About this file
This is a Question & Answer document for Solicitation No. FA520926Q0050, a Request for Quotation issued by the Department of the Air Force Pacific Air Forces for the procurement of five (5) mobile gate shacks for the 374th Security Forces Squadron at Yokota Air Base, Japan. The solicitation is not set aside for small business because the overseas location is not mandated to include small business set-asides under Revolutionary FAR Overhaul (RFO) 19.000(b)(1)(ii), and local Japanese contractors do not have small business designations or size standards.
The Q&A document addresses 28 questions regarding technical specifications and delivery terms. Key clarifications include: exterior walls must provide ballistic protection equivalent to UL 752 Level 3 (with 16mm structural steel acceptable if it meets or exceeds this standard); the generator requirement of 10-15 kW has been clarified as acceptable at 7 kVA; electrical components must be configured for 50/60 Hz and 100V for on-base power compatibility; trailers must accommodate each individual mobile structure with acceptable modifications including 2-5/16-inch couplers instead of 2-inch couplers and 3-axle trailers instead of 2-axle; documentation in English is required as operators are primarily English-speaking; and offerors may propose equivalent or superior solutions exceeding functional requirements. Delivery options include direct shipment to Yokota Air Base or shipment to the Tracy, California distribution facility (25600 South Chrisman Road, Tracy, CA 95304-5000). The offer due date is August 25, 2026, at 2:00 PM Japan Standard Time.

Question & Answer As of 28 Jul 2026
Solicitation No. FA520926Q0050 Mobile Gate Shacks for 374th Security Forces Squadron, Yokota Air Base, Japan
No. 1
Question:
In the hope of avoiding a potential pre-award protest, will you please share the Government’s market research that led to the designation of the subject solicitation as full and open competition vs. some form of set-aside opportunity (e.g., total small business, SDVOSB, etc.)?
Answer:
Although the Government cannot release an actual document as this is an active purchase, we can share our rationale. Yokota Air Base (AB) is an overseas location and not mandated to small business set asides, in accordance with Revolutionary FAR Overhaul (RFO) 19.000 (b)(1)(ii). Since our local Japanese contractors do not have small business designations or size standards (and quote on a lot of our projects), we did not set aside our requirement for only small business. If your company would like to submit a quote, we would be pleased to receive your offer.
No. 2
Question:
On Salient Characteristics, Section 2.1 Structural Requirements states ‘Exterior walls shall provide ballistic protection equivalent to UL 752 Level 3’. This ballistic protection is much lower than the NIJ Level III protection (3 shots from .44 Magnum vs at least 5 from 7.62mm rifle), which my company recommended during the Government’s market research. Can you verify if the requested UL 752 Level 3 protection is correct?
Answer:
It is correct. The UL 752 Level 3 protection does meet the Requiring Activity’s needs. The Government understands that UL 752 Level 3 is a lower protection level; however, UL 752 Level 3 is appropriate for our environment.
No. 3
Question:
Is there a specific local infrastructure requirement in Japan that necessitates the generator to be configured for 50/60 Hz and 100V? Since the HVAC system, lighting, and general electrical components are completely designed and integrated in the U.S., we wanted to confirm exactly which remaining components must be powered by the generator. To provide some context, procuring a U.S.-made item is the most effective solution for this project because it allows us to accommodate fully certified ballistic structures. A manufacturing option from Japan would unfortunately be unable to provide a structure with these specific ballistic ratings.
Answer:
It is the Government’s understanding that 50/60 Hz and 100V are the requirement for on base power.
No. 4
Question:
“Notice to Offerors” mentions a site visit in paragraph 1.c. Would you please provide details regarding the site visit?
Answer:
No site visit will be conducted for this requirement. The sentence regarding a site visit should have been deleted. The Notice to Offerors is updated to remove the sentence from paragraph 1.c.
No. 5
Question:
How many units are anticipated for this procurement?
Answer:
The requested quantity is five (5). Please refer to Standard Form (SF) 1449, page 3.
No. 6
Question:
Our company can ship the completed units to your distribution facility in Tracy, California, for onward shipment to Yokota AB, Japan by others.
Answer:
Shipment to Tracy, CA, is now acceptable. An amendment to this solicitation will be issued in order to accept both direct shipment to Yokota AB and shipment to Tracy, CA, for the Government’s transshipment to Yokota AB. At the time of submitting a quote, an offeror will need to provide both costs for direct shipment to Yokota AB and shipment to Tracy, CA, for fair price comparison. Instructions will be provided in the amendment.
No. 7
Question:
Page 3 of the subject Solicitation recites Contract Line Item Number (CLIN) 0002 as “Shipping and Handling (Direct Delivery to Yokota Air Base, Japan, via Commercial Carrier)” and Page 6 states “FOB: Destination” and lists the “Delivery Location” as “374th Security Forces Squadron (374 SFS) Bldg. 210, Yokota Air Base Fussa-shi, Tokyo 197-0001, Japan.” Will the Government alternatively accept delivery to its containerization point in Tracy, California, to eliminate the cost of direct commercial carrier shipment to Yokota Air Base? If so, will you please provide the complete physical delivery address and related details (i.e., point of contact, telephone number, hours of operation, etc.)?
Answer:
See the answer to question No. 6 above.
If an offeror selects shipment to Tracy, the physical delivery address is:
