SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER)
STATEMENT OF OBJECTIVES (SOO)
FOR
PROJECT ZNRE10-1238
Renovate Office and Conference Room, B-620 At YOKOTA AB Date: 6 Dec 2019

I. PRINCIPAL FEATURES OF WORK: The Contractor shall verify site conditions and conduct all field surveys and measurements as necessary to complete this project. All performance under this project shall meet or exceed US Government and Japanese Construction Standards. The Contractor shall provide all labor, materials, equipment and any other necessary items to this project to ensure a complete and usable facility. The Contractor shall accomplish all services below to meet the requirements of this SOO, Japanese laws, pertinent regulations, commercial standards and practices, Japan Environmental Governing Standards, and Environmental Protection Plan.
II. GENERAL SCOPE
A. Overall objective: Provide complete design and furnish all parts, labor, material, tools and equipment, transportation, supervision and all operations identified in these contract documents for Project No. ZNRE10-1238 Renovate Office and Conference Room, B620, Yokota Air Base, Japan.
The following scope of work is expressed in general terms and in no way limits the Contractor’s responsibility. The Contractor is required to provide a complete and usable facility within the terms and conditions of this contract. The scope of work for this project includes but is not limited to:
B. General Description of Architectural Work with Design (refer to the attached concept plan):
D-1. Demolish all existing ceiling boards with steel furring and metal suspension system insulation.
D-2. Demolish all existing false wallboards, partition wallboards, steel stud, insulation, carpet, vinyl baseboard and system furniture partition wall.
D-3. Demolish and abate Asbestos Containing Materials (ACM) and Lead Based Paint (LBP).
Attached asbestos surveys report and LBP surveys report shall be used in this project, however ACM, LBP and suspicious materials ACM (including concrete)/LBP which are not listed in the report shall be treated as ACM/LBP.
D-4. Demolish all existing doors with frames.
D-5. Existing rooms 105, 106 and 115: Demolish existing fixed windows and frames.
1. New conference room: Install an one-hour fire-rated gypsum partition wall assembly, including soundproofed functions with minimum 50 STC Sound Transmission Class (ASTM), or minimum (TLD 50-Transmission Loss Difference) system, insulation and steel furring /metal stud.

