This attachment, in its completed form, must be submitted with your proposal.
The coefficients you list in Attachment J-4a will be the co-efficients of record, as well as being utilized to compute the Total Price (TEP).

SECTION B - COEFFICIENTS PRICING SCHEDULE
A. The applicable coefficient is applied to the total contract price as shown within attachment J-3, SABER, Unit Price Guide (UPG), summary tab. The coefficient is to compensate the contractor for the indirect costs associated with performance as well as profit.
B. The coefficients (no more than three (3) decimal places) are factors applied to the UPG to calculate the overall task order pricing. The coefficients may include standard and non-standard hours, range or isolated site work, or work in Kanto plain or outside Kanto plain.
C. The task order pricing and related modification pricing will be based on the UPG that has been established following four (4) Pricing Books and Construction Cost Index provided by Tokyo governed by Ministry of Land, Infrastructure, Transport and Tourism. Any non-priced items will be added on to the total task order and/or modification price for a unit of work. Pricing for any task order and/or modification will incorporate pre-priced items calculated utilizing the UPG incorporated within the contract and any negotiated non-priced items as applicable.
D. The categories of pricing coefficients in this contract are based on a combination of project value and standard and nonstandard work hours. If a task order includes work that has more than one pricing coefficient category, the work will be prorated and the applicable coefficient applied to its portion of the direct costs.
E. Coefficients are to remain unchanged throughout the life of the contract, including the base period of performance and any option periods exercised by the Government.
F. The offeror must include a coefficient cost for work to be performed in restricted and unrestricted areas, during standard and non-standard working hours; the appropriate coefficient will be applied to each task order issued under the contract.
G. Please enter all proposed coefficients into Attachment J-4a, Coefficient Pricing Schedule, the following sample of Coefficient Pricing Schedule will be executed automatically created by excel format.

1. The majority of projects will be performed at Yokota Air Base but may expand throughout Japan. Off-base sites may include, but are not limited to, the following: a) geographical separated units (GFUs): Narita Air Terminal, Tama Service Annex, Fuchu C.S., Momote Annex, Owada C.S. and Tokorozawa Transmitter Site; b) remote sites: Chitose Auxiliary Annex (Hokkaido) and Itazuke Auxiliary Airfield (Fukuoka).
2. All work in controlled areas will require escorts at all times by either Government personnel or Contracting Officer approved contractor personnel. No contractor personnel shall be out of line of sight of the escort at any time the contractor or subcontractor(s) are within a controlled area. There are no exceptions to this policy and this shall be the contractor’s policy under the terms of the contract.
