposal.
(F) Legible tables, charts, graphs and figures may be used wherever practical to depict organizations, implementation schedules, plans, etc. Foldout pages shall fold entirely within the volume. Each 8.5 x 11 inch section of a foldout or part thereof, will be counted as one page. For tables, charts, graphs and figures, the font must be no smaller than Arial Narrow 8 point.
(G) Proposal Volumes Instructions:
(1) Volume I – TECHNICAL PROPOSAL - Limited to no more than 25 pages (Subfactor 1 limited to
20 pages & Subfactor 2 limited to 5 pages). The page limitation DOES NOT INCLUDE the Table of
Content; List of Table and Drawings; Glossary; Executive Summary; and Technical Approach
Narrative. Submit original plus three (3) copies.
In their Technical Proposal, Offerors shall describe their capability to satisfy the requirements of the
Exercise Planner Support in accordance with the PWS. The proposal should be prepared simply and economically, providing straightforward, concise delineation of the technical capabilities to satisfactorily perform the contract being sought. Asserted capability and/ or intent to meet the requirements must be supported by detailed descriptions of approach and personnel qualifications. The
Government will not assume that an Offeror possesses any capability unless specified in the proposal.
This Technical Capabilities volume shall be organized according to the following outline:
(i) Table of Content
(ii) List of Table and Drawing
(iii) Glossary
(iv) Executive Summary
(v) Technical Approach Narrative
Specifically, the Offeror’s Executive Summary shall, at a minimum, provide a concise narrative summary of the entire proposal, including significant risks and a highlight of key or unique features, excluding cost. The salient features should tie in with the Section M evaluation criteria. Any summary material presented here shall not be considered as meeting the requirements of any portions of the volumes of the proposal; however, may be used for meeting other portions of the technical proposal. Offerors shall address the following:
(a) Subfactor 1 - Offerors must demonstrate current capacity and ability to accomplish the following: Develop an “Individual Exercise Plan” (IEP) for a large and small scale exercise that includes as a minimum: identification of work to be done (planning tasks) and recommended offices of primary responsibility; breakdown of cost estimates; milestones/deadlines for completion
(timeline); and questions. Additionally, Offerors should identify recommended number of planning conferences (held either in the host nation or in Hawaii) and which offices and/or individual representatives should attend.
Submissions will be evaluated based on the thoroughness of plan (were all requirements listed below addressed adequately or were the right questions asked if additional information was required). For evaluation purposes, the offeror shall provide a solution to the following scenarios:
Example 1: Large Scale Exercise
Exercise will be a bi-lateral large force employment conducted in Country X. US forces involved will include a twelve ship F-16 unit and required maintenance support package deploying from
Eielson AFB AK, a six ship F-16 unit and required maintenance support deploying from Misawa
AB Japan and a twelve ship A-10 unit and required maintenance support deploying from Kunsan
AB Korea. Host nation has a healthy fleet of eighteen F-16s with relatively new maintenance support infrastructure with F-16 compatible ground equipment. Scenario will include dissimilar air combat training sorties and appropriately cleared tactics Subject Matter Expert Exchanges with no live weapons firing opportunities for the USAF units. All specifics of the flying schedule will be determined by the lead USAF unit and host nation representatives at the planning conferences.
Country X is an island nation fictiously located between Singapore and Malaysia. The airfield and surrounding life support infrastructure (i.e. hotels, eating facilities, transportation etc) all meet
USAF requirements. However, this will be the first time the USAF has conducted an exercise hosted by Country X. Deployment will be for a two-week period, during the host country’s slower tourist season. Additionally, USAF strategic lift and tanker capability will not be heavily tasked with other missions during the deployment and re-deployment phases of the exercise. For transportation costs estimates, per diem costs are equal to Hawaii and airline tickets are equivalent to traveling to Paya Lebar Singapore.
Example 2: Small Scale Exercise
Exercise will be a US-only, single squadron deployment involving a six-ship F-15 unit and required maintenance support deploying from Kadena AB, Japan to Andersen AFB, Guam.
Exercise will include live fire operations with actual weapons employment at the “new” bombing and gun ranges near Guam. Unit will be in place for ten days. Only transient aircraft are scheduled for Andersen AFB during the duration of the exercise. Additionally, USAF strategic lift and tanker capability will not be heavily tasked with other missions during the deployment and re-deployment phases of the exercise.
