About this file
This is a Question & Answer document for federal contract solicitation FA520926Q0050, issued for Mobile Gate Shacks for the 374th Security Forces Squadron at Yokota Air Base, Japan. The document contains 28 clarifying questions and answers addressing technical specifications, delivery options, and component requirements for the procurement.
The Government is procuring five (5) mobile gate shacks as full and open competition (not set-aside), as Yokota AB is an overseas location not subject to small business set-aside mandates. Key specifications include: UL 752 Level 3 ballistic protection for exterior walls, with 16mm structural steel acceptable if it meets or exceeds the ballistic standard; door dimensions of approximately 36" × 84", with the Government noting that 24" wide doors seem small for personnel wearing gear; and roof and floor assemblies that do not require ballistic rating. Each unit must be mounted on its own trailer (five trailers total) with 2-inch adjustable couplers (2-5/16-inch acceptable) for towing and elevation. Electrical requirements specify 50/60 Hz and 100V compatibility for on-base Japanese power, with internal outlets achieving 120/240V through transformers or converters. The generator requirement is a minimum 7 kVA (approximately 165 kg) capable of powering a 2.5 kW HVAC system, with either gasoline or diesel fuel preferred. Shipping options include direct delivery to Yokota AB or transshipment through Tracy, California (XU Def Dist Depot San Joaquin, 25600 South Chrisman Road, Tracy, CA 95304-5000). Documentation may be submitted after contract award, and contractors may propose equivalent or superior solutions exceeding minimum specifications. No site visit will be conducted.

Solicitation No. FA520926Q0050 Mobile Gate Shacks for 374th Security Forces Squadron, Yokota Air Base, Japan
No. 1 Question: In the hope of avoiding a potential pre-award protest, will you please share the Government’s market research that led to the designation of the subject solicitation as full and open competition vs. some form of set-aside opportunity (e.g., total small business, SDVOSB, etc.)?
Answer: Although the Government cannot release an actual document as this is an active purchase, we can share our rationale. Yokota Air Base (AB) is an overseas location and not mandated to small business set asides, in accordance with Revolutionary FAR Overhaul (RFO) 19.000 (b)(1)(ii). Since our local Japanese contractors do not have small business designations or size standards (and quote on a lot of our projects), we did not set aside our requirement for only small business. If your company would like to submit a quote, we would be pleased to receive your offer.
No. 2 Question: On Salient Characteristics, Section 2.1 Structural Requirements states ‘Exterior walls shall provide ballistic protection equivalent to UL 752 Level 3’. This ballistic protection is much lower than the NIJ Level III protection (3 shots from .44 Magnum vs at least 5 from 7.62mm rifle), which my company recommended during the Government’s market research. Can you verify if the requested UL 752 Level 3 protection is correct?
Answer: It is correct. The UL 752 Level 3 protection does meet the Requiring Activity’s needs. The Government understands that UL 752 Level 3 is a lower protection level; however, UL 752 Level 3 is appropriate for our environment.
No. 3 Question: Is there a specific local infrastructure requirement in Japan that necessitates the generator to be configured for 50/60 Hz and 100V? Since the HVAC system, lighting, and general electrical components are completely designed and integrated in the U.S., we wanted to confirm exactly which remaining components must be powered by the generator. To provide some context, procuring a U.S.-made item is the most effective solution for this project because it allows us to accommodate fully certified ballistic structures. A manufacturing option from Japan would unfortunately be unable to provide a structure with these specific ballistic ratings.
Answer: It is the Government’s understanding that 50/60 Hz and 100V are the requirement for on base power.
No. 4 Question: “Notice to Offerors” mentions a site visit in paragraph 1.c. Would you please provide details regarding the site visit?
Answer: No site visit will be conducted for this requirement. The sentence regarding a site visit should have been deleted. The Notice to Offerors is updated to remove the sentence from paragraph 1.c.
No. 5 Question: How many units are anticipated for this procurement?
Answer: The requested quantity is five (5). Please refer to Standard Form (SF) 1449, page 3.
No. 6 Question: Our company can ship the completed units to your distribution facility in Tracy, California, for onward shipment to Yokota AB, Japan by others.
Answer: Shipment to Tracy, CA, is now acceptable. An amendment to this solicitation will be issued in order to accept both direct shipment to Yokota AB and shipment to Tracy, CA, for the Government’s transshipment to Yokota AB. At the time of submitting a quote, an offeror will need to provide both costs for direct shipment to Yokota AB and shipment to Tracy, CA, for fair price comparison.
Instructions will be provided in the amendment.