2. New conference room: Install a gypsum false wall (fukashi-kabe, in Japanese) including insulation and steel furring.
3. New conference room: Install acoustical ceiling, including ceiling access panel s, insulation and steel furring /metal suspension system and aluminum trim similar to existing.
4. New conference room: Install two (2) one-hour fire-rated steel doors including frames, and accessories hardware but not limited to; panic hardware, door closer and soundproofed function with minimum 40 STC Sound Transmission Class (ASTM), or minimum 40 dB sound attenuation.
5. New conference room: Block up the doorway, which connects to north side office materials the same as the adjacent wall.
6. Existing rooms 105 and 106: Block up the window materials the same as the adjacent wall.
7. New office rooms 1 and 2: Install a gypsum partition wall with steel metal stud furring, and repair existing walls with steel metal stud furring and material to match existing adjacent. Install acoustical ceiling, including ceiling access panels, metal suspension system, and aluminum trim similar to existing.
8. New office rooms 1 and 2; Install a steel door with frame with hardware and accessories but not limited to; including lever handle with cylinder anti-panic lock and door closer, floor mounted door bumper with hook to each room.
9. New office room 2: Install a fixed window and frames.
10. Paint all of the interior walls, doors and frames.
11. New conference room and new office rooms (1 and 2): Install new carpet and new vinyl baseboards. (Note: New carpet shall be Contractor-Furnished US Material (CFUSM), commercial type carpet for office use with loop pile, tufted weight minimum 26 oz., Passing US Flammability/Flooring Radiant Panel/ASTM E 648-Class I. Contractor shall provide color samples carpet for user selection.)
12. Provide full-height wall to structure above with minimum 45 dB sound attenuation (equal to 45 STC rating) with operable folding panel partition with door below. Operable folding panel partition below ceiling shall have metal surface finish with layers of gypsum board, glasswool insulation or equivalent non-combustible material and shall also have minimum 45 dB sound attenuation. Operable folding panel door partition construction shall include all necessary installation work such as suspension from structure above, tracks & hardware.
13. Provide metal reinforcement beneath gypsum board at 3 locations on North wall of new conference room for the future installation of minimum 75” Television monitors. Install projector screen and a projector at celling for center area of the new conference room. Exact location to be coordinated with the US Government Construction Manager or B620 Facility representative.
14. Repair all affected, damaged area in order to accomplish the project to match existing adjacent.
Contractor shall provide site protection during work and clean up after work. Protect the
SOO-3 of 6 pathways to all work areas, areas within the corridor and any access from the work areas with plastic sheeting during construction. Provide a temporary partition to separate the adjacent occupied area and construction area during construction. Any damage during construction by the Contractor shall be repaired by the Contractor at no expense to the Government. Remove and dispose of all construction debris off base daily in accordance with Japanese laws.
15. Remove existing window curtain and blinds between room 105/106 and new conference room.
Reinstall blinds and curtain after cleaning existing windows upon construction completion.
16. (Option 1) Contractor shall disassemble the system furniture those are adjacent to the construction area in Room 114, and may move them within the construction area as required (phasing work within the construction area may be possible.) The Contractor will move back the system furniture to the original location and re-assemble after the construction work is complete.
17. (Option 2) Dismantle and dispose existing file storage system at room 115.
C. General Description of Heating, ventilation, and air conditioning (HVAC) and Fire Protection
Work with Design:
1. Existing room 115: Remove existing supply/return air ducts, supply air diffusers, return air registers, and duct insulation for new office room 1 and 2.
2. Existing room 116, 117 and conference room: Remove existing supply/return air ducts, supply air diffusers, return air registers, and duct insulation for new conference room.
3. Existing room 115 and existing room 106: Relocate existing Variable Air Volume (VAV) controller from existing room 115 to existing room 106.
4. Existing room 116 and new conference room: Relocate existing Variable Air Volume (VAV) controller from existing room 116 to new conference room.
5. New office room 1 and 2: Install new supply/return air ducts, supply air diffusers, return air registers, duct insulation, fire volume dampers and accessories.
6. New conference room: Install new sound attenuator chambers, supply/return air ducts, supply air diffusers, return air registers, duct insulation, fire volume dampers and accessories. Sound proof level shall be in accordance with the architectural work.
7. New conference room: Install new packaged air conditioning unit includes concrete foundation for exterior unit. One exterior unit and multiple ceiling mount interior units shall be installed.
Load calculation shall be provided.
8. Entire building: Existing air balance shall be measured and new air balance shall be adjusted.
9. Abate Asbestos Containing Materials (ACM) which are listed in the attached asbestos survey report. Suspected materials which are not listed in the report must be treated as ACM.

10. Additionally, temporary, scaffolding, curing, clean up, transport, waste disposal, paint, test, report, miscellaneous and all other related works shall be required. The cost of consumer goods and lease equipment shall be included.
D. General Description of Electrical Work with Design: All electrical design, material and installation shall be satisfied with Unified Facilities Criteria (UFC) 3-501-01 “Electrical Engineering”, UFC 3- 520-01 “Interior Electrical Systems”, UFC 530-01 “Interior and Exterior Lighting Systems and Controls”, UFC 3-600-01 “Fire Protection Engineering for Facilities”, National Fire Protection Association (NFPA) 70 “National Electrical Code” NFPA 72 “National Fire Alarm and Signaling Code” and NFPA 101 “Life Safety Code”.
1. Remove all existing lighting fixtures, fire detectors, fire bell, receptacle outlet and ceiling mounted projector located where the ceiling and wall will be removed by architectural work.
2. Install new Light Emitting Diode (LED) type lighting fixtures, switches, plates and associated wiring located where removed existing lighting system. Motion detector shall be required.
3. Install new emergency light with wiring and conduit located where removed existing lighting system.
4. Replace the existing receptacle outlet with new to meet UFC and NFPA 70.
5. Install new receptacle outlet, box, plates, and associated wiring located where removed the existing wall with new to meet UFC and NFPA 70.
6. Replace the existing Install new receptacle outlet, LAN output and one monitor connector on the ceiling for the projector with wiring to the new location from nearby the wall of the existing location monitor control counter for the projector. The receptacle, LAN monitor connector and associated wiring shall be new.
7. Install quad type receptacle outlet nearby the LAN outlet at new two (2) offices.
8. Replace Install the power line of the roll up screen.
9. Relocate the existing ceiling mounted speaker to nearby new location of the roll up screen. The wire shall be replaced with new.
10. Provide the power to new A/C system. The power come from panelboard “LP-M” located the mechanical room through underground of outside the building. One (1) handhole installation shall be required. The existing circuit breaker shall be replace with new. The circuit shall be interlocked with fire alarm system.
11. Install new fire detector and strobe light with horn. The design of the fire protection engineer shall be required.
12. Provide disconnect mean for any equipment according to NFPA 70.
13. Install receptacle outlet for three (3) wall mounted monitors.