Submissions should be in the form of a decision brief (MS PowerPoint slides; one slide per page) simulating the exercise planner briefing to the Exercise Division Chief. Offerors should include any questions they would ask (and identify to whom they would ask) if the information in the scenarios above is not sufficient to complete any areas of the exercise plan.
(b) Subfactor 2 - Staffing: Offerors shall address the following key requirements:
Provide a plan of recruiting sufficient qualified employees with knowledge in Joint
Operation Planning and Execution System (JOPES) and/or Deliberate and Crisis Action
Planning and Execution Segments (DCAPES) to meet the requirements of the contract at all times and having personnel on hand during phase in and full performance periods to accomplish the task;
Describe the qualifications and position descriptions of the personnel proposed to participate in this contract requirement;
Describe the skill level for each job category.
(2) VOLUME II – Contract Documentation & Price/Supporting Cost - Submit original and three(3) copies
Volume II consists of the offer to enter into a contract to perform the desired work and information for the Government to prepare the contract document and supporting file.
(a) The volume shall contain the following solicitation documents prepared in accordance with the solicitation requirements:
(i) Title, Date, and Solicitation Number of this RFP
(ii) Part I – Solicitation/ Contract (Standard Form 33)
(iii) Part II – Acknowledgement of Amendments
(iv) Part III – Section K (Representations, Certifications, and Other Statements of
Offerors) and on-line certifications
(b) Standard Form (SF) 33: Complete Blocks 13, 15, 16, 17 and 18 of the Request for Proposal
(RFP) Section A. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract.
(c) SF-30: Amendment of Solicitation/Modification of Contract will require completion, if and when, modifications to this solicitation are issued.
(d) Representations, Certifications, and Other Statements of Offeror(s) (Section K): The
Offeror is responsible to ensure that all representations, certifications, acknowledgements, and statements provided in accordance with Section K are provided in the Online Representation and Certification Application (ORCA) at https://orca.bpn.gov/ and the Central Contractor
Registration site, https://www.bpn.gov/ccr/default.aspx.
In addition, Volume II shall contain the following documents prepared in accordance with the solicitation requirements.
(a) Description, Date and Solicitation Number of this RFP. Name, address and telephone number of the cognizant Defense Contract Administration Office (DCAO) and Defense
Contract Audit Agency (DCAA) office that is cognizant for the Offeror’s proposal.

(b) Section B (Supplies or Services and Prices). Insert proposed unit and extended prices for each Contract Line Item (CLIN), including all option periods. The extended amount must equal the whole dollar unit price multiplied by the number of units.
(c) Reimbursables. A percentage for applicable burdens, such as handling costs and G&A shall be specified for travel reimbursables. No profit or fee is allowed.
(d) Complete the necessary fill-ins and certification in Sections I through K. Section K shall be returned in its entirety. For Sections C through I, the Offeror shall submit only those pages that require a fill-in.
(e) Provide a copy of the letter from the Small Business Administration (SBA) showing proof of
Section (8) status.
(3) VOLUME III – PAST PERFORMANCE INFORMATION - Limited to no more than 2 pages per contract listed. Only references for same or similar type contract desired. Submit original plus three
(3) copies.
(A) Quality and Satisfaction Rating for Contracts Completed in the Past Three Years: Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.)
which demonstrates customer satisfaction with overall job performance and quality of completed product for same or similar type contract. In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc.
(B) Performance Surveys: The Government will evaluate the quality and extent of Offeror’s performance deemed relevant to the requirements of this RFP. The Government will use information submitted by the Offeror and other sources such as other Federal Government offices and commercial sources, to assess performance. Provide a list of no more than five (5) of the most recent and relevant contracts performed for Federal agencies and commercial customers within the last three (3) years.
Each relevant contract shall have been performed during the past 3 years from the date of issuance of this solicitation. Relevant contracts include contracts that are similar in scope, magnitude and complexity than the effort described in this Solicitation that have been performed within the last three
(3) years. The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. Furnish the following information for each contract listed:
(i) Company/Division name
(ii) Product/Service
(iii) Contracting Agency/Customer
(iv) Contract Number
(v) Contract Dollar Value
(vi) Period of Performance
(vii) Verified, up-to-date name, address, FAX & telephone number of the contracting officer
(viii) Comments regarding compliance with contract terms and conditions
(ix) Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions.
