1.3.1.1.1. Q7: Paragraph 1.3.1.1.1. of the PWS references

Section 4 as the list of exercises supported. Did you mean Appendix 2 (pages 21 – 22) “Projected for Service Provider Use” as the definitive list of exercises to be supported under this contract?

A7 A7: The list of exercises has been updated. A revised PWS will be included with the Final Solicitation

Q8 Q8: What are the current expenditures on this contract?

A8 A8: The current expenditures are maintained by the incumbent contractor & are not available for release by the Gov’t

Q9 1 Draft RFP Block 9 Q9: Does the Gov’t anticipate a change to the submission date of 17 March 2010?

A9 A9: Yes. The date of receipt of offers will be included in Block 9 of the SF 33, Solicitation

Section A-2

(a) Q10: Clarify performance period – 2 vs. 4 option years.

A10 A10: The periods of performance (base period plus options period) will be cited in sections B & F of the solicitation.

Q11 74-75 Draft RFP

Section L-4 F(2); F(2)(a) The draft RFP states that Volume II Technical

Proposal is limited to 15 pages and includes an Executive Summary and Technical Approach Narrative; and, Subfactor 1 provides 2 examples of possible exercises and requires that solutions to the two examples “should be in the form of a decision brief (MS Power Point slides) simulating the exercise planner briefing to the Exercise Division Chief.”

Q11. Please confirm that the decision brief (Power Point slides) is included in the stated 15 page limitation and that said slides must be in compliance with the format instructions in RFP Section L-4-E.

A11 A11: The page limitation has been increased to 20 pages. This page limitation DOES NOT INCLUDE the Cover Page and/or Title Page;

Executive Summary; and Technical Approach Narrative. All information submitted in response to the scenarios must be addressed within the stated page limitation.

Q12 74 - 76 Draft RFP

F(2); F(2)(b) The draft RFP states that Volume II Technical

Proposal is limited to 15 pages and includes an Executive Summary and Technical Approach Narrative; and Subfactor 2 requires Offerors to submit a staffing plan complete with a plan of recruiting sufficient qualified employees with knowledge in Joint Operation Planning and Execution System (JOPES) and/or Deliberate and Crisis Action Planning and Execution Segments (DCAPES): that describes the qualifications and position descriptions of the personnel proposed; and describes the skill level for each job category.

Q12: Please confirm that the plan of recruiting and its attendant explanations are included in the stated 15 page limitation.

B Q13: Are the requirements for the prime contractor to have Interim Secret Clearance at the time of contract award being kept?

A13 A13: Yes. Note that the employees identified by the successful offeror must maintain an active SECRET Security clearance IAW Section L-5 & the PWS.

B Q14: Will this requirement still hold if the prime’s subcontractor and all necessary employees hold current clearances and the prime proves that it can attain an Interim Secret Clearance in a timely manner after award?

A14 A14: Yes. Note that the employees identified by the successful offeror must maintain an active SECRET Security clearance IAW Section L-5 & the PWS. Upon commencement of this contract, a successful offeror must provide employees with an active SECRET security clearance on the date beginning w/ initial period of performance as identified in Sections B & F of the solicitation.

Q15 77 Draft RFP

B Q15: Request clarification for the need for

TS/SCI cleared personnel upon contract award.

This requirement is in excess of the Referenced DD-254 included in Draft Documents and Performance Work Statement (Section 1.5.3).

A15 A15: The information in the Performance Work Statement (Section 1.5.3) is correct. Section L-5 of the RFP will be updated to reflect these changes.

Q16 Q16: Does the Government have an estimated

LOE for this effort?

A16 A16: No

Q17 Q17: Is there an incumbent currently performing this work? If so, who is the incumbent? If so, what is their current LOE?

Q18 3-7 Draft RFP Section B

CLINs 0001-

Q18: Clarify Performance Work Statement date specified.

A18 A18: The Performance Work Statement dates on the draft RFP, Section B have been updated.

The final RFP will reflect these changes.

Q19 77 Draft RFP

(b) Q19: Can subcontractors satisfy the requirements of this paragraph given DD Form 254 Section 7 Subcontractor information.

A19 A19: Yes, as long as the subcontractor meets the requirements & can effectively perform the service; however, it is up to the prime contractor to ensure that the subcontractor meets all the requirements.

Q20 Q20: Is the incumbent eligible to re-compete this solicitation?

A20 A20: Yes, as long as the incumbent contractor meets all of the stipulations of the set aside, they are eligible to re-compete for this solicitation.

