About this file

This document is a Salient Characteristics attachment to a federal solicitation for mobile gate shacks for the 374th Security Forces Squadron at Yokota Air Base, Japan, dated August 19, 2026.

The requirement is for a ballistic steel booth mounted on a heavy-duty trailer that provides a protected, climate-controlled, transportable workspace for security, access control, customer service, and observation operations. The booth must feature UL 752 Level 3 ballistic protection with minimum 3-inch thick welded steel walls, maintaining ballistic integrity at all joints. The structure shall include one ballistic swing door (36" × 84"), one fixed ballistic window (29" × 39"), one ballistic sliding customer-service window, and four lockable ballistic gun ports. Interior specifications require minimum 90-inch ceiling height, steel ceiling panels, countertop with cable pass-through, and corrosion-resistant finishes throughout. Insulation requirements are R-18 for walls, R-19 for ceiling, and R-16 for floor, with exterior color specified as tan. The booth shall be factory-assembled and fully delivered on the trailer with lifting lugs for crane off-loading.

The electrical system must be fully compatible with Japanese 100V AC, 50/60 Hz commercial power through integrated transformers, power converters, dual-voltage systems, or equivalent solutions. The contractor must provide a 10–15 kW generator capable of powering the entire booth including HVAC, lighting, and auxiliary systems, with complete conversion capabilities for Japanese power standards. The booth requires a through-the-wall or split-system HVAC unit with approximately 11,200 BTU cooling and 8,500 BTU electric heating. The trailer specification includes approximately 82" × 16' dimensions, 14,000 lbs GVWR, two 7,000-lb axles with electric brakes, 6" C-channel frame, 2" adjustable coupler with 7-way plug, four stabilizing jacks, and DOT-approved or Japanese-compliant lighting systems. Post-award deliverables include approval drawings, installation drawings, operation and maintenance manuals, and a minimum 1-year warranty on materials and workmanship.

SALIENT CHARACTERISTICS

Mobile Gate Shacks for 374th Security Forces Squadron, Yokota Air Base, Japan 19 Aug 2026

1.0 PURPOSE

The ballistic steel booth on trailer shall provide a protected, climate-controlled, transportable workspace suitable for security, access control, customer service, or observation operations. The unit shall be factory-assembled, mounted on a heavy-duty trailer, and capable of rapid deployment in support of installation security requirements.

2.0 MINIMUM REQUIRED CHARACTERISTICS

(Vendors may propose equivalent or superior solutions that meet or exceed the functional requirements.)

2.1 Structural Requirements

• Exterior walls shall provide ballistic protection equivalent to UL 752 Level 3.

• Wall construction shall be a minimum of 3 inches thick using welded steel framing or equivalent structural design.

• All joints shall maintain ballistic integrity.

• Interior wall surfaces shall be durable, cleanable material (steel or equivalent).

• Roof and floor assemblies are not required to be ballistic rated.

• Requested Exterior Color: Tan (to match the facilities on base)

2.2 Doors and Windows

• One (1) ballistic swing door, approx. 36" × 84", Level 3 equivalent.

• Door shall include: ballistic window, continuous hinge (or equivalent), weather stripping, and lever hardware.

• One (1) fixed ballistic window, approx. 29" × 39" viewable area.

• One (1) ballistic sliding customer-service window suitable for ID checks and document exchange.

• Four (4) lockable ballistic gun ports.

2.3 Thermal Envelope & Insulation

• Wall insulation: R-18 minimum

• Ceiling insulation: R-19 minimum

• Floor insulation: R-16 minimum

• Equivalent thermal performance solutions are acceptable.

2.4 Interior Features

• Minimum interior ceiling height: 90 inches.

• Ceiling panels: steel or equivalent durable material.

• Countertop with cable pass-through.

• All interior/exterior surfaces shall have a corrosion-resistant finish.

2.5 Electrical System

2.5.1 Power Compatibility

The booth’s electrical system shall be fully compatible with Japanese commercial power, including:

• 100V AC, 50/60 Hz input capability

• May be achieved through:

o Integrated transformer o Power converter o Dual-voltage system o Or equivalent vendor-proposed solution

The Contractor shall provide all equipment necessary to ensure safe, reliable operation on Japanese commercial power without government-furnished equipment.

2.5.2 Distribution & Wiring

• All electrical components shall be UL/CSA listed or equivalent.

• Load center: Approx. 125A, 120/240V, 8-space or equivalent.

• Minimum components:

o Two (2) 120VAC duplex receptacles o One (1) 240V receptacle o One (1) wall switch o Two (2) telecom/data junction boxes with conduit o Four (4) exterior LED floodlights with photocell o One (1) interior LED fixture

2.5.3 Generator Requirement

The Contractor shall provide a generator capable of powering the entire booth, including HVAC, lighting, receptacles, and auxiliary systems. The generator system shall meet the following:

A. Output Capacity

• Sized to support the full booth load; estimated 10–15 kW depending on final configuration.

• Vendors may propose alternate sizing with justification.

B. Japanese Power Compatibility Because U.S.-sourced generators typically output 120/240V, 60 Hz, the Contractor shall ensure compatibility with Japanese standards by providing:

• A generator capable of supporting the booth’s electrical load, AND

• A complete conversion solution enabling safe connection to 100V, 50/60 Hz Japanese commercial power.

This may include:

• Transformers

• Power converters

• Dual-voltage generator systems

• Automatic or manual transfer switches (ATS/MTS)

• Any additional hardware required for safe dual-source operation

The Contractor must deliver a complete, functional system that can operate on either generator power or Japanese commercial power without additional government-furnished equipment.
