About this file

This is a Request for Proposal (RFP) for Operation and Maintenance (O&M) services at the Draughon Bombing and Electronic Attack Range at Misawa Air Base, Japan, issued by the 35th Contracting Squadron. The solicitation (FA520525R0001) seeks a contractor to provide non-personal services and related supplies for O&M support, with a base phase-in/transition period of 30 days (September 1-30, 2025) followed by five one-year option periods extending through September 30, 2030.

The RFP will be awarded as a firm-fixed-price contract using a best value source selection process where past performance is approximately equal to price in the evaluation criteria. Proposals are due by April 22, 2025 at 10:00 AM local time. The total evaluated price will include the base period, all option periods, and a potential 6-month extension under FAR 52.217-8. Key requirements include contractor-acquired parts (NTE $30,000 annually), travel/TDY support (NTE $10,000 annually), deployment support (EST $60,000 annually), and 128 hours of extended work hours per year. The contractor must obtain necessary security clearances and comply with various DoD and Air Force regulations regarding installation access, information security, and environmental/safety requirements.
