Questions and Answers at Conference:

Q1: Is a past performance information (PPI) of amount less than $1,000,000.00 acceptable?

A1:Yes. The government will assess relevancy for each contract in similar scope, magnitude of effort and complexities to that required by this solicitation and has been performed in Japan IAW the Solicitation, Section M, para. M-900.B.

Q2: Is a past performance questionnaire (PPQ) not required for a PPI when Contractor Performance

Assessment Reporting System (CPARS) record is available?

A2: Offeror is required to send out a PPQ to each of the Points-of-Contact (POCs), IAW Section L, para. L-100.B.3.(b), regardless of availability of the CPARS record.

Q3: Is an on-going project acceptable for a PPI and does it require specific percentage of the project completion?

A3: PPI of the on-going project will be evaluated, and there is no requirement for percentage of the project completion. Selection of submitting PPI is of an offeror’s discretion.

Q4: Is a two-ring loose-leaf binder and A4 size paper acceptable?

A4: Offeror’s submitting documents must be consistent with Section L, para. L-100.C. If a three-ring loose-leaf binder is not available, other type of loose-leaf binder may be used.
