QUESTIONS AND RESPONSES
# Question Government Response 1 Will a pre-proposal briefing be conducted?
The government does not intend to hold a briefing.
2 What are the security and background check requirements for all contractor personnel who will be on-site?
To access a United States military installation, the contractor is required to obtain a base pass. The contractor is required to submit documents to each installation they require access to in order to gain a base pass for that base. The prime contractor is also responsible for obtaining base passes for their subcontractors. Documents vary from base to base but may include but not limited to;
certificate of residence, abstracts of family registers, photo ID and any applicable forms for the base.
3 When being awarded pickup services, is there any flexibility or grace period for scheduling adjustments based on the requested dates?
The ordering officer will normally provide the contractor with notice to commence services at least one full workday prior to the specified pickup date. Any oral orders will be confirmed in writing within two workdays following acceptance by the contractor.
Contractors are required to be available to receive orders between the hours of 0800 and 1700. There is no automatic grace period for scheduling adjustments once pickup services are awarded. The standard 7-day pickup window does not apply to Direct Procurement Method (DPM) shipments; however, it does apply to International Through Government Bill of Lading (ITGBL) shipments. Any scheduling adjustments must be coordinated with and approved by the ordering officer.