If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts.
(C) Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime Offeror without the subcontractor’s consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor.
(D) Questionnaires. The Offeror shall send out Past Performance questionnaires (Attachment L-3) to each of their past performance references. The responsibility to send out the Past Performance
Questionnaire rests solely with the Offeror. The questionnaire shall be used by the Offeror in obtaining and providing past performance information. Once the questionnaires are completed by your references, the information contained therein shall be considered sensitive and not released outside of the Government.
Past Performance questionnaires should be sent directly, from your reference, to this office to the attention of Jocelyn McChesney or Rickie R. Shiflet via fax at 808-448-2911 or e-mail at jocelyn.ncchesney@hickam.af.mil.
Offerors must ensure that the questionnaires are sent to ALL references and completed within sufficient time. It is the sole responsibility of the Offeror to track and ensure that the Government receives them no later than the proposal receipt date established in this solicitation.
NOTE: The Offeror shall provide the past performance information to the 15 th
Contracting
Squadron No later than 16 April 2010, 4:30 p.m. Hawaii Standard Time.
L-5. OTHER INFORMATION REQUIRED
(A) Company Information: Provide the company’s street address, county, and facility code; CAGE Code; DUNS number; and Taxpayer Identification Number.
(B) Department of Defense (DD) Form 254 Security Requirements: The Exercise Planner Support requirement involves work with classified information. As a result, Contractor shall have/ or be able to obtain, at a minimum, an active interim Secret clearance before submission of proposal. Upon contract award, the Contractor must have and be able to maintain active Secret level clearances for personnel performing on the contract.
L-6. TELEGRAPHIC AND FACSIMILE BIDS
Telegraphic and facsimile proposals are not authorized and will not be accepted.
L-7. INCURRING COSTS
The Government assumes no liability for and will not be obligated to the Contractor for payment for costs incurred prior to award including proposal preparation, submission, and pre-proposal.
L-8. DEBRIEFINGS
All Offerors may request debriefings by providing a written or e-mail request to the Contracting Officer (CO) or
Contract Specialist, at the fax number or e-mail below, within three (3) calendar days after receiving notification from the CO of elimination from the competitive range or award of contract at the following address:

L-9. DISCREPANCIES
If an Offeror believes that the requirements in these instructions contain an error or omission, or are otherwise unsound, the Offeror shall immediately notify the Contract Specialist or Contracting Officer in writing with supporting rationale. The Offeror is reminded that the Government reserves the right to award the effort based on the initial proposal, as received, without discussion. If during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, the discussions will be held with only those Offeror determined to be in the competitive range.
L-10. REJECTION OF OFFERS
Offerors must propose on all CLINs, unless otherwise specified. A proposal that omits pricing when proposing for that CLIN will be considered non-responsive and will be rejected for that CLIN.
L-11. TYPE OF CONTRACT
The Government contemplates single award, Firm Fixed Price contract with cost-reimbursables for Travel-related expenses. This is a 8(a) competitive acquisition and the resulting contract will be a firm fixed price; therefore, any and all applicable costs, stateside or overseas, including but not limited to taxes, insurance, relocation, housing, etc, must be included in the price. In no event shall failure to include these items into the price constitute grounds for a claim or request for equitable adjustment after contract award.
L-12. THE CONTRACT
When awarded by the Government, the contract will incorporate by reference Volumes I, II, and III of the proposal and all applicable attachments submitted by the Offeror. Furthermore, this contract shall include any amendments or modifications submitted by the Offeror contained in its Final Proposal Revisions (if final proposal revisions are requested and submitted).