14. Install High-Definition Multimedia Interface (HDMI) cable for wall mounted monitors at three
(3) locations from two (2) locations of the each monitor control counters at new conference room.
HDIM cable shall be protected by the metal conduit. Also install Empty extra conduit (25) with pull wire beside each HDMI wiring route for the future using.
E. General Description of Civil Work:
1. Install temporary barricade. Appropriate signs, lightings shall be utilized to prevent third person accident.
2. Excavate for new electrical line and backfill.
3. Excavate for one new electrical hand hole and backfill.
4. Dispose existing turfs.
5. The excavated soil can be used to backfill. Appropriate compaction shall be made. The soil shall be stored within the work area.
6. Core 2 holes (φ125mm) on the wall.
7. Survey prior to the core holes to check the location reinforcement bars location of the wall to avoid cutting the reinforcement bars.
8. Restore turfs. Restore turfs of the work area.
9. Install markings for the new electrical lines on turning points. The markings shall have the letter
“E”,”GL-xxx” to indicate the actual depth and “arrow” to indicate the direction.
10. Actual X-Y-Z coordinates for the new electrical lines shall be surveyed and shall be matched with the coordinates of the CAD files of the as build drawings. The attached control points and data shall be used. And in case there are not the control points near the work area, some temporary control points can be created by 374CES/CENM (Geo base).
11. Flag men shall be located when heavy equipment and materials are moved in or out.
F. General Description of Communication Work with Design:
1. Relocate the existing one (1) quad type LAN port to the existing south side wall at the new conference room from the existing wall which will be demolished. LAN outlet and cable shall be replace with new.
2. Install new one (1) quad type LAN port at each new offices and install LAN cable from each
LAN port to the existing server room located room 215 at second floor. The total quad type LAN port shall be two (2).
3. The type of LAN connector and wire shall be CAT6.
III. DESIGN PROPOSAL REQUIREMENT: Following information should be submitted for technical evaluation.

A. Scope Validation Meeting Minutes B. Conceptual drawings showing proposed changes to architectural, electrical, mechanical, fire protection and civil systems. (1 page per system at min.)
C. 1/30 scale plan showing walls, layout of area with furniture/equipment (Not to exceed 3 pages).
D. 1/30 scale sectional drawings showing outlets, support etc. which are required to make room functional, wall cross-section etc. (Not to exceed 3 pages) E. Write-up not to exceeds 4 pages including:
1. List of specifications applicable to each type of work.
2. List of main governing regulations / codes / UFCs for each element.
3. Proposed timelines for design / execution of work after Notice to Proceed is issued.
F. Cost Proposal using UPG
IV. MAGNITUDE OF COST. This project will fall into the High cost range. All standard performance times for this magnitude will apply.
V. WORK HOURS. Contractor normal work hours are from 0730 to 1630 Monday through Friday including Japanese holidays but excluding US legal holidays to include Thanksgiving weekend (one day prior to Thanksgiving Day through the weekend) and Christmas holidays. The contractor shall anticipate intermittent delays in the work schedule due to any special requirements. The Government will make every effort to minimize this occurrence. Depending on the urgency of any particular project, the contractor shall be required to perform per the hours specified in sub-paragraph 1.7.1 of Section 01 11 00, Summary of Work, Part 1, General, Paragraph 1.7, Hours of Operation, of the SABER Contract Specifications at no additional cost to the Government.
VI. LIQUIDATED DAMAGES. Liquidated damages will not be assessed since this facility’s extended construction will not adversely impact the base and mission.
VII. STATUTORY COST LIMITATION (SCL). The SCL is not applicable to this project.
VIII. WARRANTY. Provide support for the equipment items by service organizations which are reasonably convenient to the equipment installation in order to render satisfactory service to the equipment on a regular and emergency basis during the one year warranty period of the contract.
