Q1 42 L-5 (B) Q1: Does this mean the Contractor must have an Interim Secret clearance at the time the proposal is submitted?
A1 A1: Effective the first day of performance, the Offeror is required appropriate security clearance IAW the PWS & Section L of the RFP.
Q2 Q2: How many months is the Base Period of Performance? Section F states 01 July 2010 through 13 March 2011, 9 month of execution.
Contradicts Section B Items 0001/0002/0003 which states 8 months.
A2 A2: The Base Period of Performance is 9 months. Amendment #1 corrects Section B to reflect the correct period of performance as 9 months (1 July 2010 to 31 March 2011).
Q3 Q3: What are the two option years? CLIN 1001- 1004 and 2001-2004 state the same POP of 01 APRI 2011 to 31 MAR 2012.
A3 A3: The correct Period of Performance for CLINs 1001 – 1004 is 01 APRI 2011 to 31 MAR 2012 and 2001 – 2004 is 01 APRI 2012 to 31 MAR 2013.
Q4 6 B CLIN 2004 Q4: The amount for travel is entered as $1000,000. This appears to be a typo. Please confirm that the correct amount is $100,000
A4 A4: Amendment #1 corrects the amount of CLIN 2004 to read $100,000.
Q5 38 L L-3(G) (1) Q5: As written the page limitation for the Technical Proposal is simply stated as ―Limited to no more than 20 pages”. Question and Answer No 11, published on 17 March indicated ―This page limitation DOES NOT INCLUDE the Cover Page and/or Title Page; Executive Summary; and Technical Approach Narrative. All information submitted in response to the scenarios must be addressed within the stated page limitation‖. In addition the Answer to Question 12 which asked if Subfactor 2 Staffing Plan was included in the 20 page limitation, we were referred to the answer to Question 11 which seems to indicate that the answer to Subfactor 2 Staffing Plan is also exempt from the 20 page limitation. Please clarify exactly what information is subject to the Technical Proposal 20 page limitation.
A5 A5: The page limitation has been increased to 25 pages. Subfactor 1 is limited to 20 pages (ONE SLIDE PER PAGE) & Subfactor 2 is limited to 5 pages. As stated on Question and Answer No 11, published on 17 March, ―This page limitation DOES NOT INCLUDE the Cover Page and/or Title Page; Executive Summary; and Technical Approach Narrative. Amendment #1 changes the page limitation from 20 pages to 25 pages and defines the number of slides per page.
Q6 39 L L-4(G)(1)(a) Q6: Para Subfactor 1 states in part that ―…Submissions should be in the form of a decision brief (MS PowerPoint slides) simulating the exercise planner briefing to the Exercise Division Chief.‖ Pls clarify in which Power Point view the government would like these slides prepared—normal or notes view. If normal, is it the government’s intent that the Technical Approach Narrative be used to amplify the content of the slides and is therefore excluded from the 20 page limitation?
A6 A6: The Power Point slides should be normal view, same as it would be presented in a decision brief. Yes, the Technical Approach Narrative is excluded from the 25 page limitation.

3 Past/Present Performance
Questionnaire 4 (pages) per attachment. Para (G)(3) states that the past performance questionnaires are to be sent by the contractor to selected references who, in turn, return the questionnaires directly to the government. Pls clarify: Does the government desire that copies of the uncompleted questionnaires sent to references be included in the Past Performance Volume as reference?
A7 A7: No, the Government does not desire copies of the uncompleted questionnaires sent to references be included in the Past Performance as reference. IAW IAW L-4(G)(3)(B), a list of no more than five (5) of the most recent and relevant contracts performed for Federal agencies customers within the last three (3) years.‖

Q8: Para (G)(3)(D) states ―The Offeror shall provide the past performance information to the 15th Contracting Squadron No later than 15 April 2010, 4:00 p.m. Hawaii Standard Time.‖ Attachment L-2 states ―Your written response is due no later than April 16, 2010.‖ Pls clarify the due date for the completed past performance questionnaires.
A8 A8: Past performance information is due to the 15th Contracting Squadron NLT COB 16 April 2010 (Hawaii Standard Time). Section L has been revised to incorporate the above-mentioned change via Amendment #1.
Q9 72 L-3 1 Q9: Since the technical volume is limited to 20 pages, can we submit the IEP brief with two slides (or more) per page in order to keep the Tech Volume below 20 pages?
A9 A9: The IEP is limited to one slide per page.

Q10: ―Provide a list of no more than five (5) of the most recent and relevant contracts performed for Federal agencies and commercial customers within the last three (3) years. Each relevant contract shall have been performed during the past 3 years from the date of issuance of this solicitation. Relevant contracts include contracts that are similar in scope that have been performed within the last three (3) years.‖
"Relevant performance includes performance of efforts involving the same magnitude and having three (3) continuous years (within the last five years) of military exercise planning support experience similar or greater in scope, magnitude and complexity than the effort described in this Solicitation."
Recommendation:
The requirement be revised to read, ―Contractors provide at least 3 relevant past performances within the last 5 calendar years. Relevant performance includes military exercise planning experience similar to the effort described in this Performance Work Statement."
A10 A10: Sections L has been revised to read as follow: ―Provide a list of no more than five (5) of the most recent and relevant contracts performed for Federal agencies and commercial customers within the last three (3) years. Each relevant contract shall have been performed during the past 3 years from the date of issuance of this solicitation. Relevant contracts include contracts that are similar in scope, magnitude and complexity than the effort described in this Solicitation that have been performed within the last three (3) years.”
Sections M has been revised to read as follow:
―Relevant performance includes performance of efforts involving the same magnitude and having military exercise planning support experience similar or greater in scope, magnitude and complexity than the effort described in this solicitation. Performance must have occurred within the last three (3) years.”
The above-mentioned changes are incorporated into the Solicitation via Amendment #1.