EVALUATION FACTORS FOR AWARD
M-1. BASIS FOR CONTRACT AWARD
This is a competitive best value source selection award based on Past Performance Tradeoff (PPT) in which competing Offerors' technical acceptability will be evaluated on a basis significantly more important than, cost or price considerations and past performance history. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements in addition to those identified as evaluation factors and subfactors. All technically acceptable offers shall be treated equally except for their prices and performance records. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors clearly identifies any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:
FACTOR A. Technical Acceptability. Initially, the Government’s technical evaluation team shall evaluate the technical proposals on a pass/fail basis, assigning ratings of Acceptable, Reasonably Susceptible of Being Made
Acceptable, or Unacceptable. The proposals shall be evaluated against the following subfactors:
(c) Subfactor 1 - Offerors demonstrates current capacity and ability to accomplish the following: Develop an “Individual Exercise Plan” (IEP) for a large and small scale exercise that includes as a minimum: identification of work to be done (planning tasks) and recommended offices of primary responsibility; breakdown of cost estimates; and milestones/deadlines for completion (timeline). Additionally, Offerors identifies recommended number of planning conferences (held either in the host nation or in Hawaii) and which offices and/or individual representatives should attend.
Submissions will be evaluated based on the thoroughness of plan (were all requirements listed below addressed adequately). For evaluation purposes, the offeror shall provide a solution to the following scenarios:
Example 1: Large Scale Exercise
Exercise will be a bi-lateral large force employment conducted in Country X. US forces involved will include a twelve ship F-16 unit and required maintenance support package deploying from
Eielson AFB AK, a six ship F-16 unit and required maintenance support deploying from Misawa
AB Japan and a twelve ship A-10 unit and required maintenance support deploying from Kunsan
AB Korea. Host nation has a healthy fleet of eighteen F-16s with relatively new maintenance support infrastructure with F-16 compatible ground equipment. Scenario will include dissimilar air combat training sorties and appropriately cleared tactics Subject Matter Expert Exchanges with no live weapons firing opportunities for the USAF units. All specifics of the flying schedule will be determined by the lead USAF unit and host nation representatives at the planning conferences.
Country X is an island nation fictiously located between Singapore and Malaysia. The airfield and surrounding life support infrastructure (i.e. hotels, eating facilities, transportation etc) all meet
USAF requirements. However, this will be the first time the USAF has conducted an exercise hosted by Country X. Deployment will be for a two-week period, during the host country’s slower tourist season. Additionally, USAF strategic lift and tanker capability will not be heavily tasked with other missions during the deployment and re-deployment phases of the exercise. For transportation costs estimates, per diem costs are equal to Hawaii and airline tickets are equivalent to traveling to Paya Lebar Singapore.
Example 2: Small Scale Exercise
Exercise will be a US-only, single squadron deployment involving a six-ship F-15 unit and required maintenance support deploying from Kadena AB, Japan to Andersen AFB, Guam.
Exercise will include live fire operations with actual weapons employment at the “new” bombing and gun ranges near Guam. Unit will be in place for ten days. Only transient aircraft are scheduled for Andersen AFB during the duration of the exercise. Additionally, USAF strategic lift and tanker capability will not be heavily tasked with other missions during the deployment and re-deployment phases of the exercise.
Submission is in the form of a decision brief (MS PowerPoint slides) simulating the exercise planner briefing to the Exercise Division Chief. Offeror includes any questions they would ask
(and identify to whom they would ask) if the information in the scenarios above is not sufficient to complete any areas of the exercise plan.
(d) Subfactor 2 - Staffing: Offeror addresses the following key requirements:
Provides a plan of recruiting sufficient qualified employees with knowledge in Joint
Operation Planning and Execution System (JOPES) and/or Deliberate and Crisis Action
Planning and Execution Segments (DCAPES) to meet the requirements of the contract at all times and having personnel on hand during phase in and full performance periods to accomplish the task;
Describes the qualifications and position descriptions of the personnel proposed to participate in this contract requirement;
Describes the skill level for each job category.
The technical proposals will be evaluated on a pass/fail basis, and the government will assign a rating of Acceptable, Reasonably Susceptible of Being Made Acceptable or Unacceptable, in accordance with the following definitions:
Acceptable: The proposal meets all the minimum mandatory requirements in the solicitation identified as factors and subfactors within the Technical Capability Evaluations Standards. Only those proposals determined acceptable, either initially or as a result of discussions, will be considered for award. Once deemed acceptable, all technical capability proposals are considered to be equal.
