IAW FAR 16.504(c)(1)(i) the Government plans to award to two or more sources

23. General The Japanese Obon Holiday season starts next week: Please let us know if it’s possible to extend the due date of quote submittal, since the most of Japanese contractors are difficult to contact. due to the Obon holidays.

We respectfully request the government extend the due date by two additional weeks.

Target date: Aug 25th.

It will not be possible to extend the submission date to 25 August. The initial draft SOW was posted along with the market research questionnaire on 21 April 2023, and a pre-solicitation notice with the draft RFQ was posted on 8 June 2023.

24. General Regarding transportation, we assume that the supplied carpets will be delivered to the warehouse within the base and then moved to each construction site. Can we consider transportation costs for distances up to around Saitama (e.g., Tokorozawa)? For on-base construction, we understand that there will be costs for on-site transportation as well. We plan to provide an estimate for these costs, but is our understanding correct?

Our understanding is that you are referring to the transportation fees pertaining to ELINs X001AA, AB and AC. As stated in the PWS, prices proposed for these ELINs shall be inclusive of shipping to a site within the Kanto Region. How the area is cut-off is up to the vendor.

25. General Will you be providing an annual construction schedule (3 years + 2 years extension), or will it be on an ad-hoc order basis? This information is crucial for our company to plan our annual schedule effectively.

This will be an ad-hoc ordering basis.

Annual ordering will be dependent on agency needs and available funding.

26. General In addition to construction supervision and work reports, we believe that managing construction data and database integration (including information on when, where, what, how much, and the evaluation and issues related to each job) will be necessary.

Are these costs included in the project?

(Note: Please note that my translation is based on the context provided, and certain terms may have specific meanings or requirements in your industry or field.)

It is unknown the extent of the question asked. If based on the SOW you believe that such work is to be included, it should be forecasted in your offer.