No. 7 Question: Page 3 of the subject Solicitation recites Contract Line Item Number (CLIN) 0002 as “Shipping and
Handling (Direct Delivery to Yokota Air Base, Japan, via Commercial Carrier)” and Page 6 states “FOB: Destination” and lists the “Delivery Location” as “374th Security Forces Squadron (374 SFS) Bldg. 210, Yokota Air Base Fussa-shi, Tokyo 197-0001, Japan.” Will the Government alternatively accept delivery to its containerization point in Tracy, California, to eliminate the cost of direct commercial carrier shipment to Yokota Air Base? If so, will you please provide the complete physical delivery address and related details (i.e., point of contact, telephone number, hours of operation, etc.)?
Answer: See the answer to question No. 6 above.
If an offeror selects shipment to Tracy, the physical delivery address is:
SW3225 - TRACY, CA
XU Def DIST DEPOT SAN JOAQUIN
CCP WHSE 30
25600 SOUTH CHRISMAN RD
TRACY, CA 95304-5000
TEL: 209-839-4537 or 5028 / FAX: 209-839-4334
An offeror must confirm the shipping information/instruction in the solicitation amendment, which will be issued.
No. 8 Question: Salient Characteristics 2.1 Structural Requirements
We use 16 mm thick structural steel for the guard booth construction, which provides ballistic protection exceeding the required UL 752 Level 3 standard.
The specification includes two requirements: “UL 752 Level 3 or higher” and “a minimum wall thickness of 3 inches (76.2 mm)”. Could you please advise which requirement should take precedence? Is 16 mm thick structural steel acceptable, as long as it meets or exceeds UL 752 Level 3 standard?
Answer: Yes, 16mm thick structural steel is acceptable as long as it meets or exceeds UL 752 Level 3 Standard.
No. 9 Question: Salient Characteristics 2.5.2 Distribution & Wiring / 2.6 HVAC System
For the electrical wiring, piping, and air-conditioning condenser ducting, may we assume that these will be installed through the wall panels? Alternatively, to maintain the ballistic protection of the walls, is it necessary to route them through the ceiling or floor instead?
Answer: If components are in the wall panels, it must not degrade the ballistic capabilities. If it will degrade, then it must go through the floor or ceiling
No. 10 Question: Salient Characteristics 2.7 Trailer Requirements
Regarding the stated trailer dimensions of “approximately 82 inches x 16 feet,” does this refer to the cargo bed dimensions, or the overall trailer dimensions?
Answer: It is essential that each unit is mounted on its own trailer. The trailer should be considered a part of each unit. It acts as a means for towing between locations and as an elevated platform for the user.
No. 11
Regarding the specified “2-inch adjustable coupler,” due to load capacity requirements, we propose using a 2-5/16-inch coupler instead. Would this be acceptable?
Answer: Yes.
No. 12 Question: Salient Characteristics 2.8 Trailer Electrical Requirements
Does the Government accept the use of trailer lighting equipment that complies with Japanese road vehicle safety regulations?
Answer: Yes.
No. 13 Question: Salient Characteristics 2.10 Documentation & Warranty
Could you please confirm whether documentation provided in Japanese would be acceptable?
Answer: The operators of the system are primarily English speaking.
No. 14 (Updated) Question: Salient Characteristics 2.5.1 Power Compatibility
Regarding the generator mentioned in section 2.5.3, are all internal outlets stepped down to 100V using a transformer?
Answer: It is up to the offeror’s discretion how they intend to reach the required voltages for the shack (via Transformers, Power Converters, etc.). The Government’s recommendation would be to have everything Japanese spec (100VAC/50hz) and utilize converters/transformers to achieve the required 120/240/208, etc. That allows for the shack to be powered via generator solely or be wired into commercial if need to be as stated in the solicitation.
No. 15 (Updated) Question: Salient Characteristics 2.5.2 Distribution & Wiring
The second bullet mentions “Load center: Approx. 125A, 120/240V, 8-space or equivalent.” It lists 125A, but is that for 120V? Would it be 62.5A for 240V?
Answer: It would still be 125A. For a 120/240V split phase system it should be rated at 125A per leg.
No. 16 (Updated) Question: Salient Characteristics 2.5.3 Generator Requirement, A. Output Capacity
What is the maximum kW (or amperage) required?
Answer: The Government’s recommendation would be at least a 10kVa (~8kW) generator. However, this is dependent on which AC unit the offeror provides for the shack. Average for the required HVAC per the contract would be around 3kW constant load with a potential of 6 kW peak startup load.
No. 17 (Updated) Question: Salient Characteristics 2.5.3 Generator Requirement, B. Japanese Power Compatibility
What is the generator’s fuel? (i.e., Gasoline, diesel, LP, etc.)