Reasonably susceptible of being made acceptable: The proposal does not meet all the minimum mandatory requirements in the solicitation identified as factors and subfactors within the Technical Capability
Evaluations Standards. However, there is reason to believe that through minor revisions an acceptable proposal could result. For award without discussions these proposals are considered “unacceptable.”
Unacceptable: Fails to meet all the minimum mandatory requirements in the solicitation identified as factors or subfactors within the Technical Capability Evaluation Standards. Proposals with an unacceptable rating will not be considered for award.
FACTOR B. Price Evaluation. Next, the Government shall rank all Technically Acceptable and Reasonably
Susceptible of Being Made Acceptable offers by price, including all option prices. An Offeror’s proposed prices will be determined by multiplying the quantities identified in Section B by the proposed unit price for each Contract
Line Item Number to confirm the extended amount for each.
FACTOR C. Performance Confidence Assessment. Using questionnaires, the contracting officer shall seek relevant performance information on (1) the past and present efforts provided by the Offeror and (2) data independently obtained from other government and commercial sources. The government reserves the right to seek information on higher priced Offerors if none of the lower priced Offerors receive a Substantial Confidence performance confidence assessment.
Relevant performance includes performance of efforts where the Offeror has demonstrated its experience in performing Exercise Planner Support requirements of similar scope and magnitude, or greater in scope, magnitude and complexity than the effort described in this solicitation’s performance work statement. The purpose of the past performance evaluation is to allow the government to assess the Offeror’s ability to perform the effort described in this RFP, based on the Offeror’s demonstrated present and past performance. The assessment process will result in an overall performance confidence assessment of Substantial Confidence, Satisfactory Confidence, Limited
Confidence, No Confidence, or Unknown Confidence as defined by the following (reference Air Force FAR
Supplement and MP5315.3, Table 3):
Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will be rated as highly as past performance information for the principal Offeror. Offerors with no relevant past or present performance history or the Offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence," meaning the rating is treated neither favorably nor unfavorably.
Using questionnaires, the contracting officer, at the Government’s discretion, reserves the right to seek additional relevant performance information on Offerors based on: (1) the past and present efforts provided by the Offeror and
(2) data independently obtained from other government sources.
Relevant performance includes performance of efforts involving the same magnitude and having military exercise planning support experience similar or greater in scope, magnitude and complexity than the effort described in this solicitation. Performance must have occurred within the last three (3) years. The government reserves the right to seek information on higher priced Offerors if the lowest priced Offeror does not receive a Substantial Confidence performance assessment. The purpose of the past performance evaluation is to allow the government to assess the
Offeror’s ability to perform the effort described in this RFP, based on the Offeror’s demonstrated present and past performance.
In evaluating past performance, the Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation. The following relevancy definitions apply:

If the Offeror with the lowest evaluated price, with a technically acceptable offer, is judged to have a “Substantial

The government reserves the right to award a contract to other than the lowest priced offer if the lowest priced
Offeror is judged to have a performance confidence assessment of "Satisfactory Confidence" or lower. In that event, the Source Selection Authority shall make an integrated assessment best value award decision.
Offerors are cautioned to submit sufficient information and in the format specified in Section L. Offeror’s may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the Offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
M-2. DISCUSSIONS AND FINAL PROPOSAL REVISIONS
The Government reserves the right and intends to award without discussions. Therefore, each initial offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
M-3. NUMBER OF CONTRACTS TO BE AWARDED
The Government intends to select one contractor for the Exercise Planner Support Services. However, the
Government reserves the right to award no contract at all, depending on the quality of the proposals, prices submitted and the availability of funds.
M-4. REJECTION OF UNREALISTIC OFFERS
The Government may reject any proposal that is evaluated to be unrealistic in terms of service requirements, contract terms and conditions, or an unrealistically high or low price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the requirement.
M-5. CORRECTION POTENTIAL OF PROPOSALS
The Government will consider, throughout the evaluation, the "correction potential" of any proposal uncertainty.
The judgment of such "correction potential" is within the sole discretion of the Government. If an aspect of an
Offeror’s proposal not meeting the Government's requirements is not considered correctable, the Offeror may be eliminated from the competitive range.
M-6. DISCUSSIONS
If during the evaluation period it is determined to be in the best interest of the Government to hold discussions, Offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision (FPR) will be considered in making the source selection decision.
