About this file

This document is a report summarizing a limited asbestos survey conducted at Building 907 located at Yokota Air Force Base in Fussa, Japan. Twenty materials were identified as suspect asbestos-containing materials and sampled, with asbestos detected in pipe flange gaskets at a concentration of 17-19%. A total of sixty-two samples were collected from areas inspected and analyzed using polarized light microscopy. The survey identified one homogeneous area positive for asbestos.

The related federal contract opportunity is a pre-solicitation notice for a Multiple Award Construction Contract for U.S. Army and Air Force installations in Japan, including Yokota Air Base. Prospective offerors are advised to prepare proposals in advance of a forthcoming Request for Proposal. Points of contact are provided for the Army and Air Force contract opportunities.

REPORT SUMMARY

On behalf of Yokota Air Base, Hawaii International Environmental Services, Inc. (HIES), conducted a limited asbestos survey at Building 907 located at Yokota Air Force Base (AFB) in

Fussa, Japan. HIES provided certified asbestos building inspectors to assist with the survey and report preparation. The survey described by this report was conducted on March 19, 2019 by inspector Masatomo Yoshii (Certification #C19-0058-02) and Teppei Kakegawa (Certification

#C19-0054-01).

Only materials requested to be sampled by base personnel were sampled. The work was conducted in general accordance with applicable United States Environmental Protection Agency guidelines and the Japan Environmental Governing Standards.

Twenty (20) materials (Homogenous Areas) were identified as a suspect asbestos containing materials (ACM) and were sampled and analyzed during this survey (Table 1). A total of sixty-two (62) building material samples were collected from the areas being inspected. Samples were analyzed using polarized light microscopy (PLM) following the US EPA Interim Method for

Determination of Asbestos in Bulk Insulation Samples (EPA 600/M4-82-020) as found in 40

CFR, Part 763, Subpart E, Appendix E (formerly Subpart F, Appendix A), or the current US

EPA method for the analysis of asbestos in building materials. The laboratory also used the improvements to the PLM method contained in the US EPA method for the determination of asbestos in bulk building materials (EPA/600/R-93/116, July 1993, R.L. Perkins and B.W.

Harvey). JEGS procedures and guidelines were adhered to. Asbestos was detected in one (1) of the materials analyzed (Table 2). Table 3 lists all of the samples collected during this survey.

Figure 1 shows the locations where the samples were obtained. Pictures of all the samples taken during this survey are shown in Appendix A. The laboratory reports are included in Appendix B.

Appendix C shows the personnel and laboratory certifications.

Dear Mr. Randall, Enclosed please find test results for the 42 sample(s) submitted to our laboratory for analysis on

3/22/2019.

Examination of these samples was conducted for the presence of identifiable asbestos fibers using polarized light microscopy (PLM) with dispersion staining in accordance with both EPA 600/M4-82-020, Interim Method for the Determination of Asbestos in Bulk Insulation Samples and EPA 600/R-93/116

Method for the Determination of Asbestos in Bulk Building Materials.

For samples containing more than one separable layer of materials, the report will include findings for each layer (labeled Layer 1 and Layer 2, etc. for each individual layer). The asbestos concentration in the sample is determined by calibrated visual estimation.

For those samples with asbestos concentrations between 1 and 10 percent based on visual estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40 CFR Part 61). Point counting is a statistically more accurate means of quantification for samples with low concentrations of asbestos.

The detection limit for the calibrated visual estimation is <1%, 400 point counts is 0.25% and 1000 point counts is 0.1%

Samples are archived for two weeks following analysis. Samples that are not retrieved by the client are discarded after two weeks.

Thank you for using our laboratory services. Please do not hesitate to call if there is anything further we can assist you with.

Sincerely, Enc.: Sample Results

Client Project: J17039W

Location: Building 907 Call#24

Dear Mr. Randall, Enclosed please find test results for the 20 sample(s) submitted to our laboratory for analysis on

For those samples with asbestos concentrations between 1 and 10 percent based on visual estimation, the EPA recommends a procedure known as point…
