Reference Question by Offerors Gov’t Response/Clarification
1 E-507 Query 51 Gov't Response/Clarifications states: "Base cans for junction can plazas shall be FAA L-867B (16” diameter) with L-867B cover. Cover thickness shall be in accordance with FAA AC 150-5345-42H, paragraph 3.1.3.5.1 (minimum 0.375” thick) for FAA L-867B base cans. See Amendment 0003, Sheets E- 507." However Sheets E-507 show FAA L- 867D (16" diameter) base cans. I believe the response is in error and drawing E-507 is correct. The standard USAF plaza cans are FAA L-867D. Please clarify.
Base cans for Junction Can Plazas shall be FAA L-867D 16" diameter in accordance with Detail 1/E-507 Junction Can Plaza, Sheet E-507.
(See Amendment 0004 – Attachment 2.b. List of Revised Drawings by Amendment 0004)
2 E-501 Drawing E-501 section 2/E-501 Note 6: states: "Provide L- 867B/L-868B Flange/Spacer ring as required to make fixture/baseplate flush with top of concrete base...". Typically a one-piece light base is used for a concrete pavement as per the attached Figure 35 (attached) from the FAA A/C 150- 5340-30H. And a two-piece light base is used for asphalt pavement as per Figure 36 (attached). You can use two-piece light bases for concrete pavement. However, as per the attached Figures a Flange Ring should be used and a spacer ring if needed for proper elevation. I would highly recommend following the FAA A/C and also use a Flange Ring with a Mud Dam. The Flange Ring serves 2 purposes:
A) It prevents the concrete and/or P-606 sealant from contacting the light fixture which makes it much easier to remove the fixture for maintenance and B) the Flange Ring has an O-Ring which helps prevent water from entering from the top of the base can. Also if Flange/Spacer rings are required, should they be stainless steel?
The contractor will provide two-piece base cans. Single-piece base cans will be damaged as a result of future mill and overlay operations.
For the proper installation method of the base cans, the contractor shall coordinate with the airfield lighting equipment supplier/maunfacturer. The contractor shall provide flange/space rings, neoprene gaskets, mud dams, and P-605 liquid sealer as necessary. If flange/spacer rings are required, they shall be 304 stainless steel.