Answer: Either gasoline or diesel would be preferred. The Government’s recommendation would be diesel fuel. You typically see less problems with diesel generators as opposed to gasoline or LP. In addition, LP would add additional logistical constraints to the Government.
No. 18 (Updated)
The second bullet mentions “A complete conversion solution enabling safe connection to 100V, 50/60 Hz Japanese commercial power.” Should the outlet be stepped down to 100V, or should the 120/240V configuration be retained?
Answer: The 120/240V configuration would be achieved via converters/transformers etc. As it states in the solicitation, the shacks must be able to be hooked up to Japanese standard power (100V 50hz) AND a minimum of 2x 120VAC receptacles.
No. 19 (Updated)
Regarding “Automatic or manual transfer switches (ATS/MTS),” are you referring to switching the main input between the generator and an external power source?
Answer: Correct. This is just stating that there needs to be a connection point for both generator input as well as commercial input as stated in the solicitation. The Government’s recommendation would be for a manual transfer switch (double throw switch) that allows for easy selection of incoming feeds.
No. 20 Question: Salient Characteristics 2.5.3 Generator Requirement, C. Additional Generator Requirements
Does the Government intend to load the materials onto a trailer and construct walls or similar structures?
Answer: No.
No. 21 (Updated) Question: Salient Characteristics 2.6 HVAC System
What level of power consumption should be anticipated for the HVAC unit?
Answer: Although it depends on the proposed HVAC system to give an accurate figure, an estimate is minimum of 3 kW for constant load, with a peak load of potentially ~8 kW.
No. 22
Does the specified trailer width of 82 inches refer to the trailer body width, with the wheels mounted outside the body?
Answer: Need to confirm the trailer dimensions. The trailer needs to support each individual mobile structure.
No. 23 Question: Salient Characteristics 2.10 Documentation & Warranty
Could you please confirm whether the required documentation may be submitted after contract award?
Answer: Yes, the Contractor shall provide the required documentation after contract award.
No. 24 Question: Salient Characteristics 2.0 Minimum Required Characteristics
The Government requires Level 3 ballistic protection in this solicitation. We plan to offer UL Level 5 ballistic protection with UL Level 9 ballistic glass, which exceeds the required protection level.
Could you please confirm that this specification is acceptable?
Answer: Offerors may propose equivalent or superior solutions that meet or exceed the functional requirements as stated in Salient Characteristics 2.0.
No. 25 (Updated) Question: Salient Characteristics 2.2 Doors and Windows
The required door dimensions are approx. 36” × 84” (approximately 90 cm × 210 cm). We plan to offer our standard armored door size of 59 cm × 182 cm. Armored structures generally utilize smaller door dimensions to maintain structural integrity and ballistic performance. Would our standard door dimensions be acceptable?
Answer: The Government’s perspective is that a 24” wide door seems a little small especially with defenders wearing kit and gear, etc.
No. 26 Question: Salient Characteristics 2.1 Structural Requirements
The fifth bullet mentions “Roof and floor assemblies are not required to be ballistic rated.” We plan to prepare our proposal including ballistic protection for both the floor and roof. Would this enhanced specification be acceptable?
Answer: Offerors may propose equivalent or superior solutions that meet or exceed the functional requirements as stated in Salient Characteristics 2.0.
No. 27 Question: Salient Characteristics 2.7 Trailer Requirements
While the solicitation requires a 2-axle trailer, we plan to offer a 3-axle trailer with a higher load capacity. To provide greater load capacity and improved stability, would a 3-axle trailer be acceptable?
Answer: That is acceptable if it is known that we are requesting a trailer for each ballistic shack. Five (5) trailers in total. These are intended to be completely separate from each other and placed at dispersed sites.
No. 28 Question: Salient Characteristics 2.5.3 Generator Requirement, A. Output Capacity
While the solicitation requires output of 10–15 kW, we plan to offer a 7 kVA generator (approximately 165 kg), which is sufficient to operate the 2.5 kW HVAC system.
A generator capable of supplying 10–15 kW would typically require a rated capacity of approximately 12.5–19 kVA (depending on power factor) and weigh approximately 1.5–2.0 tons, making installation on the proposed trailer impractical.
Would our proposed 7 kVA generator be acceptable? If not, could you please clarify the intended application for the required 10–15 kW output?
If a generator of this capacity is mandatory, it would need to be installed separately from the proposed trailer, or alternatively accommodated in a dedicated GEN/UPS Portable Cabin.
Answer: Yes, your proposed generator is acceptable.