Q21 21-22 PWS Appendix 2 Q21: Checked “Projected” exercises omit recurring Talisman Saber, Hong Kong SAREX, Ellipse Charlie, all Red Flag Alaska, Cope South, and Cope North Guam. Are these events not tasked to the contractor per paragraph 1.3.1.1.1.?

A21 A21: See response cited in #A7 above.

Q22 21-22 PWS Appendix 2 Q22: Will interim modifications to the contract occur when the listed START MONTH changes or new exercises are added?

A22 A22: Contractors are required to provide services based on START and END dates. Note:

all START an END dates listed in Appendix 2 of the PWS are for informational purposes only to provide potential Offerors a forecast of future exercise support.

(a)

Q23: Are the example exercises Joint (PACOM) or Service (PACAF) sponsored?

A23 A23: Exercise selection can be either. It’s at the discretion of the Offerors.

Q24 Q24: Can Past Performance of a subcontractor be submitted for the team or are the PP citations limited to the Prime?

A24 A24: Yes, refer to Sections L & M of the Solicitation.

Q25 Q25: Was the DD254 a sample or a draft?

A25 A25: All documents attached to the draft RFP issued in response to the Pre-Solicitation noticed are deemed drafts.

Q26 Q25: Can you confirm the schedule? Proposals due Mar 17th and the period of performance begins Apr 1st?

A26 A25: See responses cited in #A4 & A9 above.

Q27 Q27: How many key resumes are required? Will Letters of Intent or Letters of Commitment also be required?

A27 A27: No resumes are required to be submitted w/each offeror’s proposal.

Q28 Q28: Do the Small and Large Scale Exercise

PPT slides count against the total page count for the technical portion of the proposal? Are these actual or sample scenarios?

A28 A28: See response cited in #A11 above. The scenarios are samples not actual.

Q29 7 PWS Q29: What other locations and for what duration

Section 1.4 could planners be expected to be deployed to other than their initially assigned locations

A29 A29: Planners can be sent TDY to any location within the PACAF Area of Responsibility and may be asked to attend meetings and conferences in CONUS. Planners TDYs normally range from a few days to several weeks. Deployments for exercise execution could last up to 6 weeks.

Q30 73 Draft RFP

E Q30: Para E states the “the font size will be no less than Times New Roman 11 point”. So that the Air Force can best evaluate industry responses, we ask that consideration be given to establishing additional guidelines to include reduced font size, as long as it is readable, for tables, figures, exhibits, and graphics. Please clarify your intention as to the font size.

A30 A30: Additional guidelines have been included in the Final RFP. Refer to Section L-4 Paragraphs E & F for information regarding font size.

Q31 Q31: Please confirm that the cover page, title page, table of content/ compliance matrix, list of tables, drawings, glossary, resumes, and acronym list will not be counted against Volume II page limit.

A31 A31: See response cited in #A11 and #A27 above. Refer to Section L-4 of the RFP for additional information.

Q32 74 Draft RFP

(F)(1)(d) Q32: Will the Government accept L-4 (F)(1)(d) and ORCA certification documents as fulfilling the requirement for A-2(a)

A32: A32: Offerors are required to submit ORCA information via the ORCA website:

Q33 Q33: What transition time will the government be allowing for the overall transition period exchange of deliverables and information and for the new contractor to shadow the incumbent contractor upon award?

A33 A33: 30 calendar days.

Q34 Q34: How many Project Officers, Forward Operations Support Officer, and Administrative Staff Support personnel are currently employed at each identified work location?

A34 A34: Information is not available for release.

Q35 Q35: So the Air Force can be best served by accurate and fair competitive pricing, will the Government please provide the Monthly MAN- DAY Status Reports for each location, for the proceeding year (2009) so that a fair and accurate estimation of manpower requirements can be determined.

A35 A35: Information is not available for release.

Q36 9 PWS

Section 1.6

1.6 Q36: In the PWS, paragraph 1.6., Multi-

functional Team, it states that “the following are members of the Multi-functional Team for the Exercise Planner Support Services”. It does not go on to list who the “following members” are.

Please clarify this paragraph and identify the team members.

A36 A36: Section 1.6 has been updated. A revised PWS will be included with the Final Solicitation

Q37 Q37: The CLINS refer to the 11 Jan 2010 PWS.

The PWS 11 Feb 2010. Can the government please verify the CLINS will reflect reference to 11 Feb 2010?

1.2 Q38: How many incumbents and/ or full-time

equivalents are working on the current effort?

3.8.5 Q40: Will the Government provide or offer

housing on base (for those work sites located on base)?

Statement) the same level of effort as the current work? If not, what’s the difference?
