About this file

This document is a draft Request for Proposal (RFP) for a Multiple Award Construction Contract (MACC) for U.S. Army installations within Honshu, Japan and Yokota Air Base and its Geographically Separated Units. The RFP seeks proposals for indefinite-delivery, indefinite-quantity construction services across multiple disciplines including architectural, structural, electrical, mechanical, and civil work. Awards will be made to contractors holding a valid construction license under Japanese law. The performance period is a one-year base period plus nine one-year options, from May 2020 through May 2030. The maximum contract value is $990 million to be allocated across multiple awardees. Proposals are due on August 23, 2019. The RFP includes a statement of work and specifications for a mock project to repair Building 907 Annex at Yokota Air Base as an example for pricing purposes. Evaluation will be based on price and past performance, with past performance significantly more important than price.
